MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held virtually on the Zoom platform, on Wednesday, 3rd June 2020 at 7pm

 

PRESENT: Councillor R Towse (Chairman), Cllrs. P Harriott, D Langmead, D Sutton, RI Thompson, D Wiles.

ALSO IN ATTENDANCE:  Borough Cllr. Sharma, Mrs J Marley (Clerk).

 ABSENT:      Cllrs. D Bastiman, E Black, S Foote, R Holliday, R Pickersgill. (Invitation to meeting not sent to County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy, S Sharma due to shortened agenda and restricted time available).

One minute’s silence was held in memory of Cllr. Carol Snow who died in office on 27th May 2020.

54/20              MINUTES
54/20.1           Having been previously circulated, the minutes of the Council Meeting held on 12th February 2020 were approved as a correct record and Cllr. Towse was authorised to sign them.

STATEMENT
The following information statement from the Clerk was noted: Due to the Coronavirus pandemic central Government placed the country on lockdown on 23rd March and suspended all face to face council meetings. It also removed the requirement for there to be an Annual Meeting of the Council in May 2020. Legislation has been passed to allow councils to meet virtually and for the Chairman and representatives remain in post until the Annual Meeting of the Council in May 2021.

55/20              CORRESPONDENCE
55/20.1           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

56/20              FINANCIAL MATTERS
56/20.1           Resolved the Schedules of Accounts Paid for April 2020 (Sch1, £4,271-69) and May 2020 (Sch2, £5,131-15) be confirmed and Schedule of Accounts Payable for June 2020 (Schedule 3, £4,025.74) be approved. Cllrs. Langmead and Wiles had done the online authorisations for Sch1., Cllr. Thompson and Sutton had done the online authorisations for Sch 2. Cllrs. Langmead  and Sutton to do the online authorisations of Sch3 within 24 hours.

56/20.2           2019/20 accounts [circulated with agenda] – received & Cllr. Towse authorised to sign.

56/20.3           2019/20 Annual Return [circulated with agenda]  – 1] Annual Governance Statement (Section 1) reviewed & approved and Chairman & Clerk authorised to sign; 2] Accounting Statements (Section 2) approved & Chairman authorised to sign; 3]. documents necessary to ensure compliance with the Accounts and Audit Regulations 2015 to be published on the Parish Council’s website.

56/20.4           General Power of Competence – Clerk’s report [circulated with agenda] received. Proposed Cllr. Thompson, Seconded Cllr. Sutton and resolved that from the 4th June 2020 until the next relevant Annual Meeting of the Council, and having met the conditions of eligibility as defined in the Localism Act 2011 and The Parish Councils (General Power of Competence) (Prescribed Conditions) Order, Newby & Scalby Parish Council adopts the General Power of Competence.

56/20.5           Community Engagement [Minute 43/20.3 refers].
1] Cllr. Towse gave a verbal update – the community engagement day planned for 21st March had to be cancelled due to the Coronavirus pandemic. Instead postcards offering help with things such as shopping and prescription collection had been hand delivered by T. Boden, her volunteers (Tina’s army) and parish councillors to every property in the parish. The response had been excellent and co-ordinated by the Clerk (who was working from home) and T. Boden. Lockdown restrictions were now easing slightly but Tina’s army was still shopping for up to 15 parishioners and ring people to check they were OK and reduce their social isolation. The postcards had engaged with the community far more that could have been expected from the Community Engagement Day. As the next stage of the potential borrowing process for funds to get premises in which the Parish Council could create a Community Hub, a newsletter and questionnaire was now being prepared which it was hoped to deliver to all properties in the parish by the middle of June.

2] Cllr. Towse asked Council to consider extending T. Boden’s contract with Council for a period not in excess of 6 months. Agreed contract be extended for a further six months at a cost of £1,800.
