An Asset of Community Value
In May 2026, North Yorkshire Council (NYC) consulted the Town Council on a nomination for Newby & Scalby Community Hall (near the tennis courts) to be registered as an Asset of Community Value. The nomination was made by Scalby & Newby Village Trust.
The Town Council called an Extraordinary Meeting on the 22nd of May to consider North Yorkshire’s letter. The meeting was well-attended by members of the public and at least ten of them (some representing local organisations) spoke in favour of the nomination. On a show of hands, 50 members of the public voted in favour of the Town Council supporting the nomination and none voted against. The Council then voted unanimously to support strongly the nomination of Newby & Scalby Community Hall as an Asset of Community Value.
On the 3rd of July 2026, North Yorkshire made the decision to list the Community Hall as an Asset of Community Value and it is now included in the register of ACVs on the North Yorkshire Council website. NYC have told us that this means that the landowner must now notify North Yorkshire if a sale of the Community Hall has been agreed in principle, or ‘subject to contract’. This notification would start a six-week initial moratorium period during which
- the sale cannot be completed;
- NYC would notify the Village Trust of the decision to sell; and
- NYC would publish a notice on its website telling the public of the intention to sell.
If, within those six weeks, a local community interest group were to request in writing to be treated as a potential bidder, a full moratorium period of six months would start. This would give local community interest groups the opportunity to put together offers and bid for the Community Hall, which could not be sold during those six months. If the landowner received a bid, it could choose to accept or decline it.
Newby and Scalby Town Council wishes to make it clear that it does not own or operate the Community Hall. It has no influence on any decisions relating to the Community Hall or its future.
