3 MINUTES
3.1 To approve and sign the minutes of the Council Meeting held on 9th September 2015 (enclosed).
PROCEDURAL MATTER To suspend Standing Orders so as to allow the Planning Presentation and Public Open Forum.
4 PLANNING PRESENTATION Presentation regarding possible new homes on land at the corner of Throxenby Lane/Lady Edith’s Drive for Persimmon Homes.
5 PUBLIC OPEN FORUM Matters which members of the public wish to raise.

9 COUNCILLOR’S REPORTS & CLERK’S UPDATES
9.1 To receive update [enclosed] from Clerk on highway & footpath and other matters since last meeting.
9.2 To receive reports from Councillors of any highway & footpath or general matters requiring attention [form enclosed].
9.3 Sale of land to rear of Danes Dyke [Minute 132/15.3 refers]. To note SBC’s Resources Scrutiny Committee on 29/9/15 referred the matter back to Cabinet.
10 CORRESPONDENCE
10.1 Parish Council representative on board of governors at Newby & Scalby Primary School – to note Cllr. Mrs Snow is no longer able to undertake this role and to agree who is to replace her [Note the appointment, if confirmed by the governors at their November meeting, lasts till 28/6/2019 and the councillor chosen will need to provide the governors with a short resume which includes details of their skills/experience & what they can offer the board].
10.2 To receive an email from D. Bowser asking if Council would like to accept a gift (in memory of his late parents) of an area of land between the sea cut and the rear of Thompson Close [see Clerk’s enclosed sketch] & agree action as appropriate.
10.3 Remembrance Sunday Service (8th November) – to receive an invitation from Rev. Ferneley (Vicar of Scalby St. Laurence’s) to give a reading & lay a wreath and agree action as appropriate.
10.4 Proposed move of Newlands Post Office from 48 Newlands Park Drive to 40 Newlands Park drive [see enclosed] – to agree comments.
10.5 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency.
FINANCE & GENERAL PURPOSES ISSUES
11 FINANCIAL MATTERS (To be tabled at the meeting unless otherwise indicated)
11.1 Budget for 2016/17 – to consider additional items for inclusion & agree action as appropriate.[NOTE: this item is not to set the budget, it is to consider councillor’s suggestions for additional expenditure which will then be taken into account when the RFO compiles budget proposals for consideration at a future meeting]
11.2 To approve the Schedule of Accounts payable for October 2015 (Sch. 7).
11.3 Christmas Art & Craft Competition (open to all) to decorate Scalby Library with Christmas themed arts & crafts – to provide funding of £100 for the prize draw
11.4 Pension auto-enrolment – to receive the RFO’s report [enclosed] & agree action as appropriate;
11.5 To receive Discretionary Grant Application [enclosed] from Gallows Gardens and agree action as appropriate.
