3          DECLARATION OF ACCEPTANCE OF OFFICE – D. WILES

To note – as at 9.30am on 3/12/14, this had not yet been completed and to instruct the Clerk as to the action to be taken.

4          MINUTES

To approve and sign as a correct record, the minutes of the Council Meeting held on 12th November 2014. (enclosed)

5          LIBRARY VOLUNTEERS

Presentation by volunteers/steering committee regarding what they would need if Scalby library became 100% volunteer run.

6          PUBLIC OPEN FORUM

Matters which members of the public wish to raise.

7          LIBRARY PRESENTATION & MATTERS RAISED IN PUBLIC OPEN FORUM

7.1       NYCC consultation on changes to North Yorkshire’s library services [comments deferred at November meeting pending input from library volunteers] – to agree comments.

7.2       To agree action as appropriate on matters raised in Public Open Forum.

8          POLICE

To receive Police report [to be tabled at meeting] and give details of any new issues requiring attention.

9          EXTERNAL REPORTS

9.2       Borough Council – any ward councillor for Newby or Scalby

10.1    To receive update from Cllr. Towse on Community Safety Initiative with Police on 29th November.

10.2    To receive update [enclosed] from Clerk on highway & footpath or general matters since last meeting.

10.3    To receive reports from Councillors of any highway & footpath or general matters requiring attention [form at end of agenda pack].

11        CORRESPONDENCE

11.1    CPRE – to agree if there is any merit in Council continuing membership.

11.2    Street names, High Mill development phase 1 – to consider developer’s proposals (names and map enclosed) and agree action as appropriate

11.3    Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency.

FINANCE & GENERAL PURPOSES ISSUES

12.1    To approve the Schedule of Accounts to be paid for December 2014, Schedule 9.

12.2    JJ Burchell Bequest – to receive Clerk’s verbal report on enforced redemption of existing gilts and reinvestment options available & aqree action as appropriate.

12.3    To note the nationally agreed National Joint Council for Local Government Services (NJC) 2014- 2016 pay award has been received & confirm it should be applied to the Clerk’s salary.
