MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 13th October 2010 at 7.15pm

 

PRESENT:  Councillors B Miller (Chairman in the Chair), S G Foote, Mrs G Kendall, R Pickersgill, C Ridley, Mrs P C Snow and A Tyson

174/10            DECLARATIONS OF INTEREST
174/10.1         Councillor C Ridley declared a personal interest in all Borough Council planning applications as a member of the Borough Council’s Planning Committee and took no part in the decisions.

174/10.2         Councillor Mrs Snow declared a personal interest in minute 183/10.1. Councillor R Pickersgill declared a personal interest in minute 185/10.1.

PROCEDURAL MATTER
It was RESOLVED to suspend the meeting at 7:15 pm to allow Roger Kaye of Scarborough Borough Council to provide feedback on previously raised road traffic or street scene issues and to receive new issues requiring attention. Mr Kaye provided feedback from the previously raised issues.

The following new/revised issues were reported to Mr Kaye for action/comment:

  1. The ‘Scalby’ nameplate is missing from the millstone at Hay Lane and needs replacing
  2. The street light on the High Street, Scalby is out adjoining ‘The Holt’.
  3. Street light no. 35 is out on Hay Lane. The shrubbery adjoining the head of the lamp should also be cut back so that it illuminates the area effectively.

175/10.1         Allotments Friends Group – No report

175/10.2         In Bloom Group – Mr P Staveley had sent a written report on the award of Silver gilt in Yorkshire In Bloom , the awards regarding the Best kept garden competition and the children’s potato competition. He also asked whether the Council required any daffodil bulbs this year. It was agreed that five bags of bulbs be ordered for planting by Councillors Tyson, Pickersgill and Ridley.

175/10.3         Scalby Football Club – Mr P Afford thanked the Council for the recent Community Chest grant

175/10.10      York and North Yorkshire Playing Fields – Councillor P C Snow reported on the meeting held on 9 September 2010.

175/10.11      Yorkshire Coast & Moors County Area Committee – In the absence of Councillor R I Thompson, County Councillor backhouse reported on a recent meeting held to discuss bus service reductions

175/10.12      North York Moors National Park Authority – No report but the NYMNPA be asked for the reasons for refusal of permission for the proposed container on the allotments site which both the Council and the Duchy had given their consent.

178/10.1         The Council considered a letter dated 20 September 2010 from Miss G Watson concerning raised kerbs at bus stops. RESOLVED that this matter be referred to Mr R Kaye for report at the next meeting

186/10            COMBINED COMMUNITY HALL AND PARISH COUNCIL NOTICEBOARD
The Clerk reported that the Yorkshire Coast College welcomed the opportunity to design and construct a new Noticeboard and would submit a design for the approval of the Council and the Trustees as soon as possible. RESOLVED that the report be received

187/10            TRAFFIC SIGNAGE – JUNCTION OF A165/FIELD LANE
Councillor S G Foote reported on modifications required to the traffic signage at this location. RESOLVED that the matter be referred to Mr R Kaye with a view to improved safety by the removal of the ‘Give Way’ sign on Field Lane to be replaced with ‘Stop – Major Road ahead’. In addition, it be requested that the 40mph signs on the Scalby Lodge Farm side of the A165 be moved so that traffic slows before it reaches the Field Lane junction and that a sign should also be provided on the A165 to indicate that there could be incoming traffic from Field Lane onto the A165.

188/10            FLOODING ISSUES
188/10.1         The Council considered a letter dated 7 October 2010 from Mr M McCauley concerning recent flooding on Hackness Road. RESOLVED that the Borough Council be asked if there is a timetable for clearing the gulleys and Mr McCauley be also advised of the decisions taken at the last meeting of the Flooding Working Group

189/10            COMMUNITY HALL TRUSTEESHIP
RESOLVED that the minutes of the meeting of the Corporate Trustees held on 8th September 2010 indicating the cessation of the Corporate Trusteeship with effect from 30th September 2010 be received and noted. 

There being no further business on the agenda the Chairman declared the meeting closed at 8:15 pm
