MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 12th January 2011 at 7.15pm

 

PRESENT:  Councillors B Miller (Chairman in the Chair), Councillors: S G Foote Mrs G Kendall, R Pickersgill, C Ridley, Mrs P C Snow, R I Thompson (from 8.10pm) and B F Watson

 ALSO IN ATTENDANCE:  Mr P. Afford, Mr P Staveley, County Councillor Mrs H Swiers, County Councillor A Backhouse (to 8.05pm), Mr R Kaye (SBC), Mrs J Marley (Acting Clerk), 1 member of public.

226/10            DECLARATIONS OF INTEREST
226/10.1         Councillors C Ridley and B F Watson declared their respective personal interests in all Borough Council planning applications as members of the Borough Council’s Planning Committee and took no part in the decisions.

PROCEDURAL MATTER
RESOLVED that
(i)       the meeting be suspended at 7:15 pm to allow Roger Kaye of Scarborough Borough Council to provide feedback on previously raised road traffic or street scene issues and to receive new issues requiring attention. Mr Kaye provided feedback from the previously raised issues.

The following new/revised issues were reported to Mr Kaye for action/comment:

  1. Lamp no. 26 opposite the Miners Home Cottages/Hackness Road should be repaired by the weekend;
  2. The bench seat at Hay Lane/Scalby Nabs requiring repair is awaiting collection
  3. Lamp 23 on Hackness Road is out;
  4. Grit bins are required on The Parkway;
  5. Recent tarmac patches on Hillcrest Avenue are already breaking up;
  6. Traffic lights at Green Lane/Scalby road junction still give too much green light time to Green Lane;
  7. The timing of the green light for the filter for traffic turning right from Scalby Road into Coldyhill Lane needed adjustment;
  8. Many roads throughout the area were badly potholed – Mr Kaye reported interim repairs were being done and permanent repairs would be prioritised by NYCC. Station Road should be done by the month end;
  9. Council asked Mr Kaye to pass on its thanks to the dustbin and gritting crews for their efforts during the recent wintery weather.

(ii)        A written report from the Police was noted;

(iii)       The Acting Clerk was thanked for stepping into the breach following the resignation of Tony Spencer.

(iv)       A question from a parishioner regarding Council’s referral of the building plot adjacent 476 Scalby Road to SBC Planning Enforcement was noted. Further noted Clerk’s report that a reply from enforcement was still awaited.

227/10            REPORTS FROM OUTSIDE BODIES
The following Reports from Council Representatives, where indicated below, were RECEIVED:

227/10.1         Allotments Friends Group – Cllr. Mrs Snow reported the allotments now had a website www.fonsa.com;

227/10.2         In Bloom Group – Mr Staveley reported 1] the boundary signs were in hand, 2] a new bed would be created near the John Ellis memorial bench on Scalby Road, 3] they had got the OK from National Parks to do flowers beds at the village signs on Hay Brow and Red Scar Lane, 4] the Best Kept Garden competition would be run again this year as would the Children’s Potato competition (which now involved 260 children in year 3 across 5 schools, 5] Yorkshire in Bloom entries had to be in by 4 February;

227/10.3         Scalby Football Club – Mr P Afford reported they still wanted to improve Carr Lane but were struggling to establish who were the landowner(s) – Council suggested he contact the Public Rights of Way Officer at County Hall;

228/10            MINUTES
RESOLVED that the minutes of the Council Meeting held on 8th December 2010 be approved as a correct record and signed by the Chairman

229/10            MATTERS OF REPORT FROM THE MINUTES
1] Cllr. Miller reported a public meeting was to be held 19 January 6pm in Vernon Road Library to consider the public’s view on the proposed closure of libraries at Ayton, Eastfield, Hunmanby and Scalby. 2] Clerk asked Councillors to return any outstanding judging sheets for the Christmas Lights Competition as soon as possible.

230/10            CORRESPONDENCE
230/10.1         The Council considered a letter from North York Moors National Park Authority regarding the new date for the Planning Training Event Thursday 27 January 2011, at Helmsley from 6pm to 8.45pm. RESOLVED Cllrs. Miller and Watson attend;

230/10.2         The Council considered a letter dated 8 December 2010 regarding the Borough’s Big Thank You Awards 2011. RESOLVED the letter be received.

230/10.3         The Council considered a letter & questionnaire dated December 2010 from SBC regarding their corporate Plan 2011-2016. RESOLVED Chairman & Clerk to complete the questionnaire.

230/10.4         The Council considered a letter dated 26 November 2010 from the Christopher Keld Charity regarding the re-election of Trustees. RESOLVED Cllrs. Ridley and Watson  be re-elected as Representative Trustees for a further 3 year term.

230/10.5         The Council considered a letter dated 30 November 2010 from the SBC regarding the Model Agreement Estimates. RESOLVED the Model Agreement estimate of £4,304 be confirmed.

230/10.6         The Council RECEIVED the RoSPA inspection report, which did not show any high risk items. RESOLVED to re-start weekly inspections with immediate effect.

230/10.7         Further to minute 212/10.2, Council considered attendance at the ‘Take Part’ training programme. RESOLVED Cllrs. Kendall & Miller to attend.

231/10            QUALITY STATUS
The overall aims of quality status to remain on the agenda pending developments.

234/10.1         RESOLVED that the Schedule of Accounts to be paid for January 2011, Schedule 10 be approved and paid. Clerk to ensure calculations on Item 5 are correct before releasing the cheque.

234/10.2         RESOLVED that it be noted that grants have been awarded under the Sports and Recreational Community Chest Awards Scheme in respect of:

  1. Scarborough RUFC – Mini & Junior’s Section (£500)
  2. Scalby Tennis Club (£500)

234/10.3         Received Clerk’s report that domain name and website hosting for Parish Council website both due for renewal on 13 January 2010 at a cost of £29.36. RESOLVED Clerk to effect renewal & claim reimbursement from Council.

Noted an appeal against refusal of an application for 1st floor balcony to rear at 2c Throxenby Hall by Mr & Mrs Fretwell has been submitted. RESOLVED no additional comments, Council continues to object on the grounds of potential damage to the conservatory beneath.

241/10            EXCLUSION OF THE PUBLIC
Pursuant to Section 1(2) of the Public Bodies (Admissions to Meetings) Act 1960 RESOLVED that due to the confidential nature of the business about to be transacted, in relation to an employment matter, the public and press be excluded from the meeting

242/10            VACANCY OF CLERK & RFO TO THE COUNCIL
NOTED Tony Spencer had submitted his resignation on 17 December 2010 and left Council’s employ on 10 January 2011. RECEIVED 1] report from Chairman that Mrs Marley was willing to be Acting Clerk & RFO until such time as the vacancy was filled; 2] report from Acting Clerk about suggested advert and time scale. Mrs Marley then left the room and the remainder of this item was minuted by the Chairman. RESOLVED 1] Mrs Marley to be Acting Clerk & RFO till vacancy was filled, 2] suggested advert & time scale satisfactory, 3] Acting Clerk to submit advert to YLCA and Evening News, with a view to having applications available for the February Council meeting.

There being no further business on the agenda the Chairman declared the meeting closed at 8:50 pm
