MINUTES OF A SPECIAL MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 23rd November 2011 at 7pm
PRESENT: Councillor TW Miller (Chairman), Councillors: Mrs E Black, W Black, S Foote, S Gething, Mrs G Kendall, R Pickersgill, Mrs PC Snow, R Thompson, A Tyson
ALSO IN ATTENDANCE: County Cllr. Swiers (from 7.45pm) M. Morley & P Afford (as members of public), Mrs J Marley (Clerk).
ABSENT: Councillors Bastiman and Watson.

PROCEDURAL MATTER At 7.01pm, Standing Orders were suspended to allow the Public Open Forum.
129/11 PUBLIC OPEN FORUM
All matters raised related to the reserved matters planning application at High Mill. Comments included:- 1] Sustainability – code 3 was current requirement, code 4 came into force next year, properties should be built to code 4. Are affordable houses to code 4 or 3? 2] Poor consultation in early stages in the scheme; 3] Access and parking – design codes show no onstreet parking on green boulevard (2m and 6-8m verges) so where will people park? 4] Crime prevention is poor; 5] Character areas – rendering a cheap option which wasn’t particularly in keeping or vernacular – colours unenforceable in long term; 6] Landscaping – who responsible long term for maintenance and where money coming from to do it? 7] Archaeology -poor report

The following application was considered, taking into account the points raised during the Public Open Forum, and the decision taken thereon is as shown below:-

Phase 1 Reserved Matters submission for erection of 142 dwellings and 6 live/work units with associated infrastructure relating to application 09/00717/OL Phase 1, land at High Mill Farm, Station Road, Scalby Provincial Land Developments Ltd and Linden homes North 11/02265/RM The comments made in the Public Open Forum were considered. Other comments made by councillors included 1] still no traffic management at the Field Lane/A165 junction; 2] no designated play areas in this phase; 3] no S106 agreement on file (this was vital and must be used in the parish instead of being sidetracked to elsewhere in SBC’s area; 4] no shop or community facility; 5] were the roads wide enough; 6] concerns regarding Field Lane bridge – was it being widened and what weight could it safely take; 6] construction traffic – what routes would it use and where would it park. Unanimous decision that Council objects to the application as submitted on the grounds it is a poor quality scheme and not in accord with adopted Local Plan Policy E12 (Design of New Development). |
