Minutes Council meeting 9th January 2013

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 9th January 2013 at 7pm

 

PRESENT:  Councillor Mrs G Kendall (Vice Chairman in the chair), Councillors D Bastiman, S Foote, S Gething, Mrs C Snow, R Thompson, A Tyson, BF Watson.

 ALSO IN ATTENDANCE:  County Cllr. A Backhouse to 7.10pm, B. Kendall (FONSA), P. Staveley (In Bloom), Mrs J Marley (Clerk)

 ABSENT:      Cllrs. E Black, W. Black, TW Miller and R Pickersgill, County Cllr. Mrs Swiers; Borough Cllrs. Cooper and Jenkinson; R. Kaye (SBC Liaison); P Afford (Scalby Football Club).

PRIZE PRESENTATION – CHRISTMAS LIGHTS COMPETITION

Immediately prior to the start of the council meeting, the Prize Presentation for the Christmas Lights Competition took place. The winners were:-

  • Large Display – 46 Newby Farm Crescent and 169 Burniston Road;
  • Medium Display – 4 Annandale Grove and 16 The Orchard;
  • Small display – 11 Harewood Avenue and 96 Colescliffe Road.

The Vice Chairman presented certificates & prize vouchers to the winners present. All members of public then left and the meeting convened at 7pm to transact the business on the agenda.

1/13    APOLOGIES FOR ABSENCE

Received and accepted from Cllrs. E and W Black (absence approved on minute 148/13.3), Cllr. TW Miller (away), Cllr. Pickersgill and County Cllr. Mrs Swiers (no reasons given), R. Kaye (no matters to report), P. Afford (poorly).

2/13    DECLARATIONS OF INTEREST

2/13.1             Received from Cllr. Bastiman – personal – agenda item 10.

2/13.2             Received from Cllr. Watson – pecuniary – agenda item 10 as he was a member of the Borough Council’s Planning & Development Committee.

3/13    MINUTES

3/13.1             RESOLVED the minutes of the Council Meeting held on 9th December 2012 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

 4/13    PUBLIC OPEN FORUM  No matters raised.

PROCEDURAL MATTER  At 7.03pm, Standing Orders were resumed.

5/13    MATTERS RAISED IN PUBLIC OPEN FORUM None.

6/13    POLICE REPORT  RESOLVED written report (tabled at meeting) be received.

7/13    EXTERNAL REPORTS

7/13.1             County Council:- County Councillor Backhouse reported several areas of lining had not been completed (zebra crossings on Green Lane and bus stops on Moor Lane) & the County Council was investigating why their contractors had not carried out the work. He also reported the opening ceremony for Scalby library’s extended opening hours staffed by volunteers had been well attended.  Cllr. Bastiman proposed and it was RESOLVED that a vote of thanks be given to County Cllr. Backhouse for his efforts in getting the library’s opening hours extended by volunteers.

At this point County Cllr. Backhouse left the meeting.

7/13.2             Borough Council:- No report to receive.

7/13.3             FONSA:- Mr Kendall reported the allotment track from the Hackness road entrance was in urgent need of repair as the retaining wall had collapsed in several places. The clerk was aware of the problem and he understood she had prepared a report for councillors to consider later in tonight’s meeting [see Minute 8/13.3].

7/13.4             In Bloom:- Mr Staveley reported consent had now been received from NYCC Highways to site permanent planters & shrub beds at various locations.

7/13.5             Scalby Football Club:- No report to receive.

8/13    COUNCILLOR’S REPORTS & UPDATES

8/13.1             RECEIVED & NOTED update [circulated with agenda] from Clerk on highway & footpath matters since last meeting. Also noted, verbal report from Clerk that by end of the month SBC intended to replace the existing litter bins in Scalby village with larger ones. Cllr. Watson reported several residents had asked for a bin on Lady Edith’s Park and resolved Clerk to write to submit request to SBC.

8/13.2             RECEIVED & NOTED verbal report by Cllr. Bastiman on flooding:- 1] undermined bank & pavement on Hackness Road – SBC would be inserting sheet piling in the near future; 2] Environment Agency’s Project Assurance Board had released funds to allow the consultation and specialist reports on re-aligning the channel to take place. However the Board had not approved the final scheme since two alternatives had been submitted. It was hoped that once the re-alignment consultation had taken place, the way forward would be clear and the Board would give swift approval.

8/13.3             RECEIVED & NOTED report [tabled at meeting] by Clerk on the need for urgent repairs to allotment road/track from the Hackness Road entrance. RESOLVED to proceed with renewing retaining wall the full length of the track with 3×2 pavers and re-levelling road afterwards at an estimated cost of £2,800. Clerk to make all necessary arrangements & liaise with FONSA as necessary.

8/13.4             Highway & footpath or general matters reported by councillors as requiring attention:- 1] various potholes in Scalby; 2] sunken drain near St. Mark’s church hall; 3] column 26 Hackness road unlit. RESOLVED Clerk to pass to highways.

9/13.2             RESOLVED the Schedule of Accounts for January 2013, schedule 10 be approved & paid.

12/13  REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

12/13.1           CAP meeting – meeting later in January.

12/13.2           Twinning Association – Cllr. Thompson reported the quiz and pizza evening on 12th December had been very successful. It was thought 32 people would be visiting Pornic on 6th to 11th June.

12/13.3           York and North Yorkshire Playing Fields – Cllr. Watson reported he understood Cllr. Jeffels was trying to arrange a meeting for late January.

12/13.4           Yorkshire Coast & Moors County Area Committee – next meeting 30/1/13.

12/13.5           North York Moors National Park Authority – Cllr. R I Thompson (in his capacity as a member of the Authority) reported on various meetings of the authority which he had attended including a presentation on the proposed potash pipeline fro the minehead at Sneaton to Wilton on Teesside.

12/13.6           CPRE – next meeting 12/2/13
