MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 12th October 2016 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. Mrs E Black, R Pickersgill, Mrs C Snow, Mrs D Wiles
ALSO IN ATTENDANCE: Mr R Kendall for P. Staveley (In Bloom), PCSO’s Fewster and Parkins (left 7.11pm), 5 Allotment Prizewinners (to 7.03pm), 3 members of public (left various times), Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, G Edmunds, S Foote, Mrs R Holliday, TW Miller, RI Thompson, County Cllr. A Backhouse, Borough Cllrs. L. Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
PRESENTATION OF ALLOTMENT PRIZES
Prizes were presented by the Chairman as follows:
- Best Allotment – Pip Rowntree (plot 4 West), shield and £25.
- Most Improved allotment – joint prize to Mr Thompson (plot 55 North) and Mr Messruther (plot 55 South), £25.
- Largest Marrow – weighed in at 65 lbs. and grown by Ken Gill – bottle of port and a stilton cheese.
The prize winners left the meeting at 7.03pm.
145/16 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman, G Edmunds and Mrs R Holliday (prior commitments), Cllrs. TW Miller and RI Thompson (medical).
146/16 DECLARATIONS OF INTEREST – None.
147/16 MINUTES
147/16.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 14th September 2016 be approved as a correct record and signed by the Chairman.
With Council’s agreement, the Chairman varied the order of the agenda so that item 6 was considered next.
148/16 POLICE REPORT Written report was received & some exchange of information including the new Community Messaging system.
At this point (7.11pm) the Police left the meeting.
PROCEDURAL MATTER At 7.12pm, Standing Orders were suspended to allow the Public Open Forum.
149/16 PUBLIC OPEN FORUM
149/16.1 BT’s proposed removal of phone box on Scalby High Street – a member of Scalby Fair Committee explained BT had told Scalby Fair they could not adopt the kiosk. He was therefore asking if the Parish Council would adopt it.
PROCEDURAL MATTER – At 7.14pm, Standing Orders were resumed.
150/16 MATTERS RAISED IN PUBLIC OPEN FORUM
150/16.1 Noted Clerk’s report that the proposed closure of several phone boxes in the parish would be on the agenda of the Council meeting on 9th November. Some apparent inconsistency at BT as to who can and cannot adopt a kiosk – Clerk to investigate and keep relevant parties updated in the interim.
At this point (7.17pm) a member of public left the meeting.

151/16.1 County Council:- No report to receive.
151/16.2 Borough Council:- No report to receive.
151/16.3 FONSA:- No representative present.
151/16.4 In Bloom:- Mr Kendall reported 1] flower beds were being prepared and planted for winter; 2] a bulb audit was to be done next spring with a view to additional planting in autumn 2017; 3] the recently created “bee and butterfly bed” on Church Beck Green had won an achievement award. In Bloom were thinking of erecting an interpretive/explanatory board but were unsure if this would require planning permission. Agreed Clerk to make enquiries and report back.
152/16 COUNCILLOR’S REPORTS & UPDATES
152/16.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
152/16.2 Received & noted reports from several councillors in respect of highway matters requiring attention.
153/16 CORRESPONDENCE
153/16.1 Remembrance Sunday Service (13th November) – received & noted invitation from Revd. Marion Wright (Assistant Priest, Scalby St. Laurence’s) to give a reading & lay a wreath – agreed Chairman to attend.
153/16.2 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – none.
154/16 FINANCIAL MATTERS
154/16.1 Resolved the Schedule of Accounts Payable for October 2016 (Schedule 7) be approved.
154/16.2 Linden Road play area – noted the annual RoSPA Inspection had revealed some low risk items requiring minor work (mainly worn metalwork) and agreed Clerk to contact SBC re. repairs.
154/16.3 Scalby Library [Minute 27/16.4 refers]. To receive report by Cllr. Towse and Clerk/RFO on various matters (to include rent chargeable and signature of lease). Agreed to defer the item to November meeting.
155/16 CO-OPTION TO 2 CASUAL VACANCIES (NEWBY WARD)
155/16.1 Two applications [circulated with agenda] received & noted. Agreed both applicants be co-opted to the casual vacancies in Newby Ward. Applicants to liaise with Clerk regarding signing their Declarations of Acceptance of Office.
