held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 12th June 2013 at 7pm
PRESENT: Councillor Mrs G Kendall (Chairman), Councillors Mrs E Black, W Black, S Gething, TW Miller, R Pickersgill, Mrs C Snow, R. Thompson, A Tyson and B Watson.

83/13 DECLARATIONS OF INTEREST –
83/13.1 Councillor BF Watson declared personal interests in agenda item 9.1 as he was Chairman of the Licensing Committee and agenda item 12 as he was a member of the Borough Council’s Planning & Development Committee.
84/13 MINUTES
84/13.1 RESOLVED the minutes of the Council Meeting held on 8th May 2013 be approved as a correct record and signed by the Chairman.

87/13 POLICE REPORT
RESOLVED 1] written report (circulated with agenda) be received; 2] Police to be asked to attend some of the Council meetings; 3] Police to be asked to include the bowling green/pavilion and shelter in their evening/night patrols.
88/13 EXTERNAL REPORTS
88/13.1 County Council:- County Cllr.. Backhouse reported that East Yorkshire Motor Services had now agreed that people 19 and under could now travel for £1. He also reported on a meeting he and County Cllr. Bastiman had with Carl Les regarding various problems with transport and regeneration in the area. Work to convert some street lights to part-night lighting was now underway and the effects of the programme would be reviewed in November.
88/13.2 Borough Council:- No report to receive.
88/13.3 FONSA:- Mr Richards reported that following a recent plot inspection, the Clerk had been asked to send warning letters to several plotholders. FONSA intended to have two stalls at Scalby Fair on 22nd June.
Mr Richards left the meeting at this point.
88/13.4 In Bloom:- Mr Staveley reported just under £400 had been raised at In Bloom’s recent plant and cake sale. Summer judging was to take place on 11th July. Some of the school potatoes were not doing well and the supplier was to be contacted.
88/13.5 Scalby Football Club:- No report to receive.
89/13 COUNCILLOR’S REPORTS & UPDATES
89/13.1 RECEIVED & NOTED update [circulated with agenda] from Clerk on highway & footpath and other general matters since last meeting. RESOLVED Clerk be authorised to spend £200 on remedial works to ash and sycamore near memorial trough on High Street.
89/13.2 RECEIVED & NOTED Various highway & footpath or general matters reported by councillors on form provided with agenda:- 1] trampoline in Newby Beck; 2] footpath behind Linden Road from Moor Lane to playground was overgrown, poor surface and blocked drains; 3] footpath on North Street from Beech Court to pond was very narrow & caused people with prams/wheelchairs/mobility scooters to be in the road (not good on a bus route); 4] litter bin at top of Ling Hill had been moved; 5] potholes on Dunwell Avenue; 6] potholes on Hillcrest Avenue (now marked up but not repaired). RESOLVED Clerk to pass to relevant authority. To ask County Councillors to check if there was a protocol for pothole repairs since it was believed they had to be repaired within 14 days of being marked up.

90/13.1 RECEIVED from SBC consulting on the review of its Licensing Policy and Cumulative Impact Policy [67 page document available online at www.scarborough.gov.uk/licensing2013]. RESOLVED no action be taken.
90/13.2 Draft minutes of 2013 Parish Assembly [circulated with agenda] – CONFIRMED as an accurate record.
90/13.3 RECEIVED from NYCC consulting on subsidised bus services (contract due for renewal April 2014) [circulated with agenda]. RESOLVED subsidies should remain,

FINANCE & GENERAL PURPOSES ISSUES
91/13 FINANCIAL MATTERS
91/13.1 RESOLVED the Schedule of Accounts for June 2013, Schedule 3 be approved & paid.
91/13.2 CONFIRMED Cllrs. Bastiman, Foote, Pickersgill, Thompson and Watson continue to be signatories on NS&I account; updated signatures form and copy of resolution appointing signatories form completed.
91/13.3 Community Asset Transfer of seats within parish – NOTED this is at a standstill pending receipt of a legal agreement from Scarborough Borough Council, although Lisa Dixon (as Head of SBC Legal) has today asked the legal team to expedite the process.
92/13 GENERAL PURPOSE & REGULATORY MATTERS
92/13.1 Vacancies for co-opted members on Coast & Moors Area Committee [Minute 75/13.1 refers]. 1] NOTED Cllr. Watson had withdrawn his nomination as he had been appointed to the committee as the Borough Council’s representative 2] DEFERRED TO JULY MEETING – variation of the authorisation given to the Clerk & Chairman or Vice Chairman to submit votes for Cllr. Thompson and Watson as this council’s choice on the ballot paper due to be sent out on 25/7/13.

95/13 REPORTS FROM OUTSIDE BODIES
The following were RECEIVED:
95/13.1 CPRE – Cllr. Mrs Kendall reported on the meeting of 28th May where it had been agreed the branch would support the campaign to call-in the potash planning application.
95/13.2 Scalby Lodge Official Opening – The Chairman and Vice Chairman had attended this event, which was organised by the Duchy of Lancaster. It had been an enjoyable evening. The conversion of the buildings had been done to an extremely high standard and resulted in a very prestigious quality holiday complex with superb accommodation and facilities.
95/13.3 NYMNP Coastal Area Parish Forum – Cllr. Thompson reported on the Joint Forum meeting of 4th June. A display had been given at the Birds of Prey Centre in Duncombe Park, followed by the joint meeting. The potash planning application was now to be decided on 29th July.
95/13.4 North Yorkshire and Cleveland Coastal Forum – next meeting September 2013.
95/13.5 Yorkshire Local Councils Associations – Cllr. Mrs Kendall reported on the meeting of 3rd June where a very informative talk on the local impact of the new welfare regime had been given by Mr Ponton Brown of SBC. The request for the vote to be re-instated to the Parish Council representatives on the Standards Committee of a principal authority was being submitted to central government.
95/13.6 Twinning Association – Cllr. Thompson reported on this year’s enjoyable visit and its comprehensive itinerary. The gift has been a piece of stained glass artwork from Killerby Glass. The next meeting of the association would be 20th June.
95/13.7 York & North Yorkshire Playing Fields – Cllr. Mrs Snow reported the next meeting was to be the AGM on 3rd August at Bilbrough.
95/13.8 North York Moors National Park Authority – Cllr. Thompson reported he had attended an update briefing on York Potash.
