MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 5th June 2019 at 7pm.

ABSENT: Cllrs. D Bastiman, G Edmunds, R Holliday, County Cllr. A Backhouse, Borough Cllrs. H Lynskey, E Murphy.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
85/19 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman, R Holliday and Borough Cllr. E Murphy (prior commitments) Cllr. G Edmunds (family commitment).
86/19 ORDINARY VACANCIES
86/19.1 There was one vacancy in Newby Ward which was unfilled at the election by reason of insufficient nominations. One letter of application had been received. Agreed the application by Mr P. Harriott be accepted and he be co-opted to the vacancy with immediate effect.
At 7.04pm Cllr. Harriott completed his Declaration of Acceptance of Office and took his place at the Council table.

88/19 MINUTES
88/19.1 Having been previously circulated, the minutes of the Council Meeting held on 8th May 2019 were approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER No suspension of Standing Orders as no public present.

91/19 POLICE REPORT Written reports for Newby and Scalby received & noted.

92/19.1 County Council:- No matters raised or questions asked.
92/19.2 Borough Council:- Cllrs. Heritage and Sharma (recently elected to represent the Newby Ward of Scarborough Borough Council) introduced themselves.
92/19.3 In Bloom:- No report to receive (next meeting understood to be 6/6/19).
93/19 COUNCILLOR’S REPORTS & UPDATES
93/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
93/19.2 Cllr. Pickersgill reported that since North Cliff Golf Club had moved their fourth tee one of his neighbours had had their window broken by a golf ball. He also reported problems accessing Fairfield Crescent from the Coldyhill Lane end of Hirstead Road due to parked vehicles – agreed Chairman to refer the matter to SBC Parking. Cllr. Thompson asked if the trees on Scalby High Street known as the 12 Apostles could be trimmed back/pollarded as they were becoming overgrown – agreed Clerk to refer to Highways
94/19 CORRESPONDENCE
94/19.1 Draft minutes of 2019 Parish Assembly [circulated with agenda] – confirmed as an accurate record.
94/19.2 NYMNP Parish Member Elections [details of nominees circulated with agenda] – agreed this Council’s vote be given to Richard Thompson. Ballot form completed accordingly and to be submitted by Clerk.
94/19.3 Newby Primary School Governor [Minute 70/19 refers]. Noted the governors have extended Cllr.Langmead’s existing membership to include representing the Parish Council.
94/19.4 Resurfacing of Scalby Road – noted part-night closure (7pm to 2am) of Scalby Road between Lady Edith’s Drive and The Green starting 5th June and ending by 28th June;
94/19.5 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency -1] received & noted letter from parishioner regarding excessive speed on Station Road – Chairman reported he had met with complainant and explained what action was being planned by the authorities. 2] received a draft heads of terms lease from NYCC in respect of the ex-Barclays Bank – agreed to consider as a confidential item at the end of the meeting.
95/19 FINANCIAL MATTERS
95/19.1 Resolved the Schedule of Accounts payable for June 2019 (Schedule 3, £4,022-04) be approved. Cllrs. Langmead & Wiles to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Snow and Thompson.
95/19.2 Councillor’s suggestions for future projects and expenditure:- several were received including caretaker/handyman to do small jobs within the parish such as cleaning signs, painting seats, general tidying (RT), paying for road markings Church Hill and Newlands Park Drive shops (RT), support for In Bloom Garden Competition (RT), planting more bulbs (RT), setting up a credit union (CS). Borough Cllr. Sharma offered to investigate the status of the credit union run from the Town Hall and provide an update at a future meeting. Clerk to check Council’s powers for some of the other suggested items.

99/19.3 Yorkshire Local Councils’ Association – next meeting 6/6/19 (Cllr. Towse).
99/19.4 Twinning Association – Cllr. Thompson reported the last meeting had been on 30/5/19 but he’d been unable to attend. He’d not received any minutes of that meeting so didn’t know when the next meeting was to be held.

100/19 CIRCULATION – None.
101/19 EXCLUSION OF PRESS AND PUBLIC
Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to contract negotiations for a property.
At this point (8.32pm) Borough Cllrs. Heritage and Sharma left the room.
102/19 PREMISES [Minute 94/19.5.2 refers] Clerk explained that a recent enquiry to NYCC regarding the status of the ex-Barclays Bank had resulted in the receipt of a draft Heads of Terms for a 10 year lease of the property to the Parish Council. No discussions had taken place prior to the receipt of the document. Clerk gave councillors details of the contents of the Heads of Terms. Councillors agreed they were not prepared to accept the draft as submitted and instructed the Clerk on the content of the response to be made. Some other possible alternative premises had also been identified and the Chairman was hoping to arrange some viewing times.
Cllrs. Pickersgill and Snow left during discussion of the above item.
There being no further business, the Chairman declared the meeting closed at 9.08pm.
