MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 14th January 2015 at 7pm.
PRESENT: Councillor Mrs G Kendall (Chairman), Councillors D Bastiman, S Gething, R Pickersgill, Mrs C Snow, RI Thompson, R Towse.
ALSO IN ATTENDANCE: P. Staveley (In Bloom), 11 Christmas Lights winners (left 7.10pm), 5 grant applicants, Mrs J Marley (Clerk).
ABSENT: County Cllr. A. Backhouse, Borough Cllrs. Mrs S Backhouse and A. Jenkinson, Cllrs. Mrs E Black, W Black, S Foote, TW Miller, B Watson and Mrs D Wiles.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
1/15 APOLOGIES FOR ABSENCE
Received & accepted from Cllrs. Mrs E Black and W. Black (visiting relatives abroad), Cllrs. Foote and Miller (prior commitment), Cllr. Watson (poorly) and Cllr. Mrs Wiles (family illness).
2/15 DECLARATIONS OF INTEREST
2/15.1 Cllr. Bastiman declared a personal interest in agenda item 11.1.7 as the contractor was known to him and his family and agenda items 12, 13 and 14 as he was a SBC Cabinet member & held the Strategic Planning & Regeneration portfolio.
2/15.2 Cllr. Mrs Kendall declared a personal interest in agenda item 11.4.4 as she was a director of the Gallows Close Centre.
2/15.3 Cllr. Mrs Snow declared a personal interest in agenda item 11.4.5 as she had completed the application form and was a Trustee of the Community Hall.
2/15.4 Cllr. Thompson declared a personal interest in agenda items 11.2 and 11.4.5 as he was a Trustee of the Community Hall.
2/15.5 Cllr. Towse declared a personal interest in agenda item 12.4 as the applicant was known to him.
3/15 MINUTES
3/15.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 10th December 2014 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER
At 7.05pm, Standing Orders were suspended to allow the Christmas Lights Presentation and Public Open Forum.
4/15 CHRISTMAS LIGHTS COMPETITION
4/15.1 The results of the 2014 Christmas Lights Competition were announced and the prizes presented. These members of the public then left the meeting.
5/15 PUBLIC OPEN FORUM No matters raised.
PROCEDURAL MATTER – At 7.12pm, Standing Orders were resumed.

7/15 POLICE REPORT Resolved written report (tabled at meeting) be received.
8/15 EXTERNAL REPORTS
8/15.1 County Council:- No questions members wished to ask of County Cllr. Bastiman.
8/15.2 Borough Council:- No questions wished to ask of Borough Cllr. Bastiman.
8/15.3 FONSA:- No representative present.
8/15.4 In Bloom:- Mr Staveley reported the group was now planning for the Spring In Bloom Competition.
9/15 COUNCILLOR’S REPORTS & UPDATES
9/15.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. In respect of item 2.1 of that report, Council resolved the Clerk should write to Highways requesting a double yellow TRO on one side of the road to cover the days and times the bus service ran.
9/15.2 Received & noted report of part dead tree near Ox Pasture Hall, Throxenby to be passed to NYCC Highways
10/15 CORRESPONDENCE
10/15.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency:- None.
FINANCE & GENERAL PURPOSES ISSUES
11/15 FINANCIAL MATTERS
11/15.1 Resolved the Schedule of Accounts payable for January 2015 (Schedule 10) [tabled at meeting] be approved.
11/15.2 JJ Burchell Bequest [deferred from December meeting] – received Clerk’s report [circulated with agenda] and resolved recommendation be accepted.
11/15.3 Precept 2015/16 – received Clerk’s report [circulated with agenda] and resolved recommendations be accepted and precept set at £37,912.
11/15.4 Received & noted Discretionary Grant Applications [circulated with agenda] from 1] M. Prince, 2] Scalby Cricket Club, 3] Scalby Football Club, 4] Steps at Gallows Close, 5] Newby & Scalby Community Hall Trust (included important advice note from Clerk). Decisions agreed as follows:- 1] Refused – applicant advised to contact Friends of the Railway; 2] Granted £1,000; 3] Deferred to April meeting so as to permit the club to obtain two additional quotes; 4] Deferred to April meeting to allow applicant’s representative to attend. Councillors Mrs Snow and Thompson left the room for the consideration of the next item. 5] In the absence of detailed plans/costings and taking into account the level of finance becoming available to the applicant within the next 6 months, the application was refused.
11/15.5 Review of Discretionary Grants Policy (as required by Minute 27/14.2) – resolved no changes to be made to the written policy. £5,000 funding to be allocated from reserves for 2015/16. Balance of unallocated funds for 2014/15 (£2,520) to be carried over to 2015/16, making a total available of £7,520.

14/15 PLANNING MATTERS RECEIVED AFTER 6/1/15 – None.
15/15 REPORTS FROM OUTSIDE BODIES
The following were RECEIVED:
15/15.1 CAP Group. – Cllr. Gething reported on the meeting of 11/12/2014. M. Morley had retired as Chairman of the group and been replaced by R. Towse. The police are likely to suffer 20% budget cuts which will have an impact on the numbers of frontline officers. PCSOs are going into schools and doing education on legal highs and their dangers. Next CAP meeting is 7/4/15.
15/15.2 Roads Liaison Committee – next meeting 19/2/15 (Cllrs. Thompson & Watson).
15/15.3 NYMNP Coastal Area Parish Forum – no report – next meeting 25/2/15 (Cllrs Thompson and Watson).
15/15.4 North Yorkshire and Cleveland Coastal Forum – no report, next meeting believed to be Sept. 2015 (Cllr. Watson).
15/15.5 Yorkshire Local Councils’ Association – no report, next meeting 5/2/15 (Cllr. Mrs Kendall).
15/15.6 Twinning Association – Cllr. Mrs Snow reported this year’s visit to Pornic would begin on 18th June. SANTA’s membership fee has increased from £12-50 to £15. Mr Coates (SANTA Chairman) wishes to discuss with Council about the gifts received from Pornic over the years & clarify if Council was telling Pornic of its decision to only give gifts every 5 years. Clerk to set up a meeting. Next meeting AGM 23/1/15.
15/15.7 Yorkshire Coast & Moors County Area Committee – Cllr. Thompson reported matters discussed at the meeting earlier today had included Whitby Park & Ride and the parking restrictions in Whitby. Parishes now had maps of the verges which NYCC intended to cut in 2015/16 and any changes/errors should be notified to highways before 30/1/15. Next meeting 26/3/15 (Cllr. Thompson).
15/15.8 North York Moors National Park Authority – Cllr. Thompson reported he had attended a recent planning committee. There were no applications in this parish, but there was much debate about the increasing (and unwelcome) tendency for people to submit retrospective applications.
15/15.9 Any other reports not previously notified – None.
16/15 CIRCULATION – None.
There being no further business on the agenda, the Chairman declared the meeting closed at 8.16pm.
