MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 14th November 2018 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. G Edmunds, S Foote, R Holliday, K Martin, TW Miller, R Pickersgill, RI Thompson,
ALSO IN ATTENDANCE: PC277 Lyth (left 7.07pm), Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, E Black, PC Snow, D Sutton, D Wiles, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

150/18 MINUTES
150/18.1 Having been previously circulated, the minutes of the Council Meeting held on 10th October 2018 were approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER No suspension of Standing Orders as no public present.

152/18 MATTERS RAISED IN PUBLIC OPEN FORUM None.
153/18 POLICE REPORT Written reports for Newby and Scalby received & noted. PC Lyth reported the period leading up to Mischief and Bonfire Nights had been relatively quiet. He also asked people to spread the word about the mobile Police office events on 19th-21st November which were intended to raise the visibility of the Police but were only likely to be repeated if seen to be successful.
At this point PC Lyth left the meeting.

154/18.1 County Council:- No report to receive.
154/18.2 Borough Council:- Borough Cllr. D Bastiman’s written report [circulated at meeting] was received and noted.
154/18.3 In Bloom:- Cllr. Thompson reported In Bloom asking if Council would write and confirm it had no objections to the Pornic bed being removed. Chairman explained the In Bloom Chairman had raised this at the September Council meeting where it had been explained to her that the Parish Council had merely provided funding for its building and planting – the bed itself was on Community Hall Trust land. The In Bloom Chairman had promised to let Council know where the bed was to re-located to. No update re. planting daffodils at The Croft. The organising of the Garden Gems Competition was likely to be taken on by In Bloom members Mr & Mrs Sutton though they were asking for someone else to organise the prize presentation. Also mention of rubbish in layby near Scalby Manor and asking when new bridge from Millennium Field to High Mill would be open for use.
155/18 UPDATES & COUNCILLOR’S REPORTS
155/18.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Community consultation event for the proposed residential development on land to the north of Lady Edith’s Drive [notified to email councillors 18/10/18] – Clerk reported she had attended this. It transpired no councillors had attended.
155/18.2 Cllr. Towse reported he and the Clerk had met with the Chairman of Scalby Village Trust & been shown round the building. [Minute 140/18.2 refers].
156/18 CORRESPONDENCE
156/18.1 Request from parishioner for Parish Council to provide a grit salt bin at junction of Newby Farm Road and Hague Avenue [deferred from October meeting Minute 141/18.2 refers]. Noted bin could not be placed on private land due to concerns regarding liability and risk; agreed no bin to be provided as no public land where bin could be safely located, however there were grit salt bins at Pornic Avenue and Riverside.
156/18.2 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – none.
157/18 FINANCIAL MATTERS
157/18.1 Resolved the Schedule of Accounts payable for November 2018 (Schedule 8, £5,330-22) be approved. Cllrs. Edmunds & Thompson to do the online authorisations on the Unity Trust accounts within 24 hours. Cheques signed by Cllrs. Holliday & Martin.
157/18.2 Noted the Model Agreement sum offered by SBC for 2019/20 had been increased by about 2.2% and resolved to accept the £5,223.96 offered.
157/18.3 Transfer of various direct debits from Nat West to Unity Trust was agreed & the instruction forms were signed by Cllr. Holliday & Martin.
157/18.4 Internal auditor’s report for July-September [circulated with agenda] was received & noted.
158/18.1 CHRISTMAS LIGHTS COMPETITION – Agreed judging to take place between 13th and 27th December; noted Cllrs. Black, Foote, Martin, Miller, Pickersgill and Thompson were not available for judging.

162/18.4 Twinning Association – Cllr. Thompson reported the last meeting had discussed the 2019 trip to Pornic. Next meeting 28/11/18 (Cllr. Thompson).
162/18.5 Other reports not previously notified – Cllr. Miller reported he and Cllr. Pickersgill had attended a meeting of the Christopher Keld Charity. Cllr Towse reported he had attended the Remembrance Day service at Scalby Church & laid a wreath on behalf of the Parish Council.
