MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 9th November 2011 at 7pm

 

PRESENT:  Councillor TW Miller (Chairman), Councillors: Mrs E Black, W Black, S Foote, S Gething, Mrs G Kendall, R Pickersgill, Mrs PC Snow, R Thompson, B Watson 

ALSO IN ATTENDANCE:  County Councillor Backhouse, R. Kaye(SBC Liaison) to 8.20pm, P Afford (Scalby Football Club), R. Tiffin (Chairman Scalby Fair Committee), Mrs J Marley (Clerk).

ABSENT:      Councillors Bastiman and Tyson.

112/11            APOLOGIES FOR ABSENCE

113/11            DECLARATIONS OF INTEREST
113/11.1         Councillor Miller – personal and prejudicial – agenda item 13.1 as he owned an adjacent property.

113/11.2         Councillor Watson – personal and non-prejudicial – agenda item 13 as he was a member of the Borough Council’s Planning & Development Committee.

114/11            MINUTES
RESOLVED the minutes of the meeting of 12th October 2011 be amended as follows:- 1] Roger Kaye as SBC Liaison Officer to be shown as “also in attendance”; 2] minute 95/11 be amended to show Cllr Watson’s reason for absence as “attending NYMNP Planning Training Evening”; 3] minute 95/11 be amended by deleting “Roger Kaye of SBC (prior commitment)”. RESOLVED that the amended minutes of the Council Meeting held on 12th October 2011 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.05pm, Standing Orders were suspended to allow the Public Open Forum & external reports.

115/11            POLICE REPORT
RESOLVED written report (circulated with agenda) be received. County Cllr. Backhouse reported horse owners should check their horse’s manes for plaits – apparently unscrupulous people were putting small plaits in the mane and then returning at night and using the plait to identify the horse prior to stealing it. Also mention of unruly behaviour and syringes on the Millennium field on Newby Farm Estate.

116/11            PUBLIC OPEN FORUM  No matters the public wished to raise.

117/11            COUNTY COUNCILLOR’S REPORTS
County Cllr. Backhouse reported 1] the timing of the traffic lights at the Green Lane/Scalby road junction had been tweaked for traffic on Green Lane; 2] there were safety concerns at the Cross Lane/Burniston road junction due to vehicles cutting the corner; 3] library – a management committee of 8 volunteers had now been formed; 4] Moor Lane field – the objections were ongoing 5] his dismay at a letter in the Evening News from the rugby club attacking Mrs Marley in her professional capacity as Clerk to the Parish Councils of both Burniston and Newby & Scalby – it was agreed he and Cllr. Miller as Chairman would (in consultation with R. Kaye of SBC) write a response to the Evening News.

PROCEDURAL MATTER  At 7.16pm, Standing Orders were resumed.

118/11            MATTERS RAISED IN PUBLIC OPEN FORUM None

119/11            COUNCILLOR’S REPORTS ON HIGHWAY & FOOTPATH MATTERS
119/11.1         RECEIVED updates from Clerk (circulated with agenda) on previously reported highway and footpath matters;

119/11.2         NOTED  reports of 1] road surface breaking up on Green lane near railway bridge and 2] flooding on the crossing at the junction of Scalby road and Throxenby/Green Lane after heavy rain. RESOLVED Clerk to pass to Highways for action.

120/11            REPORTS FROM OUTSIDE BODIES
The following Reports were RECEIVED:

120/11.1         Allotments Friends Group – No report to receive.

120/11.2         In Bloom Group – No report to receive.

120/11.3         Scalby Football Club – Mr Afford reported the Juniors were doing exceptionally well.

120/11.4         CAP Group. – Written report circulated to all councillors by Cllr. Mrs Kendall.

120/11.5         Roads Liaison Committee – No report to receive.

120/11.6         Coastal Area Parish Forum – No report, next meeting 24 November 2011

120/11.7         North Yorkshire and Cleveland Coastal Forum – No report to receive.

120/11.8         Yorkshire Local Councils’ Association – No report to receive.

120/11.9         Twinning Association – Cllr. Thompson reported the date for next year’s visit was still unconfirmed by Pornic. He also asked if Council was willing to provide financial support for the visit. Cllr. Mrs Black reported she  was not being told of forthcoming meetings despite ringing the Twinning Secretary. RESOLVED  Clerk to write to Twinning Secretary; Council prepared to provide some financial support to next year’s visit.

120/11.10      York and North Yorkshire Playing Fields – Cllr. Mrs Snow reported on a recent meeting at which the future of the Association has been discussed.

120/11.11      Yorkshire Coast & Moors County Area Committee – No report to receive;

120/11.12      North York Moors National Park Authority – No matters relevant to this area to report by Cllr. Thompson.  ~Cllr. Watson reported on the Planning Training Event he had attended – it had been most useful and included information on e-consultation, planning policy and what constituted a planning consideration.

120/11.13      CPRE – No report to receive.

121/11            CORRESPONDENCE
121/11.1         NOTED letter of thanks (circulated with agenda) from Mr & Mrs Afford regarding rugby club planning application.

121/11.2         RECEIVED email dated 31st October 2011 (circulated with agenda) from NYCC Customer Services regard parishioner’s comment on bus stop outside 320 Scalby Road. RESOLVED  no reason or justification for the stop being moved, clerk to inform NYCC accordingly. 

FINANCE & GENERAL PURPOSES ISSUES

122/11            FINANCIAL MATTERS
122/11.1         RECEIVED & NOTED letter dated 4th October [circulated with agenda] from South Cleveland Heart Fund requesting a donation. RESOLVED to contribute £200, cheque authorised for signature.

122/11.2         RECEIVED & NOTED letter dated 1st November [circulated with agenda] from Scalby Football Club requesting a donation to help with the £2,500 cost of purchasing two dugouts. Mr Afford was given details of various other bodies from which he may be able to obtain grants or match funding. RESOLVED Council was prepared to provide £500 donation as match funding. Money to be retained by Council until considerably more funding had been secured, at which time Mr Afford should come back to Council.

122/11.3         RECEIVED report [circulated with agenda] by Cllr. W Black on proposed criteria/procedures for Diamond Jubilee grants. RESOLVED following deletion of second sentence of point 4, the criteria/procedures were acceptable. Working Party set up comprising Cllrs W Black, Gething, Mrs Kendall, Miller and Clerk – remit to organise application forms, publicity and any other relevant matters and report to next council meeting. Council hopes to announce the scheme in January 2012.  First meeting of Working Party to be 10am Monday 21st November.

122/11.4         RECEIVED & NOTED 2010/11 Annual Return – Section 3, External auditor’s certificate and opinion [circulated with agenda] .

122/11.5         RECEIVED & NOTED RFO’s report [circulated with agenda]  on the 2011/2012 budget and recommendation that 2012/13 precept be cut by 10% to £37,127 RESOLVED 9 in favour and 1 against, the Parish Precept for 2012/2013 remain unaltered at £41,252.

122/11.6         RESOLVED that the Schedule of Accounts for November 2011, Schedule 8 be approved and paid.

ENVIRONMENTAL AND DEVELOPMENT ISSUES

123/11            GRIT SALT BINS
123/11.1         [Minute 107/11.1 refers]. RECEIVED list of additional grit salt bins requested by parishioners [circulated with agenda]. RESOLVED  list to be forwarded to Highways to see if any of the requested sites meet NYCC criteria for a bin. Chairman, Vice Chairman and Clerk authorised to agree siting of additional bins and total expenditure not to exceed £1,000.
