Minutes Council meeting 13th December 2017

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 13th December 2017 at 7pm.

 PRESENT: Councillor R Towse (Chairman), Cllrs. E Black, G Edmunds, S Foote, K Martin, TW Miller, D Sutton, RI Thompson, D Wiles

ALSO IN ATTENDANCE K. Newton (In Bloom) (left 7.10pm), Mrs J Marley (Clerk).

 ABSENT: Cllrs. D Bastiman, R Holliday, R Pickersgill, PC Snow, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

162/17            MINUTES

162/17.1         Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 8th November 2017 be approved as a correct record and signed by the Chairman.

166/17.1         County Council:- No report to receive.

166/17.2         Borough Council:-  No report to receive.

166/17.3         In Bloom:- K. Newton reported the group was working with the trustees of Scalby toilets in order to tidy the garden area at the front of the toilets.

At this point, K Newton left the meeting.

167/17            COUNCILLOR’S REPORTS & UPDATES

167/17.1         Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

167/17.2         Problems at Cross Lane/Burniston Road traffic lights with right filter arrow continue – Clerk to pursue with Highways.

168/17            CORRESPONDENCE

168/17.1         Electoral Review of Scarborough – Boundary Commission’s Draft Recommendations [full text emailed to Cllrs 23/11/17 & summary circulated with agenda] received & agreed proposal to create a new ward comprising 89 properties totally unacceptable, the general consensus was that it was being created purely to balance the number of electors per Borough Councillor and no thought had been given to the impact on the Parish Council. Clerk to object in strongest possible terms.

168/17.2         Letter [circulated with agenda] from Citizen’s Advice Scarborough & District requesting a donation towards their running costs received & agreed a donation of £500 be made and cheque authorised for signature.

168/17.3         Letter [circulated with agenda] from NYCC Coast & Moors Area Committee giving confirmation of Parish and Town Council members co-opted till July 2018 received & noted.

168/17.4         Letter [circulated with agenda] from NYMNP about electronic consultations received & agreed to move over to receiving planning application consultations electronically.

168/17.5         Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

169/17            FINANCIAL MATTERS

169/17.1         Resolved the Schedule of Accounts payable for December 2017 (Schedule 9) in the sum of £3,018-52 [tabled at meeting] be approved.

169/17.2         Noted the Model Agreement sum offered by SBC for 2018/19 has been increased by about 2.75% and resolved to accept the £5,111.52 offered;

169/17.3         Received Clerk’s request to bring the date of the June 2018 meeting forward a week (to the 6th) due to staff availability & agreed request be granted.

173/17.2         NYMNP Coastal Area Parish Forum – Next meeting 24/4/18 (Cllr. Thompson).

173/17.3         Yorkshire Local Councils’ Association – Next meeting 22/2/18 Scarborough Town Hall (Cllr. Towse).

173/17.4         Twinning Association – Cllr. Thompson reported the venue for the civic reception and dinner had not yet been decided. The art exhibition was likely to be staged at Woodend. Next ordinary meeting was 10/1/18. AGM was 18/1/18 at Fledglings on Filey Road

173/17.5         Yorkshire Coast & Moors County Area Committee –  Cllr. Thompson reported matters considered at the meeting on 22/11/17 included update/progress reports on 1] highway matters 2] the redevelopment of Whitby Hospital, 3] Stronger Communities. Also considered was the re-organisation of the Area Committees from 7 to 6.  Next meeting 21/3/18 (Cllr. Thompson).
