Minutes Council meeting 9th January 2019

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 9th January 2019 at 7pm.

PRESENT:

Councillor R Towse (Chairman),
Cllrs. E Black, R Holliday, K Martin, R Pickersgill, PC Snow, D Sutton, RI Thompson, D Wiles

ALSO IN ATTENDANCE
24 members of public for Christmas Lights Prizegiving, J Pratt & D Gregory (Scalby Sports Association), D Bell (Scalby Bowling Club), Mrs H Phillips (Chairman YLCA Scarborough Branch), 2 members of public, Mrs J Marley (Clerk).

ABSENT: Cllrs. D Bastiman, G Edmunds, S Foote, TW Miller, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

1/19 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman & S Foote (unwell), G Edmunds (work commitment), TW Miller (family commitment).

2/19 DECLARATIONS OF INTEREST – Received & accepted from Cllr. Thompson (pecuniary interest in agenda item 10.2 Bowling Club grant as he was the applicant).

3/19 MINUTES
Having been previously circulated, Minute 173/18.4 was amended by deleting “56” and replacing it with “6”. The amended minutes of the Council Meeting held on 12th December 2018 were then approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER
At 7.02pm, Standing Orders were suspended to allow the Prize Giving and Public Open Forum.

4/19 CHRISTMAS LIGHTS COMPETITION

The results of the 2018 Christmas Lights Competition were announced and the prizes presented.

At this point (7.10pm) 24 members of public left the meeting.

5/19 PUBLIC OPEN FORUM No matters the remaining members of public wished to raise.

PROCEDURAL MATTER – At 7.11pm, Standing Orders were resumed.

6/19 MATTERS RAISED IN PUBLIC OPEN FORUM None.

7/19 POLICE REPORT Written reports for Newby and Scalby [tabled at meeting] were received & noted.

8/19 EXTERNAL REPORTS

8/19.1 County Council:- No report to receive.

8/19.2 Borough Council:- No report to receive.

8/19.3 In Bloom:- No report to receive.

9/19 UPDATES & COUNCILLOR’S REPORTS

9/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Noted that item 2.7 on the update report was incorrect – In Bloom had decided against planting daffodils at The Croft. The bulbs had been bought by the Parish Council and the planting done by Parish Councillors Holliday, Martin, Thompson and Towse, and parishioners Bob Kendall and Peter Staveley.

9/19.2 No reports received.

10/19 CORRESPONDENCE

10/19.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency:- 1] Request from parishioner for financial assistance towards cost of attending a Canadian provincial Guide Camp during summer 2019. Agreed no donation to be given; councillors suggested the applicant approach the local Lions, Freemasons, Rotary. Mrs Phillips was connected with two charities which may be able to help and asked that her contact details be given to the applicant. 2] Request from a parishioner for double yellow lines to ensure he could access his property – Chairman had done a home visit. Agreed Cllr. Towse/Clerk to liaise with parishioner and relevant authorities in an attempt to solve the problem.

11/19 FINANCIAL MATTERS

11/19.1 Resolved the Schedule of Accounts payable for January 2019 (Schedule 10, £3,499-01) be approved. Cllrs. Towse & Wiles to do the online authorisations on the Unity Trust accounts within 24 hours. Cheques signed by Cllrs. Martin & Wiles.

11/19.2 Discretionary Grants Two applications [circulated with agenda] were considered.
1. Scalby Sports Association requesting £3,000 to assist with costs of Phase 1 of the pavilion extension and restoration. Messrs. Clifford and Gregory answered member’s questions. Agreed £3,000 be granted and cheque signed by Cllrs. Martin and Wiles

At this point (7.40pm) Messrs. Clifford, Gregory and (in accordance with his Declaration of a Pecuniary interest) Cllr. Thompson left the room.

2. Scalby & Newby Bowling Club requesting £2,400 to assist with the costs of green work (£1,920) and supply/installation of a water boiler. Mr Bell (outgoing Treasurer) answered member’s questions. Noted the accounts submitted with the application showed A] the Club had sufficient funds to do the work and B] no other grants of match funding had been sought towards the project. Agreed £1,000 be granted and cheque signed by Cllrs. Martin and Wiles.

At this point (8.05pm) Cllr. Thompson returned to the room and Mrs Phillips left the meeting.

11/19.3 Loan to Scalby Sports Association [Minute 126/18.2 refers] – 1] Noted loan agreement being drawn up by Council’s legal adviser and contract intended start date was 1st March 2019; 2] Agreed Chairman and/or Clerk authorised to transfer monies once all documentation signed & work has commenced.

15/19.4 Twinning Association – No report as meeting clashed with tonight’s parish council meeting.

16/19 EXCLUSION OF PRESS AND PUBLIC
Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next items of business on the grounds it related to a staffing matter.

At this point (8.22pm) the remaining members of public left the room.

17/19 STAFFING
Noted due to an impending hospital admission Clerk unsure if she would be available for the February meeting. Mr McGuinn (a previous Clerk to the Council) had agreed to provide cover and stand in as necessary. Council’s bankers had confirmed temporary view and submit authority could be given to someone on receipt of Council’s written instructions AGREED 1] Mr McGuinn to provide cover, Chairman and Clerk to make necessary arrangements; 2] view and submit authority be granted on a temporary basis and form of authorisation signed.

There being no further business, the Chairman declared the meeting closed at 8.34pm.
