8 COUNCILLOR’S REPORTS & UPDATES
8.1 To receive verbal report from Cllr. Mrs Kendall on informal meeting of Parish Council Chairmen/Vice Chairmen with York Potash & agree action to be taken on the enclosed draft Statement of Support prepared by York Potash.
8.2 To receive update [enclosed] from Clerk on highway & footpath or general matters since last meeting.
8.3 To receive reports from Councillors of any highway & footpath or general matters requiring attention [form enclosed].
9 CORRESPONDENCE
9.1 [Tabled by Cllr. Thompson] Information on RunEngland (national project to encourage people to run/jog) – to note.
9.2 From NYMNP dated 18th January 2013 – guidance note on planning policies for residential and holiday change of use proposals [enclosed] – to note.
9.3 From SBC Planning Enforcement regarding abandoned cars to rear of 35 & 37 Moor Lane [enclosed] – to note no evidence of any breach of planning control found.
9.4 From NYMNP dated 15th January 2013 [enclosed], asking for names of councillors interested in being involved in the community forum event panned for October – to agree action as appropriate
FINANCE & GENERAL PURPOSES ISSUES
10 FINANCIAL MATTERS (To be tabled at the meeting unless otherwise indicated)
10.1 To consider the enclosed Special Resolution proposed in accordance with Standing Order 33, namely “in the light of new information received from Scarborough Borough Council and communicated to us by the Responsible Financial Officer in the form of a written report (in draft) dated 22nd January 2013, this Parish Council re-considers the level of precept it sets for financial year 2013/14, as recorded at Minute 163/12.5”.
10.2 To receive the Clerk’s written report [enclosed] on localised support for council tax and its implications for the setting of precepts in 2013/14 and beyond, and subject to the resolution at agenda item 10.1 being carried, to agree 1] if Council wishes to accept SBC’s LSCT grant allocation and 2] the level of precept Council wishes to set for 2013/14,
10.3 To approve the Schedule of Accounts to be paid for February 2013, Schedule 11.
10.4 To receive & note the internal auditor’s unqualified report for October to December 2012 [enclosed].
11 GENERAL PURPOSE & REGULATORY MATTERS
11.1 Christmas Lights Competition – to consider 1] adding a Best Dressed Window category; 2] introducing a rule to the effect that someone winning a category for two consecutive years will not be considered for a prize in the third year; 3] increasing public awareness by getting more publicity prior to the competition; 4] re-distributing the prize money to ensure it is stepped within each category.
11.2 Data Protection & Freedom of Information requests – to note that since Christmas the Clerk has spent 9 hours 50 minutes answering one data protection request.
ENVIRONMENT AND DEVELOPMENT ISSUES

12.1 To receive request from resident of Gatesgarth Close [enclosed] and agree action as appropriate.
13 GRIT BINS
13.1 To consider if there is a need for this council to provide more grit bins in the parish & agree action as appropriate.
