MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
to be held in the Committee Room, Community Hall, Scalby Road, Scalby,
on Wednesday, 12th November 2014 at 7pm.
PRESENT: Councillor Mrs G Kendall (Chairman), Councillors Mrs E Black, W Black, S Foote, S Gething, Mrs C Snow, R Thompson, R Towse, BF Watson.
ALSO IN ATTENDANCE: P. Staveley (In Bloom), 4 members of public (2 left 7.17pm, 1 left 7.56pm), Mr Lang (Home Housing) (arrived 7.30pm), Mrs J Marley (Clerk).
ABSENT: County Cllr. A. Backhouse, Borough Cllrs. Mrs S Backhouse and A. Jenkinson, Cllrs. D. Bastiman, TW Miller and R. Pickersgill.
The Chairman reminded those present that filming, photographing or audio recording of proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
146/14 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. Bastiman, Miller and Pickersgill (prior commitments). Noted Mr Lang had been delayed due to traffic.
147/14 DECLARATIONS OF INTEREST
147/14.1 Cllr. Mrs Kendall declared a pecuniary interest in agenda items 10.1.13 as her husband was the payee.
147/14.2 Cllr. Watson declared a personal interest in agenda items 13, 14 and 15 as he was a member of SBC Planning Committee.
148/14 MINUTES
148/14.1 Minute 144/14.2 was amended to include the date of the next meeting as 19/2/15. Minute 144/14.3 was amended to show the date of the next meeting as 25/2/15. RESOLVED the amended minutes of the Council Meeting held on 8th October 2014 be approved as a correct record and signed by the Chairman.

150/14 PUBLIC OPEN FORUM
150/14.1 A member of the public raised an ongoing (and long-standing) problem on Newby Farm Crescent with inconsiderate/hazardous parking of vehicles by staff at North Yorkshire House.
PROCEDURAL MATTER At 7.08pm, Standing Orders were resumed.
151/14 MATTERS RAISED IN PUBLIC OPEN FORUM
151/14.1 Agenda item 8.1 was brought forward and considered at this juncture since it related to the matter raised in the Public Open Forum. Councillors sympathised with the parishioner’s problem. RESOLVED 1] the Community Hall Trust be asked if they will allow NYCC staff to park in the Community hall car park and 2] Clerk to write to NYCC Highways asking for a single yellow line TRO which prohibits parking Monday to Friday 9am to 5pm.
At this point, 2 members of public left the room.
152/14 POLICE REPORT
RESOLVED written report (circulated with agenda) and update (tabled at meeting) be received. Cllr. Towse updated members on the provision of timer lights for the elderly & vulnerable [Minute 140/14.3 refers]. It was hoped Council would be involved with a community safety event organised by the Police which was to be held on 29th November.

152/14.4 In Bloom:- Mr Staveley reported it was hoped to have Stony Lane corner finished and the spring bulbs planted within the next 10 days.
153/14 COUNCILLOR’S REPORTS & UPDATES
153/14.1 Problems with parked vehicles Newby Farm Crescent [DJB]. This matter had been dealt with – see Minute 151/14.1.
153/14.2 RECEIVED & NOTED update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
153/14.2 RECEIVED & NOTED various highway & footpath or general matters reported by councillors and all to be passed to NYCC Highways:- 1] pothole & leaking drain outside 5 Hay Brow Crescent; 2] poor road surface Hay Brow Close to Scalby Nabs road end; 3] hedge around 33 Hay Brow Crescent obstructing vision (previously reported September 2014).
154/14 CORRESPONDENCE
154/14.1 Received & noted NYCC consultation “Care and support where I live” [circulated with agenda]. Concerns expressed as to whether the Primary Care Trust would be able to meet the need for additional external staff created by these proposals.
Mr Lang (Home Housing) arrived during the next item.
154/14.2 Received & noted NYCC consultation on changes to North Yorkshire’s library services [circulated with agenda]. Broad agreement that it was better the library was fully run by volunteers than it be lost altogether. Concern expressed as to the level of support which volunteers would have if there was no qualified librarian on site. Clerk to see if a member of the library management committee would attend the next Council meeting and explain what they would need if the library were to be 100% volunteer run.
154/14.3 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency:- none.

155/14 FINANCIAL MATTERS
155/14.1 RESOLVED the Schedule of Accounts payable for November 2014 (Schedule 8) [tabled at meeting] be approved.
155/14.5 Internal auditor’s report for Quarter 2 of 2014/15 account year [circulated with agenda] received & noted.
155/14.3 Model Agreement 2015/16 – RESOLVED to accept the sum offered of £4,923-05.
156/14 CO-OPTION TO CASUAL VACANCY (NEWBY WARD) [Minute 140/14.1 refers]
156/14.1 Applications from Jackie Mason and Deborah Wiles [circulated with agenda, signature phone & address removed] were received. A written ballot was conducted and the Clerk declared Deborah Wiles elected by 6 votes to 3. Clerk to make necessary arrangements for completion of Declaration of Acceptance of Office and other paperwork.

161/14.5 Yorkshire Local Councils’ Association – no report, next meeting Feb. 2015 (Cllr. Mrs Kendall).
161/14.6 Twinning Association – Cllr. Thompson reported on the meeting of 20/10/14. Next year’s visit to Pornic would be over the weekend of 20-21/6/15. A Christmas Quiz and Pizza Night was to be held on 10th December at St. Laurence’s schoolroom. The AGM was to be held at the Parish Hall on 23/1/15. The next ordinary meeting would be 13/1/15 at the Rugby Club.
161/14.7 Yorkshire Coast & Moors County Area Committee – No report, next meeting 14/1/15 (Cllr. Thompson).
161/14.8 North York Moors National Park Authority – Cllr. Thompson reported on a rural housing event and training days he had attended. He had not been able to attend the planning committee on 23rd October.
161/14.9 CPRE – Cllr. Mrs Kendall reported she had been unable to attend the meeting on 21st October due to a prior commitment.
161/14.10 Any other reports not previously notified – Cllr. Watson reported there was a meeting of ‘The Charity of Christopher Keld’ on 17th November.
162/14 CIRCULATION – York Potash Update [issue 7, October 2014] – circulated to all councillors with agenda.

163/14 PRESENTATION by Mr. LANG OF HOME GROUP
163/14.1 Mr Lang gave a presentation on a prospective development of 10 units of supported services living accommodation specifically for women and their children on land at the end of Danes Dyke. A drop-in consultation with public display of the scheme (attended in the main by residents of Danes Dyke) had been held on 3rd November. Mr Lang explained that a planning application had not yet been submitted to the Borough Council. He gave background on how the facility would be run, reported on feedback given at the public display and, where able, answered councillor’s questions. Councillor’s concerns in respect of the highway access being unsuitable for construction traffic and increased general traffic were noted, as was the concern that siting such a facility at the end of a retired housing complex was far from ideal and would have a significant impact on residential amenity.
The Chairman thanked Mr Lang for his frank and informative presentation. There being no further business on the agenda, the Chairman declared the meeting closed at 8.29pm.
