MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL,
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 9th April 2014 at 7pm
PRESENT: Councillor Mrs G Kendall (Chairman), Councillors D Bastiman, Mrs E Black, W Black, S Gething, TW Miller, R Pickersgill, Mrs C Snow, R. Towse, and BF Watson.
ALSO IN ATTENDANCE: Mrs J Marley (Clerk), R Kendall (grant applicant) (left 7.40pm), M Richards (FONSA) (left 7.11pm), P Staveley (In Bloom).

48/14 APOLOGIES FOR ABSENCE Received from Cllr. S Foote (no reason given). Received & accepted from Cllr. RI Thompson (holiday).
49/14 DECLARATIONS OF INTEREST –
49/14.1 Cllr. Bastiman declared a personal interest in agenda items 11, 12, and 13 as he was a SBC Cabinet member and held the Strategic Planning and Regeneration portfolio.
49/14.2 Cllr. Mrs Kendall declared a personal interest in agenda items 10.2 (husband was group member) and 10.5 (plotholder).
49/14.3 Cllr. Watson declared a personal interest in agenda items 11, 12, and 13 as he was a member of SBC Planning Committee.

50/14.1 RESOLVED the minutes of the Council Meeting held on 12th March 2014 be approved as a correct record and signed by the Chairman.

53/14 POLICE REPORT
RECEIVED written report covering Newby and Scalby area [tabled at meeting]. Concern expressed about the 66% rise in ‘other thefts’ and 50% rise in ‘criminal damage’ in Scalby and agreed Clerk to ask for an officer to attend the next meeting to explain what action was being taken to address the increases.

At this point, Mr Richards left the meeting.
54/14.4 In Bloom:- Mr Staveley reported the hedge at Stony Lane corner had been removed. In Bloom judging for the spring competition took place tomorrow.
55/14 COUNCILLOR’S REPORTS & UPDATES
55/14.1 RECEIVED & NOTED update [circulated with agenda] from Clerk on highway & footpath and other general matters since last meeting. Item 1.2 of that report – agreed Clerk to ask NYCC to write to householders at the top of Throxenby Lane
55/14.2 RECEIVED & NOTED Cllr. Bastiman raised continued concerns regarding the narrowness of the pavement on North Street [Minute 104/13.1 refers]. North Street was a bus route and used by many pedestrians, yet money had been found to carry out extensive works in Church Close – which only served 6 properties. RESOLVED to write to NYCC in strong terms asking for works to be carried out on North Street to make it safe; also to ask Probation if they would be able to do any siding out.
55/14.3 Various matters reported by councillors (potholes, overhanging hedge, mud on road), which Clerk will pass to Area 3 Highways for action.
56/14 CORRESPONDENCE
56/14.1 Received & noted – request by Newby resident for a seat to be installed in the shelter at the Cross Lane / Newlands Park Drive junction. Noted the shelter 1] was the responsibility of North Yorkshire County Council, 2] no longer served a bus stop but the safety of people in the shelter had to be taken into account as it was located at a very busy roundabout. RESOLVED resident be advised to contact NYCC.
56/14.2 Received & noted NYMNP planning training evening, Wed. 30/4/14 5.45 for 6pm [Details circulated by email on 11/3/14] – RESOLVED Cllrs. E Black, W black, TW Miller and R Towse to attend.
56/14.4 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.
FINANCE & GENERAL PURPOSES ISSUES
57/14 FINANCIAL MATTERS [tabled at meeting unless otherwise stated]
57/14.1 RESOLVED the Schedule of Accounts to be paid for April 2014, Schedule 1 be approved & paid.
57/14.2 Received Discretionary Grant application [circulated with agenda] from Newby & Scalby In Bloom for banners and children’s games equipment. In accordance with her declaration of interest [see minute 49/14.2] Cllr. Mrs Kendall did not speak or vote on this item. Proposed Cllr. Bastiman, seconded Cllr. Mrs Snow and RESOLVED that a grant to cover the full cost of £300 be made. Cheque authorised for signature.
At this point, Mr Kendall left the meeting.
57/14.3 Gift for future Pornic visits. At the recent Twinning meeting, Cllr. Mrs Snow had reported on Cllr. Foote’s proposal that after this year no gifts be purchased until the 50 year anniversary, at which point there should be a substantial gift [Minute 42/14.4 refers]. She reported the Twinning Committee asked that the Parish Council discuss this with Pornic. It was RESOLVED the proposal be deferred to a future meeting in order to allow discussions with Pornic.
57/14.4 Toilet Working Party [Minute 106/13.4 refers] – final report & recommendation [circulated with agenda] received and noted. Proposed Cllr. Towse, seconded Cllr. Bastiman and RESOLVED the recommendation of the report be accepted.
57/14.5 Review of allotment rent – RFO’s report & recommendation [circulated with agenda] received and noted. In accordance with her declaration of interest [see minute 49/14.2] Cllr. Mrs Kendall did not speak or vote on this item. Proposed Cllr. Pickersgill, seconded Cllr. Towse and RESOLVED the recommendation of the report be accepted.
57/14.6 Replacement of photocopier and printer – RFO’s report & recommendation [circulated with agenda] received and noted. Proposed Cllr. Mrs Kendall, seconded Cllr. Bastiman and RESOLVED the recommendation of the report be accepted.

61/14.1 CAP Group. – no report, next meeting 29/4/14.
61/14.2 Roads Liaison Committee –last meeting 27/2/14. Cllr. Watson reported Nick West (Area 3 Highways Manager) was soon to retire. NYCC contribution to urban verge cutting would stop at the end of the current financial year.
61/14.3 NYMNP Coastal Area Parish Forum – no report, next meeting 23/7/14.
61/14.4 North Yorkshire and Cleveland Coastal Forum – Cllr. Watson reported on the Executive committee meeting held on 25/3/14 where costal protection and the new road at Sandsend were discussed.
61/14.5 Yorkshire Local Councils’ Association – no report, next meeting 2/6/14
61/14.6 Twinning Association – Cllr. Mrs Snow reported on the AGM held on 8th April where arrangements for the forthcoming June visit by the Pornicais was discussed as was the Parish Council’s suggestion about changing the timescale for the exchange of gifts. The next meeting would be on 6th May.
61/14.7 Yorkshire Coast & Moors County Area Committee – Meeting held on earlier today but no report available (presumed Cllr Thompson had not attended due to being on holiday).
61/14.8 North York Moors National Park Authority – No report available from Cllr. R I Thompson (in his capacity as a member of the Authority) due to his being on holiday.
61/14.9 CPRE – Last meeting believed to have been 20/3/14 – Cllr. Mrs Kendall had been unable to attend.
