MINUTES OF AN EXTRA ORDINARY MEETING OF NEWBY AND SCALBY TOWN COUNCIL
held in the Community Hub, Council Office, 445b Scalby Road, Scalby,
on Thursday, 16th November 2023 at 7pm.
PRESENT: Councillors R Towse (Chairman), J Fennell, S Foote, R Holliday, J Smith, R Thompson, D Wiles.

ABSENT: Cllrs. S Barnes, D Bastiman, B Marley.
Cllrs. Thompson and Wiles left the meeting at 7.51pm.
198/23 NON-ATTENDANCE OF COUNCILLORS
198/23.1 Apologies received and noted from Cllr. Sutton.
198/23.2 Reasons for absence accepted from Cllr. Sutton (personal commitment).
199/23 EXCLUSION OF PRESS AND PUBLIC
It was resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to personnel/staffing, financial or legal matters.
200/23 CONFIDENTIAL BUSINESS
200/23.1 Cllr. Towse advised the meeting of the Review & Staffing Committee held on 9/11/23 had made recommendations to Council for its consideration.
200/23.2 Resolved the Castle HR report would only be shared with the councillors appointed to any disciplinary committee and not any other councillors as only those who were formally appointed to that committee had a need to know.
200/23.3 Resolved the disciplinary committee would comprise Councillors Thompson (Chairman), Sutton and Wiles.
200/23.4 Noted Cllrs. Fennell and Foote did not wish to participate in any role as part of any formal investigation or disciplinary meeting.
Cllrs. Thompson and Wiles left the meeting at this point.
200/23.5 Resolved disciplinary procedure to be implemented 21/11/23, hand delivery of letter to be carried out by Cllrs. Fennell and Towse.
200/23.6 Resolved disciplinary meeting scheduled for 12/12/23, target date of 14/12/23 to formally receive report at Review & Staffing Committee meeting followed by a full Council meeting.
200/23.7 Resolved disciplinary meeting of 12/12/23 be recorded.
200/23.8 Resolved note taking support to 12/12/23 meeting to be sourced externally, Cllr. Towse to arrange, up to 5 hours approved.
There being no further business, the Chairman declared the meeting closed at 8.37pm.

ADMINISTRATIVE NOTE:- While the minutes of the Extra Ordinary meeting of Council held on 29/11/23 show the minutes of the meeting of 16/11/23 as being approved, no signed copy of the minutes of the meeting of 16/11/23 are held. That being the case the non-signed minutes of the meeting of 16/11/23 and the decisions therein have been presented for approval/ratification en bloc at the Council meeting held on 20/3/2024.
