Minutes Council meeting 9th September 2015

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 9th September 2015 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. G. Edmunds, S Foote, S Gething, Mrs R Holliday, TW Miller, R. Pickersgill, Mrs C Snow, R Thompson, BF Watson, Mrs D Wiles.

ALSO IN ATTENDANCE:  P. Staveley (In Bloom), P. Afford (Scalby Football), Mrs J Marley (Clerk).

ABSENT:      Cllrs. D Bastiman and Mrs Black, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, A Jenkinson and V. Inman.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

125/15            APOLOGIES FOR ABSENCE Received & noted from Cllrs. D Bastiman (prior commitment) and Mrs Black (family illness), Borough Cllrs L. Backhouse, A Jenkinson and V Inman (prior commitments).

126/15            DECLARATIONS OF INTEREST – None.

127/15            MINUTES

127/15.1         Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 8th July 2015 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

128/15            PUBLIC OPEN FORUM

128/15.1         In his capacity as a member of Scalby Toilet Trust, Mr Afford reported much work had been done (painting inside and out, removal of ivy, laying of block paving etc) and some small jobs remained outstanding.

PROCEDURAL MATTER – At 7.06pm, Standing Orders were resumed.

129/15            MATTERS RAISED IN PUBLIC OPEN FORUM Councillors noted Mr Afford’s report and agreed the building looked much tidier. The Chairman asked Mr Afford to investigate the presence of black plastic bags pushed under the front pantiles since it detracted from the work which had been done.

130/15            POLICE REPORT Resolved written report (circulated with agenda) and additional report (tabled at meeting) be received.

131/15            EXTERNAL REPORTS

131/15.1         County Council:- No County Councillors present to give a report.

131/15.2         Borough Council:-  A written report [tabled at meeting] from Cllr. L. Backhouse was received and noted.

131/15.3         FONSA:- No representative present.

131/15.4         In Bloom:- Mr Staveley reported there had been a good number of entries for the In Bloom Group’s annual show, but numbers through the door had been poor. The Best Kept Garden prize presentation had taken place last week. The In Bloom Summer judging results had been announced – the group had only received a silver award.

132/15            COUNCILLOR’S REPORTS & UPDATES

132/15.1         Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Also noted Cllr. Gething’s verbal update on item 2.3 of that report – work had not been completed within original timescale and several residents had complained to him. Clerk asked to try and arrange a site meeting with contractors.

132/15.2        Received & noted various reports from councillors on matters needing attention (to be passed to relevant agency as appropriate).

132/15.3         Sale of land to rear of Danes Dyke [Minute 102/15.6 refers]. Noted the decision of SBC Cabinet on 14/7/15 (that the land be sold for its highest and best value) had been called in by Borough Cllr. Billing. Agreed a letter to be sent to the Scrutiny Committee outlining this council’s continued objection to the sale.

132/15.2        Police Day. Received & noted report [circulated with agenda] from Cllr. Towse. Resolved 1] another  event be held, ideally in late October, 2] £50 to be available for purchase of timer lights, 3] £50 to be available for purchase of boxes for crime reporting postcards.

133/15            CORRESPONDENCE

133/15.1         Yorkshire Coast & Moors County Area Committee – Vacancy for Co-opted Member. Details of candidates [circulated with agenda] received & noted. Resolved Council’s vote be given to Christine Kathleen Lewis. Ballot paper completed by Clerk.

133/15.2         Received & noted letter from Shoreline Suncruisers regarding a new £1 bus service for a route from Newby to town which had started on 7th September. Also noted 1] Cllr. Gething’s report that the service was being run with double decker buses which were knocking branches off the trees on Moor Lane; 2] Cllr. Mrs Wiles comment that she was surprised the service did not run along Coldyhill Lane.

133/15.3         Received & noted letter from Scarborough Citizen’s Advice Bureau [circulated with agenda] requesting a donation towards their expenses. Resolved a donation of £300 be made and a cheque in payment be authorised for signature.

133/15.4         Received & noted letter from Fire & Rescue Service [circulated with agenda] regarding proposed changes to the service. Cllr. Thompson gave additional information on the proposed changes. Resolved councillors to respond individually.

133/15.5         Received & noted letter [circulated with agenda] from N. & S. Thomas giving an update on the refurbishment work at The Plough, High Street, Scalby.

133/15.6         Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

FINANCE & GENERAL PURPOSES ISSUES

134/15            FINANCIAL MATTERS

134/15.1         Insurance. Resolved to enter into a new long term agreement (1/10/16 to 30/9/18) which would reduce the 2015/16 premium by 5% to £31,337-64.

134/15.2         Resolved the Schedule of Accounts paid for August 2015 (Schedule 5) and payable for September 2015 (Schedule 6) [both tabled at meeting] be approved.

134/15.3         External audit 2014/15 accounts by PKF Littlejohn – noted the audit has been successfully completed and no matters of concern raised.

138/15.1         CAP Group – Cllr. Gething’s report on the meeting of 23/7/2015.

138/15.2         Roads Liaison Committee – no report, next meeting date unknown. Resolved Clerk to write to committee secretary to enquire if committee was continuing.

138/15.3         NYMNP Coastal Area Parish Forum – Cllr. Thompson reported on the meeting of 16/7/15 where there had been a presentation by NYCC Safer Communities team. Next meeting is the Joint Forum on 30/9/15 which will be attended by Cllr. Mrs Wiles as Cllr. Thompson is unavailable.

138/15.4         North Yorkshire and Cleveland Coastal Forum – no report, next meeting date unknown.

138/15.5         Yorkshire Local Councils’ Association – no report, next meeting 1/10/15.

138/15.6         Twinning Association – Cllr. Thompson reported on recent meetings. Provisional dates for next year’s twinning visit were 16th to 21st June. Agreed arrangements/details of any civic reception etc to be considered at the October council meeting. Next SANTA meeting 29/9/15.

138/15.7         Yorkshire Coast & Moors County Area Committee – Cllr. Thompson reported on the meeting of 23/7/15 where matters discussed had included Whitby Park and Ride and the proposed changes to the fire and Rescue Service. Next meeting date 8/10/15.

138/15.8         Any other reports not previously notified – None.

139/15            CIRCULATION – None.

There being no further business on the agenda, the Chairman declared the meeting closed at 8.09pm.
