Minutes Council meeting 8th June 2016

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 8th June 2016 at 7pm.

 PRESENT: Councillor R Towse (Chairman), Cllrs. DJ Bastiman, Mrs E Black, S Foote, S Gething, TW Miller, R Pickersgill, Mrs PC Snow, BF Watson, Mrs E Wiles

ALSO IN ATTENDANCE: P.Staveley ( In Bloom), 1 member of public [left at 7.24pm], Mrs J Marley (Clerk).

ABSENT:      Cllrs. G Edmunds, Mrs R Holliday, RI Thompson, County Cllr. A Backhouse, Borough Cllrs. L. Backhouse, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

94/16              APOLOGIES FOR ABSENCE Received & accepted from Cllrs. G Edmunds (work), Mrs R Holliday (prior commitment), RI Thompson (alternative commitment).

95/16              DECLARATIONS OF INTERESTReceived & noted from Cllr. Towse (member of public wishing to speak to planning application at agenda item 13.1 was known to him).

96/16  MINUTES

96/16.1           Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 11th May 2016 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.04pm, Standing Orders were suspended to allow the Public Open Forum.

97/16  PUBLIC OPEN FORUM

97/16.1           Member of public spoke regarding agenda item 13.1 (amendments to planning application 15/02670/HS at 5 Hillcrest Avenue. Their objections to the application included 1] the increase in size from a 3 bed semi to a 6 bed semi; 2] the side and rear extensions meant the proposed property would be 152% larger than the original dwelling; 3] the rear dormer had been moved from the new extension to the end of the roof adjoining the adjoining semi and extended in length – this would result in overlooking, a loss of privacy and create what looked like a three storey dwelling.

PROCEDURAL MATTER – At 7.17pm, Standing Orders were resumed.

98/16              MATTERS RAISED IN PUBLIC OPEN FORUM

98/16.1           Agreed comments on amended planning application to be considered at agenda item 13.1; councillors agreed to bring that item forward on the agenda and consider it next.

99/16              AMENDED PLANNING APPLICATION 15/02670/HS

99/16.1           [Brought forward] Agenda item 13.1

Councillors took the public comments into consideration during their deliberations. Council agreed its comments submitted to the planning authority on 12/2/16 should be withdrawn. Council further agreed to object to the amended application on the grounds of overdevelopment and excessive size.

At this point (7.24pm) the member of public left the meeting.

100/16            POLICE REPORT Cllr. Towse explained that a report had been received from Police but it was unclear which areas were referred to, so it had not been copied to Council. He hoped to meet with Inspector Kynman in the near future and discuss the issue.

101/16            EXTERNAL REPORTS

101/16.1         County Council:- No report from County Cllr. A Backhouse. There were no questions for County Cllr. Bastiman.

101/16.2         Borough Council:-  No reports to receive.

101/16.3         FONSA:- No representative present.

101/16.4         In Bloom:- Mr Staveley reported the plant sale (including raffle) had been very well attended and raised over £2,000.

102/16            COUNCILLOR’S REPORTS & UPDATES

102/16.1         Scalby Library [Minute 27/16.4 refers]received & noted update by Cllr. Towse which included 1] negotiations continue and 2] Heads of Terms agreement shows NYCC to be responsible for the roof including skylights.

102/16.2         Lease of Carr Lane Playing Field  [Minute 43/16.3 refers]received & noted update by Cllr. Towse – after several months difficulty due to inadequate paperwork on the lessee’s part, due diligence checks had been completed & the Deed of Surrender and a new 30 year Lease to Scalby Sports Association was signed yesterday,

102/16.3         Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting with regard to item 2.1 of that report, Clerk reported SBC planning enforcement now had the unauthorised development on Coastal Road “in hand” but had said the unauthorised sign was “not a priority”.

102/16.4        Received & noted reports from several councillors in respect of highway matters requiring attention. (Clerk to refer to Highways).

103/16            CORRESPONDENCE

103/16.1         Draft minutes of 2016 Parish Assembly [circulated with agenda]confirmed as an accurate record.

103/16.5         Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.
