MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 11th September 2019 at 7pm.

2 members of public (left 7.10pm), Borough Cllr. Sharma & Bob Kendall (In Bloom) (both left 8.30pm), Mrs J Marley (Clerk).

ABSENT: Cllrs. D Bastiman, E Black, G Edmunds, PC Snow, D Sutton, D Wiles, County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

122/19 DECLARATIONS OF INTEREST – None.

123/19 MINUTES
123/19.1 Having been previously circulated, the minutes of the Council Meeting held on 10th July 2019 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER Standing Orders suspended at 7.02pm for the public open forum.

124/19 PUBLIC OPEN FORUM No matters raised.

PROCEDURAL MATTER – At 7.02pm, Standing Orders were resumed.

125/19 MATTERS RAISED IN PUBLIC OPEN FORUM – None.

PROCEDURAL MATTER With Council’s agreement the order of the agenda was varied and item 10.2 (Discretionary grant applications) was considered next.

126/19 DISCRETIONARY GRANTS
Updated financial information relating to an application from Scalby Toilets Trust [deferred from July meeting, Minute 108/19 refers] was received and the verbal information given by Mr Cathcart was noted. Agreed a grant of £880 be given towards decoration and joinery costs. Chairman reported he understood County Councillor Bastiman was prepared to offer match funding from his Environment Locality budget and recommended Mr Cathcart submit a request to County Cllr. Bastiman.

At this point (7.10pm) the two members of public left the meeting.

127/19 POLICE REPORT Written reports for Newby and Scalby received & noted.

128/19 EXTERNAL REPORTS

128/19.1 County Council:- No report to receive.

128/19.2 Borough Council:- Cllr. Sharma reported on a spate of burglaries at the shops on Newlands Park Drive and asked if the street lights to the rear could be changed so they were lit all night. Agreed Clerk to make this request of NYCC Lighting. Cllr. Sharma also reported support for the signs and one way setup at the shop, plus a request from the shopkeepers that waiting be reduced to 30 minutes from the present 60 minutes. Council agreed to support the reduction in waiting time and write in that vein to the NYCC ward councillor.

128/19.3 In Bloom:- Mr Kendall (In Bloom Chairman) reported the flower beds looking well and the schools and potato competitions proving popular. Entries had been up at the produce show although sponsorship had been down. Bulbs were to be planted soon – it was suggested daffodils could be planted on the verge near the Miner’s Home on Hay Lane and crocus on the verge at the entrance to Newby Farm Road opposite the library. Council agreed 1] to fund the purchase of a mixture of 2,000 daffodil and crocus bulbs (cost anticipated to be under £200) and 2] pay the hall hire bill for this year’s produce show (believed to be about £150). It was further agreed that Council would consider paying the hall hire for a future produce show if a formal request for assistance was made.

129/19 COUNCILLOR’S REPORTS & UPDATES

129/19.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

129/19.2 NYMNP Parish Member Elections [Minute 94/19.2 refers] noted Cllr. B. Marley of Burniston Parish Council had been elected.

129/19.3 Reports from Councillors of any highway & footpath or general matters requiring attention – none received.

130/19 CORRESPONDENCE

130/19.1 Removal of public payphones – noted BT proposed to remove the public ‘phone box on Newlands Park Drive (on the parade of shops) as it had only been used 34 times in the last twelve months. Agreed object to removal on grounds that the fact it was used clearly demonstrated there were people who did not have/could not use mobile phones.

130/19.2 Request from Borough Cllr. Sharma for assistance with parishioner’s problem of highway flooding outside 4 Cleveland Avenue [pictures circulated with agenda] – received & agreed to support Cllr. Sharma in his attempts to seek a satisfactory resolution to the problem via Area3 Highways.

130/19.3 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – none.

131/19 FINANCIAL MATTERS

131/19.1 Resolved the Schedule of Accounts Paid for August 2019 (Schedule 5, £1,865-99) be confirmed and noted the online authorisations were done by Cllrs. Langmead and Sutton [Minute 113/19.1 refers]. Resolved the Schedule of Accounts Payable for September 2019 (Schedule 6, £11,351.10) be approved. Cllrs. Langmead & Holliday to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Thompson & Towse.

131/19.2 Discretionary Grants – see Minute 126/19.

131/19.3 Received & noted the internal auditor’s report for April-June [circulated with agenda].

131/19.4 Received external auditor’s report for 2018/19 [circulated with agenda] and to noted the notice of conclusion of audit was published on the council’s website and had been displayed on the parish noticeboard.

131/19.5 GDPR and its implications for councillor’s personal email addresses – received Clerk’s report [circulated with agenda] and agreed recommendations be carried.

131/19.6 Councillor’s contact details – agreed all parish councillors to be given each others contact details so as to improve internal communications. Clerk to check with absent councillors to ensure they agree to their details being released.

131/19.7 Parish caretaker/handyman [Minute 95/19.2 refers] – received Clerk’s report [circulated with agenda]. Chairman reported that County Cllr Bastiman had offered to provide some funding from his Environment Locality Budget. It was agreed that the project should be for a 12 month trial period. The recommendations in the report were carried. Clerk to contact County Cllr. Backhouse to ask if he would also provide some funding from his Environment Locality Budget.

135/19 REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

135/19.1 CAP Group – Cllr. Towse gave an update on items raised at last meeting. Next meeting 24/10/19.

135/19.2 NYMNP Coastal Area Parish Forum – Cllr. Thompson reported talks given/items raised at the Annual Joint Forum included a tour of the Land of Iron Exhibition, and an update on the Glover Report about all the national parks in England.

135/19.3 Yorkshire Local Councils’ Association – next meeting 3/10/19 (Cllr. Towse).

135/19.4 Twinning Association – Cllr. Thompson reported he and Cllr. Sutton had attended the meeting on 20th August. Next meeting was 1/10/19. Clerk to ask Cllr. Sutton to attend as Cllr. Thompson unavailable.

135/19.5 Other reports not previously notified – None.

136/19 CIRCULATION – None.

137/19 EXCLUSION OF PRESS AND PUBLIC
Resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to contract negotiations for a property.

At this point (8.30pm) Borough Cllr. Sharma& Mr Kendall left the room.

138/19 PREMISES [Minute 94/18.2 refers] Clerk gave members a spreadsheet showing the precept levied in 2018/19 by each parish council in Scarborough Borough Council’s area, the equivalent Band D charge and the mid-2016 population. Newby and Scalby Parish Council had the lowest Band D charge but the second highest population. Chairman reported it had become clear that in order to find suitable premises it would be necessary to purchase somewhere and the cost could be up to the maximum mentioned in the confidential report. Council agreed in principle to funding such a purchase by borrowing from the Public Works Loan Board and repaying over a 20/25 year term

There being no further business, the Chairman declared the meeting closed at 9.20pm.
