MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th November 2019 at 7pm.

PRESENT:

Councillor R Towse (Chairman), Cllrs. G Edmunds, S Foote, R Holliday, D Langmead, PC Snow, D Wiles.

ALSO IN ATTENDANCE
3 members of public (left 7.22pm), Borough Cllr. Sharma (left 7.46pm), Mrs J Marley (Clerk).

ABSENT: Cllrs. D Bastiman, E Black, P Harriott, R Pickersgill, D Sutton, R Thompson,
County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

155/19 APOLOGIES FOR ABSENCE Received & accepted from Cllr. Bastiman, and Borough Cllr. N Heritage (work commitments), Cllrs. Harriott, Sutton & Thompson (personal commitments), Cllrs. Pickersgill (health).

156/19 DECLARATIONS OF INTEREST – None.

157/19 MINUTES
157/19.1 Having been previously circulated, the minutes of the Council Meeting held on 9th October 2019 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER Standing Orders suspended at 7.02pm for the public open forum.

158/19 PUBLIC OPEN FORUM Matters raised regarding concerns about a planning application at 1 Derwent Close.

PROCEDURAL MATTER – At 7.12pm, Standing Orders were resumed.

159/19 MATTERS RAISED IN PUBLIC OPEN FORUM – Parishioners comments on the planning application would be taken into account when Council considered the application.

Councillors agreed to vary the order of the agenda and consider agenda item 11.4 next.

160/19 PLANNING APPLICATION 19/02300/HS
Application for dropped kerb & new gated entrance to parking and turning area at 1 Derwent Close, Newby. Councillors had noted the public’s comments and were concerned 1] the application made no mention of erecting a fence to separate the area in front of garage 1 from the rest of the garages, 2] restricting the turning area would have an unacceptable impact on the users of garages 2-4 and increase the risk of traffic reversing onto Scalby Road, 3] the proposed dropped kerb was within the bus lay by, 4] a new entrance onto the highway was being created within 6 metres of the existing entrance. Council agreed to object to the application on the grounds it didn’t accord with local plan policy DEC1.

At this point (7.22pm) all members of public left the room.

162/19 EXTERNAL REPORTS

162/19.1 County Council:- No report to receive.

162/19.2 Borough Council:- Cllr. Sharma reported delays with the release of Section 106 monies were due to SBC’s revised structure & reporting framework (reports now go to executive management team before going to Cabinet or Council).

162/19.3 In Bloom:- Cllr. Towse reported on the recent AGM where officers had been re-elected. A secretary was required.

163/19 COUNCILLOR’S REPORTS & UPDATES

163/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

163/19.2 Reports from Councillors of any highway & footpath or general matters requiring attention – none.

164/19 CORRESPONDENCE

164/19.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

165/19 FINANCIAL MATTERS

165/19.1 Resolved the Schedule of Accounts Payable for November 2019 (Schedule 8, £4,159.17) be approved. Cllrs. Edmunds & Towse to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Edmunds & Snow.

165/19.2 Allotment shed [Minute 10/14.2 refers]. Agreed to cease responsibility for the shed, donate it to FONSA with immediate effect and refund their £50 deposit. Cheque signed by Cllrs. Edmunds and Snow.

165/19.3 Model Agreement – noted the sum offered by SBC for 2020/21 had been increased by about 1.7% and agreed to accept the £5,312.77 offered;

165/19.4 Internal auditor’s report for July-September [circulated with agenda] – received & noted.

165/19.5 A new Direct debit authority to Document Solutions was approved (the last one having expired). Document signed by Cllrs. Langmead and Wiles.

169/19.1 CAP Group – Cllr. Towse gave a summary of items raised at the recent meeting. Next meeting 23/1/20.

169/19.2 NYMNP Coastal Forum – On behalf of Cllr. Thompson, the Clerk reported items discussed at the recent meeting had included an update on the cinder track, a presentation by the senior coastal ranger on the work of his team , a presentation by North York Moors apprentices on the work of the Apprentice Scheme and details of the Village Improvement Scheme. Next meeting 27/4/20.

169/19.3 Yorkshire Local Councils’ Association –Next meeting 6/2/20 (Cllr. Towse).

169/19.4 Twinning Association – No report to receive.

169/19.5 Other reports not previously notified – Cllr Towse reported he had attended the Remembrance Day service at Scalby Church & laid a wreath on behalf of the Parish Council.

170/19 CIRCULATION – None.

171/19 EXCLUSION OF PRESS AND PUBLIC
Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to contract negotiations for a property.

At this point (7.46pm) Borough Cllr. Sharma left the room.

172/19 PREMISES [Minute 154/19 refers] Received & noted Chairman’s verbal report on meetings with community facilitator and specialist consultants re. the public consultation work needed to secure long-term premises and aspirations to create a community hub in any such premises. It was hoped the consultants would be giving a presentation at the December council meeting. A task group or committee may need to be set up in the future to progress the project and Cllrs. Langmead, Snow and Wiles expressed an interest in being involved.

There being no further business, the Chairman declared the meeting closed at 8.10pm.
