MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th April 2016 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. DJ Bastiman, Mrs E Black, G Edmunds, S Foote, S Gething, Mrs R Holliday, TW Miller, R Pickersgill, Mrs PC Snow, RI Thompson, BF Watson, Mrs E Wiles
ALSO IN ATTENDANCE: Borough Cllr. V. Inman (left 7.40pm), P. Staveley ( In Bloom), 6 members of public [5 left at 7.26pm], Mrs J Marley (Clerk).
ABSENT: County Cllr. A Backhouse, Borough Cllrs. L. Backhouse, A Jenkinson, H Lynskey, Jane Wilson (SBC Deputy Parking Manager).
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

58/16 DECLARATIONS OF INTEREST – Received & noted from Cllr. Watson (agenda item 11.2, family member lives opposite site).
59/16 MINUTES
59/16.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 9th March 2016 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.
60/16 PUBLIC OPEN FORUM
60/16.1 People wished to raise matters relating to the parking problems around Newby Primary School and the recent meeting about those problems.
PROCEDURAL MATTER – At 7.05pm, Standing Orders were resumed.
61/16 MATTERS RAISED IN PUBLIC OPEN FORUM
61/16.1 Agreed comments regarding parking problems around Newby Primary School be considered at agenda item 8.1; councillors agreed to bring that item forward on the agenda and consider it next.
62/16 PARKING PROBLEMS AROUND NEWBY PRIMARY SCHOOL
62/16.1 [Brought forward] Agenda item 8.1
Cllr. Towse report on the multi-agency meeting of 22nd March was received. In summary 1] there had been a very slight improvement, 2] the school was doing its best within the other constraints under which it had to operate; 3] the school had been built for 180 pupils – it now had 440, 4] police and civil enforcement officers were standing & watching instead of offering advice or taking other action, 5] there was some merit in reversing the direction of the informal one way route to school. He undertook to email a fuller summary of the meeting to one of the residents present. Members of the public gave several examples of the police and civil enforcement officers seeing offences but taking no action. There were no updates from Jane Wilson of SBC Parking Services (who was ill) or from PC Scholes (unexplained absence). Cllr. Bastiman’s offer to set up a meeting with the Head of Parking Services, himself as Leader of SBC and Cllr. Towse was accepted with a report back to the Parish Council meeting on 11th May.
At this point (7.26pm) 5 members of public left the meeting.
63/16 POLICE REPORT Resolved crime figures and activity reports (tabled at meeting) be received.
64/16 EXTERNAL REPORTS
64/16.1 County Council:- No report from County Cllr. A Backhouse. There were no questions for County Cllr. Bastiman.
64/16.2 Borough Council:- Borough Cllr. L Backhouse’s written report was received. Borough Cllr. Inman had no matters to report.
64/16.3 FONSA:- No representative present.
64/16.4 In Bloom:- Mr Staveley reported all the plug plants had been potted on in preparation for planting out or the forthcoming plant sale.
65/16 COUNCILLOR’S REPORTS & UPDATES
65/16.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
65/16.2 Received & noted reports from several councillors in respect of highway matters requiring attention. (Clerk to refer to Highways).
66/16 CORRESPONDENCE
66/16.1 Received & noted details of planning training event – NYMNP @ Helmsley, Tuesday 26th April 6-8pm – Cllrs. Black, Edmunds, Holliday, Miller and Towse expressed an interest in attending. Clerk to inform NYMNP.
66/16.2 Received & noted consultations by SBC on 1] Tree & Woodland Strategy 2016-2030 and 2] Waste Plan 2016-2026 (documents online or hard copy held by Clerk) – agreed no comments to be submitted.
66/16.3 Received & noted changes at Household Waste Recycling Centres [circulated with agenda].
66/16.4 Received & noted pre-planning consultation on proposed 15m. telecoms. base station near Rosette [brief details circulated with agenda] – agreed no concerns; (this was a ‘pre-application’ view only and did not constitute comments or a view on any planning application which may be submitted in the future for this site. Council reserved the right to submit comments on any future application as it agreed at the time).
66/16.5 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.
FINANCE & GENERAL PURPOSES ISSUES
67/16 FINANCIAL MATTERS
67/16.1 Resolved the Schedule of Accounts Payable for April 2016 (Schedule 1) be approved.
67/16.2 Resolved the 2015/16 Annual Report and Accounts [circulated with agenda] be approved & Chairman be authorised to sign
67/16.3 Received & noted update by Chairman – 1] solicitor’s letter had been sent to Mr Perry on 19th March itemising the documentation required in order to allow the Council to consider providing the Association with a lease; 2] At the request of the Clerk, Sport England had extended the deadline for the Association’s grant application to the 8th June in order to allow them time to get a new lease.
67/16.4 Request for financial assistance with costs of HM the Queen’s 90th birthday celebrations [circulated with agenda]. Received & noted report by Clerk that applicant had withdrawn this request on 12th April.
At this point (7.10pm) Borough Cllr. Inman left the meeting.

71/16.7 Yorkshire Coast & Moors County Area Committee – Cllr. Thompson reported the meeting on 23rd March had been mainly focussed on the proposed amalgamation of Eskdale School and Caedmon college at Whitby. The next meeting was on 8/6/16 at Danby.
