MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 9th October 2019 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. S Foote, P Harriott, R Holliday, D Langmead, D Sutton, RI Thompson.
ALSO IN ATTENDANCE
4 allotment prizewinners (left 7.02pm), Borough Cllr. Sharma (left 7.58pm),
PCSO6780 Wilkinson (left 7.10pm) Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, E Black, G Edmunds, R Pickersgill, PC Snow, D Wiles,
County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
PRESENTATION OF ALLOTMENT PRIZES
Prizes were announced and presented by the Chairman as follows:-
Best Allotment – Ken Gill (plots 9 and 10), shield and £25.
Most Improved allotment – Kate Hayes (plot 6 East), £25.
Largest Marrow – weighed in at 72½ lbs. and grown by Pete Francis (plot 42), £25.
At this point the allotment prizewinners left the meeting.

141/19 MINUTES
141/19.1 Having been previously circulated, the minutes of the Council Meeting held on 11th September 2019 were approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER Standing Orders suspended at 7.03pm for the public open forum.
142/19 PUBLIC OPEN FORUM No matters raised.

145/19 EXTERNAL REPORTS
145/19.1 County Council:- No report to receive.
145/19.2 Borough Council:- Cllr. Sharma reported problems with the one way system around Scalby School due to eroded road markings. He also mentioned 1] signage problems at junction of Greenstead Road and Green Lane and 2] speeding traffic on Red Scar Drive. Agreed Clerk to refer road markings and signage to Area3 Highways. Borough Cllr. Sharma to try to get more specific details of speeding (day, time etc).

146/19 COUNCILLOR’S REPORTS & UPDATES
146/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Chairman reported on a very helpful and productive meeting with Richard Marr, Head of Area3 Highways about the parish caretaker scheme. Chairman also reported that as well as the £3,000 funding County Cllr. Bastiman had offered to provide from his Environment Locality Budget towards the cost of the parish caretaker, County Cllr Backhouse had today made an identical offer.
146/19.2 Reports from Councillors of any highway & footpath or general matters requiring attention – Cllr. Thompson asked Clerk to chase Area3 re. the missing right turn arrow at Scalby Road/Station Road junction. Cllr. Sutton reported unauthorised signs on railings at Scalby Road/Coldyhill Lane junction.
147/19 CORRESPONDENCE
147/19.1 Possible unauthorised stable block, Hay Lane [Minute 56/19.2 refers]. Received & noted letter [circulated with agenda] from the North York Moors National Park (as planning authority for this location) outlining action to be taken.
147/19.2 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – copy of a letter from Scalby & Newby Village Trust to SBC Head of Planning regarding fence at 516 Scalby Road was read to the meeting by the Chairman and noted.
148/19 FINANCIAL MATTERS
148/19.1 Resolved the Schedule of Accounts Payable for October 2019 (Schedule 7, £2,949.75) be approved. Cllrs. Langmead & Thompson to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Holliday & Langmead.
148/19.2 Financial support for Scalby Toilets – received Clerk’s report [circulated with agenda] & agreed Council pay £500+30% (i.e. £650) a year towards the cost of providing and running the toilets in Scalby High Street commencing in financial year 2020/21 and running to financial year 2024/25 or until such time as the toilets close if that be earlier.

151/19.3 Yorkshire Local Councils’ Association – Cllr. Towse reported on the meeting of 3/10/19 at which there had been a very helpful presentation on planning and enforcement. Next meeting 6/2/20 (Cllr. Towse).
151/19.4 Twinning Association – Cllr. Sutton reported planning for the 2020 visit from Pornic was well advanced. Kaet Newton and SANTA were in touch with Tim Allison of SBC about the Pornic flower bed (between the bowling and tennis clubs) Next meeting 24/11/19. Cllr. Thompson to attend.

152/19 CIRCULATION – None.
153/19 EXCLUSION OF PRESS AND PUBLIC
Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to contract negotiations for a property.
At this point (7.58pm) Borough Cllr. Sharma left the room.
154/19 PREMISES [Minute 138/19 refers] Received & noted – a report [tabled at meeting] by the Clerk/RFO showing the procedure for obtaining a letter of borrowing approval and outlining the considerable amount of work which would have to be done in a very short space of time to complete such an application. Council agreed to the use of specialist consultants, funding to be from reserves, Chairman and Clerk to act on Council’s behalf.
There being no further business, the Chairman declared the meeting closed at 8.45pm.
