held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 10th July 2013 at 7pm
PRESENT: Councillor Mrs G Kendall (Chairman), Councillors Mrs E Black, W Black, S Gething, TW Miller, R Pickersgill, Mrs C Snow and B Watson.

99/13.1 RESOLVED the minutes of the Council Meeting held on 12th June 2013 be approved as a correct record and signed by the Chairman.

RESOLVED 1] written report (circulated with agenda) and additional detail given by PCSO Lockey be received. Cllr. Watson and several other councillors complained that vehicles being parked on pavements was increasingly a problem – Throxenby Lane was highlighted as being particularly affected.

103/13.4 In Bloom:- Mr Staveley reported the local group had recently had an influx of new members. Summer judging was to take place the following day. 18 pupils from Scalby School had helped with recent litter picking. The Produce Show was to be held on 28th July.

104/13 COUNCILLOR’S REPORTS & UPDATES
104/13.1 RECEIVED & NOTED update [circulated with agenda] from Clerk on highway & footpath and other general matters since last meeting. With regard to replacement of cable ties securing Christmas lights on sycamore near memorial trough on High Street RESOLVED Clerk be authorised to spend up to £350.

105/13.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – None.
FINANCE & GENERAL PURPOSES ISSUES
106/13 FINANCIAL MATTERS
106/13.1 RESOLVED to accept the Local Support for Council Tax (LSCT) grant from Scarborough Borough Council for 2014/15 and subsequent years.
106/13.2 RESOLVED the Schedule of Accounts for July 2013, Schedule 4 be approved & paid.
106/13.3 Millennium Field – RESOLVED the idea of taking over this field by Community Asset Transfer was acceptable in principle. Clerk to investigate and report to a future meeting.
106/13.4 Scalby Toilet Trust – NOTED the Chairman of the Trust had made an initial enquiry as to whether this council would consider taking over the management of the toilets within the next two years. At the Chairman’s invitation Mr Afford addressed the meeting, giving additional information & answering councillor’s questions. RESOLVED the proposal was acceptable in principle. A Working Party comprising Cllrs. Gething, Kendall, Snow and Watson was set up, its remit being to investigate and report to a future meeting.

107/13.1 Vacancies for co-opted members on Coast & Moors Area Committee [Minute 92/13.1 refers]. 1] NOTED Cllr. Watson had withdrawn his nomination as he had been appointed to the committee as the Borough Council’s representative 2] RESOLVED – to vary the authorisation given to the Clerk & Chairman or Vice Chairman so as to vote only for Cllr. Watson on the ballot paper due to be sent out on 25/7/13.

111/13 REPORTS FROM OUTSIDE BODIES
The following were RECEIVED:
111/13.1 Scalby Fair – The Chairman reported she and the Town Crier had been invited to judge the stalls at the event on 22nd June. It had been an excellent day and had been well attended.
111/13.2 CPRE – The Chairman reported on the CPRE meeting of 25th June – it continued to object to the potash planning application.
111/13.3 NYMNP Coastal Area Parish Forum – Next meeting 18th July.
111/13.4 Twinning Association – Cllr. Mrs Snow the next meeting would be at the Rugby Club on 27th August. Planned events included a Wine & Cheese Party on 27th September and a Christmas Quiz on 13th December.
111/13.5 NYCC Yorkshire Coast & Moors Area Committee – Cllr. Watson reported County Cllr. Marsden had been elected chairman. Items considered included the prioritisation of Traffic Regulation Orders and reports from Fire and Police Authorities.
111/13.6 North York Moors National Park Authority – Cllr. Thompson’s written report [circulated at meeting] was received & noted.
