In general

The Town Council is a statutory body funded by residents through the Precept which is collected with your Council Tax. Council currently has one paid employee – the Clerk (who is also the Responsible Finance Officer and is employed to run the Town Council Office and services).

Due to the creation of the Unitary Authority on 1st April 2023, the term of office for Town Councillors elected in May 2022 is five years not the usual four. Further information on this can be obtained from North Yorkshire council. The role of councillor is unpaid. Qualification for the nomination process is mainly to be a local elector.

The parish is split into two wards:- Newby Ward and Scalby Ward. At the May 2022 elections Newby Ward had just over 5,000 electors represented by 8 councillors and Scalby Ward almost 3,000 electors represented by 5 councillors. At the May 2022 elections just nine people sought election to the thirteen vacancies on the Parish Council. The remaining vacancies were filled by co-option.

Historically we have looked after a number of community assets (some on behalf of North Yorkshire Council) including most of the seats in the parish, Foulsyke Pond, Church Beck Green, Linden Road playground and the Victoria memorial fountain in Scalby.  The Town Council also provides allotments on Hackness Road (via the Duchy of Lancaster), is responsible for Carr Lane Playing Fields and runs a parish caretaker project to do all those small jobs North Yorkshire no longer does but which make a huge difference to the appearance and civic pride of the parish.

Planning responsibilities

The Town Council reviews and comments on all the planning applications made in the Parish. We don’t have a Neighbourhood Plan specifically for Newby and Scalby. We contributed to the Local Plans for Scarborough Borough Council (which, pending an updated plan by North Yorkshire Unitary Council, runs till 2032) and for the North York Moors National Park (which runs to 2035).
