MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th September 2017 at 7pm.

 PRESENT: Councillor R Towse (Chairman), Cllrs. E Black, S Foote, R Holliday, K Martin, TW Miller, R Pickersgill, PC Snow, D Sutton, D Wiles,

ALSO IN ATTENDANCE:  PC277 Lyth & colleague (left 7.10pm), P. Staveley (In Bloom), 1 member of public (left 7.42pm) Mrs J Marley (Clerk).

ABSENT: Cllrs. DJ Bastiman, G Edmunds, RI Thompson, County Cllr. A Backhouse, Borough Cllrs. V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

114/17            APOLOGIES FOR ABSENCE Received & accepted from Cllrs. DJ Bastiman, G Edmunds and RI Thompson (prior commitments), Borough Cllr. Inman (work).

115/17            DECLARATIONS OF INTEREST – Received from Cllr. Martin (personal interest in agenda item 10.2 as he was an allotment holder).

116/17            MINUTES

116/17.1         Minute 110/17 regarding Planning Matters Received After 4/7/17 was amended to minute number 111/17. Having been previously circulated, and with that amendment it was RESOLVED the minutes of the Council Meeting held on 12th July 2017 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.02pm, Standing Orders were suspended to allow the Public Open Forum.

117/17            PUBLIC OPEN FORUM – No matters the public wished to raise.

PROCEDURAL MATTER  At 7.03pm, Standing Orders were resumed.

118/17            MATTERS RAISED IN PUBLIC OPEN FORUM – None.

119/17            POLICE REPORT Written report for Scalby received & noted.  No report for Newby. PC Lyth introduced himself – he will be the Beat Manager for Newby from 1/10/17.

At this point PC277 Lyth and colleague left the meeting.

120/17            EXTERNAL REPORTS

120/17.1         County Council:- No County Councillor present.

120/17.2         Borough Council:-  No Borough Councillor present.

120/17.3         In Bloom:- Cllr. Sutton reported In Bloom wished to thank the Council for its continued support of the Garden competition. A plant sale was to be held in May 2018. Mr Staveley reported the prize ceremony for the Potato Competition was 21/9/17 – five schools were involved. He also reported he had taken photos of various dead trees in the parish which he was bringing to the attention of SBC tree officer.

121/17            COUNCILLOR’S REPORTS & UPDATES

121/17.1         Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Item 8.1.3 was deferred to the end of the meeting as it required exclusion of the public.

121/17.2         Received & noted reports from councillors in respect of highway matters requiring attention – Clerk to pass to relevant authority.

122/17            CORRESPONDENCE

122/17.1         Parish Council representative on board of governors at Newby & Scalby Primary School [Minute 106/17.2 refers] – noted Cllr. Mrs Wiles was no longer able to undertake this role. Nobody present wished to be proposed as her replacement. Agreed Clerk to inform Clerk to Governors.

122/17.2         Letter [circulated with agenda] from President of Scalby & Newby Bowling Club requesting new seat at Bowling Green received & notedAgreed Parish Council did not wish to take on liability for a new seat, but was prepared to consider a request for a Discretionary Grant from Bowling Club. Clerk to send relevant forms.

122/17.3         Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

123/17            FINANCIAL MATTERS

123/17.1         Resolved the Schedules of Accounts payable for August 2017 (Schedule 5) in the sum of £2,311-42 and September 2017 (Schedule 6) in the sum of £3,501-76 be approved.

123/17.2         Allotment plot rental charges October 2017-September 2020. Received Clerk’s report [circulated with agenda] and agreed rent be held at £33/plot and £16.50/half plot for period 1/10/2017 to 31/9/2020.

123/17.3         Internal Auditor’s Report [circulated with agenda] for April-June 2017 received & noted.

123/17.4         2016/17 external audit – noted 1] opinion had been received, matters drawn to Council’s attention were the need to a) have regard to the level of reserves when considering future precept requests and b) consider and formally approve any earmarked reserves; 2] the Conclusion Of Audit notice & certified Annual Return had been published on 4th August 2017.

123/17.5         Replacement Christmas lights for tree at Newlands shops – agreed existing broken lights to be replaced with a set of 100 coloured LED heavy duty globe lights (similar to those bought last year for tree at Stony Lane end) from LITE Ltd at a cost of £835+VAT. Noted 1] there was a 5 year warranty on these lights and 2] the lights could be used at other locations if necessary.

126/17            PLANNING MATTERS RECEIVED AFTER 5/9/17: None.

127/17            LIBRARY UPDATE (Deferred from earlier, Minute 121/17.1 refers)

127/17.1         No exclusion of public as none were present. Received Cllr. Towse’s verbal report on recent events at the library – the Parish Council office had been burgled on the evening of 10th September and the petty cash stolen. This had been discovered by the Clerk when she came to work on 11th September. The library itself had not been burgled. Cllr. Towse had spoken with the Chairman of the library trustees regarding the security of the building and the failure of the trustees to inform the Council about the changes they had made to the building’s security arrangements. Council agreed the Chairman and Clerk be authorised to spend up to £500 on security improvements.

128/17            REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

128/17.1         CAP Group – Cllr. Towse reported problems at Newlands Park Crescent had been dealt with by Highways. Next meeting 26/10/17 (Cllr. Towse).

128/17.2         NYMNP Joint Parish Forum – met 26/7/17. Cllr. Mrs Wiles had been unable to attend, Cllr. Thompson absent tonight.

128/17.3         Yorkshire Local Councils’ Association – next meeting 5/10/17 (Cllr. Towse).

128/17.4         Twinning Association – No report to receive.

128/17.5         Yorkshire Coast & Moors County Area Committee –  next meeting 27/9/17 (Cllr. Thompson)

129/17            CIRCULATION – None.
