held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 8th September 2010 at 7.15pm

154/10 APOLOGIES FOR ABSENCE
Apologies were received from Councillors A Tyson and R I Thompson, Mr R Kaye (SBC) the Police and Mr G Dale
155/10 DECLARATIONS OF INTEREST
155/10.1 Councillors C Ridley and B F Watson declared their respective personal interests in all Borough Council planning applications as members of the Borough Council’s Planning Committee and took no part in the decisions.
155/10.2 Councillor Bastiman declared a personal and prejudicial interest in all planning issues and applications in his capacity as Portfolio Holder on Scarborough Borough Council with responsibility for Planning Issues and withdrew from the meeting prior to the planning matters being considered.
PROCEDURAL MATTER
It noted that Mr R Kaye of Scarborough Borough Council had sent his apologies. Councillor A Backhouse agreed to take back the following item for consideration and report from the Borough Council
- damage by heavy vehicles to the paving at Heathcliff Gardens

RESOLVED that the minutes of the Council Meeting held on 11th August 2010 be approved and confirmed as a correct record and signed by the Chairman.

159/10 CORRESPONDENCE
159/10.1 The Council considered a letter dated 12 August 2010 from the NYCC concerning the reduction of the Integrated Transport Capital Programme 2010/2011. RESOLVED that the letter be received
159/10.2 The Council considered an email dated 20 August 2010 from David Holmes (Clerk to Governors of Newby & Scalby Primary School) concerning the end of Councillor Pickersgill’s term of office on 14 September 2010. RESOLVED that Councillor Pickersgill continue to be the Council’s representative for the period 14 September 2010 to 13 September 2014
159/10.3 The Council considered an invitation dated 20 August 2010 from the Borough Council to attend a discussion at 10 am on 8 October 2010 in the Seaview Conference Room at the Town Hall, Scarborough concerning the ending of the Highways Agency on 31 March 2011. RESOLVED that the Chairman be nominated to attend
159/10.4 The Council considered a letter dated 26 July 2010 from the NYMNPA concerning a review of the National Park Management Plan. RESOLVED that the Chairman and the Clerk deal with this matter
160/10 VACANCY FOR PARISH COUNCILLOR
The Council noted a request for an election following the expiry of the Notice of Vacancy on 18th August 2010 had not been received and that the Council may now co-opt. The Clerk reported an expression of interest from Mrs G Kendall in becoming a Parish Councillor. RESOLVED that Mrs G Kendall be co-opted to the Council with immediate effect.

RESOLVED that (i) it be noted that Ian Strong had retired as Chief Officer of the YLCA and that Sheena Spence had been appointed to the post; (ii) the Council’s good wishes be passed to Ian Strong and congratulations to Sheena Spence.

165/10.3 RESOLVED that it be noted that grants have been awarded under the Sports and Recreational Community Chest Awards Scheme in respect of Scalby Football Club and the Newby and Scalby In Bloom Group

170/10 LINDEN ROAD PLAY AREA
RESOLVED that it be noted that following discussions between the Chairman and Councillor A Tyson, a funding bid has been submitted to the Borough Council for improvements to the Linden Road Play Area as part of the 2011/12 budget process

171/10 EXCLUSION OF THE PUBLIC
Pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960 it was RESOLVED that, because of the confidential nature of the business to be transacted, the public and press leave the meeting during consideration of items 172/10
172/10 COMBINED COMMUNITY HALL AND PARISH COUNCIL NOTICEBOARD
Further to minute 151/10(ii) of the last meeting, to the Council noted that the Community Hall Trustees did not express a view with regard to the Noticeboard and to consider whether to proceed with a refurbished Noticeboard at this stage. RESOLVED that Yorkshire Coast College be asked in principle as to whether a student would be able to supply the board; recognition of the services would be provided on the board together with a donation of £100.
There being no further business on the agenda the Chairman declared the meeting closed at 8:30 pm.
