Minutes Council Meeting 9th December 2020

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held virtually on the Zoom platform, on Wednesday, 9th December 2020 at 7pm 

 
PRESENT: Councillor R Towse (Chairman), Cllrs. S Barnes, E Black, J Fieldhouse, S Foote, P Harriott, R Holliday, D Langmead, D Sutton, R Thompson, D Wiles.

ALSO IN ATTENDANCE: Borough Cllr. Sharma, Rev. Tony Hand, 1 member of public , Mrs J Marley (Clerk).

ABSENT:       Cllr. D Bastiman.

The meeting was called to order at 7.05pm.

117/20             APOLOGIES FOR ABSENCE  The reasons for absence given by the following were approved:- Cllr. Bastiman (other commitment).

118/20             DECLARATIONS OF INTEREST: None.

119/20             MINUTES

119/20.1          Having been previously circulated, the minutes of the Council Meeting held on 11th November 2020 were approved as a correct record and Cllr. Towse was authorised to sign them.

PROCEDURAL MATTER At 7.08pm, Standing Orders were suspended to allow the Public Open Forum.

120/20             PUBLIC OPEN FORUM No matters raised.

PROCEDURAL MATTER At 7.09pm, Standing Orders were resumed.

121/20             EXTERNAL REPORTS

121/20.1          Police:- The reports for Scalby (circulated with agenda) and Newby (emailed to councillors 5/12/2020) were received & noted.

121/20.2          County Council:- No report to receive.

121/20.3          Borough Council:-  Cllr. Sharma reported he had received complaints about moss on the pavement on The Uplands (Chairman to get photographs and Clerk to contact Highways). He also reported on complaints re. parked vehicles on Lady Edith’s Park which he would bring to the attention of SBC Parking Services.  Cllr. Towse explained he had also received complaints and the matter was in hand via various routes.

122/20             UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS

122/20.1          Clerks’ written update on matters raised by Cllr. Fieldhouse at last meeting [Minute 110/20.1 refers] was received & noted.  She also outlined the content of an email received today from the Environment Agency – noted they may be able to set up a collaborative partnership project with Council although this would depend on the parish council obtaining costings. Clerk also reported on 1] complaints being received in respect of heavy construction traffic using Station Road/Field Lane – noted. It was thought this was probably connected with the next phase of development on the High Mill Estate; suggestion made about making a temporary road in from behind the youth hostel; enquiries were in hand with Highways as to whether it would be possible to get the development traffic to use a different route. 2] problems with blocked drainage gullies on Tibby Butts/Scalby Beck Road during the recent heavy rain – all had been reported to Highways.

122/20.2          Reports from Councillors of any highway & footpath or general matters requiring attention – no matters raised.

123/20             CORRESPONDENCE

123/20.1          Vacancy in office of Councillor for Newby Ward [Minute 111/20.2 refers]noted an election had not been requested and Council could therefore co-opt.  Agreed vacancy to be publicised once Christmas/New Year period was over.

123/20.2          Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] Following a letter from Computershare [details emailed to councillors 3/12/20] regarding the gilts held for the JJ Burchell Bequest, it transpired the gilts were not held in the Parish Council’s name (as had been thought) but in the name of three councillors. Agreed 1] the gilts to be transferred to show the Parish Council as the stockholder, 2] the Clerk be authorised to do whatever was necessary to achieve this, 3] a letter of authority be completed in respect of the Clerk so that Computershare would discuss the stockholding with her.

124/20             FINANCIAL MATTERS

124/20.1          Resolved the Schedule of Accounts Payable for December 2020 (Sch 9, £5,108.80) be approved. Cllrs. Thompson  and Towse to do the online authorisations within 24 hours.

124/20.2          Christmas Lights Competition 2020 – agreed competition to be run. Parish to be split into 8 zones each to be judged by a councillor. Further agreed which councillor was to judge each zone, Clerk to send map and scoring sheet to all councillors by end of week. All entries (ideally with a photograph) to be with Clerk by bedtime 28th December. Details to be put on Facebook.

124/20.3          Transfer of funds – noted a cheque in sum of £35,000 had been signed by Cllrs. Thompson and Foote in order to transfer funds from the NatWest account to the Unity Trust account.

124/20.4          Premises –

  1. Towse gave an update, which included 1] planning consent had been granted, 2] the loan was now in our bank, 3] exchange of contracts was planned for 10 or 11 December, 4] completion planned for 18 December, 5] buildings insurance – two quotes obtained on like for like basis (one from council’s insurers, the other from the property’s current insurers) – there had been a £500 difference in premium, 6] vendors to remain in property after completion as tenants (probably till late January onwards) and a Tenancy at Will was being prepared, 7] an introduction fee would be due to estate agents after completion, 8] SBC Rating had been informed of the change in ownership. All noted and agreed to take the cheaper of the two insurance quotes. In response to a question from Cllr. Foote, the Chairman explained the loan was for £600,000 over a 25 year term at a fixed interest rate of 1.59%.
  2. Agreed Chairman and Vice Chairman authorised to sign the purchase contract and Land Registry form TR1 on behalf of Newby & Scalby Parish Council.
  3. Agreed funds be transferred to our solicitors (via CHAPS and bank payments) in the total sum of £620,289-80 to cover purchase, stamp duty, legal fees and disbursement costs.

124/20.5          Community Engagement [Minute 112/20.5 refers] – A draft role description and person requirement for a Community support Coordinator had been emailed to councillors. Agreed draft broadly acceptable though hourly rate may need to be amended upwards; Chairman/Clerk to refer to YLCA for advice (and back to T. Boden if necessary) before updating Council at January meeting prior to a decision on advertising the post.

125/20             PLANNING APPLICATIONS NOTIFIED

Comment on the following application received [circulated with agenda] was agreed:-

  1. 20/02583/HS Remove conservatory and replace with single storey rear extension, 73 Newby Farm Road, Newby – agreed no objections.

126/20             PLANNING DECISIONS – The following [circulated with agenda] were noted:-

  1. 20/01458/HS Replace existing conservatory, 3 Throxenby Hall, Throxenby Lane, Newby. Granted with conditions.
  2. 20/01593/HS Erect two storey side and single storey rear extension and erect detached garage, 94 Station Road, Scalby. Granted with conditions.
  3. 20/01705/HS Erect two storey extension to west elevation and single storey extensions to south and north elevations, 45 West Park Avenue, Newby. Granted with conditions.
  4. 20/01839/HS Erect two storey side extension and install dormer to rear roof slope and 1no. rooflight to front roof slope, 46 Throxenby Lane, Newby. Granted with conditions.
  5. 20/01929/HS Erect single storey extension, 548 Scalby Road, Scalby. Granted with conditions.
  6. 20/02143/HS Erect first floor side extension over existing ground floor extension, 16 The Green, Newby. Granted with conditions.
  7. NYM/2020/0721/FL Alter stable to provide home gym and construct outbuilding for swimming pool, Foxhill Paddocks, Low Road, Throxenby. Granted with conditions.
