MINUTES OF AN EXTRA ORDINARY MEETING OF NEWBY AND SCALBY TOWN COUNCIL
held in the Community Hub, Council Office, 445b Scalby Road, Scalby,
on Wednesday, 29th November 2023 at 7.15pm.
PRESENT: Councillors R Towse (Chairman), S Barnes, D Bastiman, J Fennell, S Foote, R Holliday, J Smith, R Thompson, D Wiles.

201/23 NON-ATTENDANCE OF COUNCILLORS
201/23.1 No apologies to receive.
201/23.2 No reasons for absence to accept.
202/23 EXCLUSION OF PRESS AND PUBLIC
It was resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to personnel/staffing, financial or legal matters.
203/23 MINUTES
203/23.1 The minutes of the Extra Ordinary meeting of 16th November 2023 were approved as a correct record and authorised for signature by Cllr. Towse.
204/23 CONFIDENTIAL BUSINESS
204/23.1 The meeting noted that actions agreed at the extraordinary meeting held on 16/11/23 [Minute 203/23.5 refers] had been implemented on 21/11/23.
204/23.2 Disciplinary – the meeting noted that the Review & Staffing Committee had recommended a course of action relating to the disciplinary matters for consideration at its next meeting.
204/23.3 Resignation – the meeting noted a letter of resignation had been received from a member of staff.
204/23.4 Special leave – the meeting noted the member of staff had now returned to work.
204/23.5 IT – the meeting noted Cllr. Towse had now managed to access the IT emails and website.
204/23.6 Staffing – the meeting noted a CiLCA qualified clerk Filey had agreed to support on an interim basis at a cost of £16 per hour.
There being no further business, the Chairman declared the meeting closed at 7.30pm.

ADMINISTRATIVE NOTE:- No signed copy of the minutes of the meeting of 29/11/23 are held. That being the case the non-signed minutes of the meeting of 29/11/23 and the decisions therein have been presented for approval/ratification en bloc at the Council meeting held on 20/3/2024.
