Minutes Council meeting 11th June 2014

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Committee Room, Newby & Scalby Community Hall, Scalby Road, Scalby,
on Wednesday, 9th July 2014 at 7pm.

PRESENT:  Councillor Mrs G Kendall (Chairman), Councillors Mrs E Black, W Black, S Gething, R Pickersgill, R. Towse, B. Watson.

ALSO IN ATTENDANCE:  County Cllr. A. Backhouse, P. Staveley (In Bloom) from 7.04pm, Bob Kendall (In Bloom) till 7.09pm, 1 member of public, Mrs J Marley (Clerk)

ABSENT:      Borough Cllrs. Mrs S Backhouse and A. Jenkinson, Cllrs. D. Bastiman, S. Foote, TW Miller, Mrs C Snow, R. Thompson, A Tyson.

82/14              DECLARATIONS OF INTEREST

82/14.1           Councillor BF Watson declared a personal interest in agenda items 10.2 (member of In Bloom group) and 12 as he was a member of the Borough Council’s Planning & Development Committee.

83/14              MINUTES

83/14.1           RESOLVED the minutes of the Council Meeting held on 14th May 2014 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.04pm, Standing Orders were suspended to allow the Public Open Forum.

84/14              PUBLIC OPEN FORUM  Mr Kendall (In Bloom Group) updated members on the plans for Stony Lane corner – for various reasons a circular seat round the tree was not feasible so planters would now be used instead. The area would be re-seeded and a new seat (purchased with public donations) would be installed on pavers with a small planter to the front. In autumn a mix of bulbs (scilla, crocus, fritillary, grape hyacinth etc) would be planted.

PROCEDURAL MATTER  At 7.08pm, Standing Orders were resumed.

85/14              MATTERS RAISED IN PUBLIC OPEN FORUM – Mr Kendall thanked for his update, which was noted.

At this point, Mr Kendall left the room.

86/14  POLICE REPORT

RESOLVED written report (Scalby circulated with agenda, addendum for Newby tabled at meeting) be received. Concern expressed that the Newby figures were so high (more than double the equivalent period last year) and Clerk to ask for an officer to attend next council meeting to give an explanation.

87/14  EXTERNAL REPORTS

87/14.1           County Council:- County Cllr. Backhouse reported the libraries were again under review to see if there could be less NYCC-staffed hours and more volunteer-staffed hours. Nick West (head of Area 3 highways) was retiring in July, his post was not being replaced and Area 3 was to be run from Area 4.

87/14.2           Borough Council:- while not a ward councillor, Borough Cllr. Backhouse reported there was to be a presentation about the proposed health village to SBC’s planning committee on 12th June.

87/14.3           FONSA:- No report to receive.

87/14.4           In Bloom:- Mr Staveley reported the recent plant sale had raised £918. the group had also received a grant of £1,000 from Proudfoot’s for equipment. The group were also to have a stall at Scalby Fair.

88/14  COUNCILLOR’S REPORTS & UPDATES

88/14.1           RECEIVED & NOTED update [circulated with agenda] from Clerk on highway & footpath and other general matters since last meeting.

88/14.2           RECEIVED & NOTED Various highway & footpath or general matters reported by councillors:- 1] overhanging vegetation in various locations (Clerk to pass to Area3 Highways); 2] missing seat on south bank of sea cut between Hackness Road bridge and Mowthorpe (Clerk to report to Environment Agency); 3] missing mortar on Hackness Road bridge (Clerk to pass to Area 3 highways).

89/14.1           Received draft minutes of 2014 Parish Assembly [circulated with agenda]RESOLVED minutes confirmed as an accurate record.

89/14.2           Received & noted YLCA Provision of Services Agreement [circulated with agenda].  RESOLVED agreement be accepted.

89/14.3           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency:- None.

90/14  FINANCIAL MATTERS

90/14.1           RESOLVED the Schedule of Accounts for June 2014 [tabled at meeting], Schedule 3 be approved & paid.

90/14.2           Newby and Scalby In Bloom (request for funding). RESOLVED the Clerk’s report [circulated with agenda] be received and all recommendations be carried. Cheque for £400 authorised for signature.

91/14.1           RECEIVED the Draft Borough Local Plan (May 2014) [notified to all councillors on email on 2/6/14]. NOTED two copies were available for circulation – one taken by Cllr. Gething, the other by the Cllrs. Black. Both to be returned to the Clerk.

95/14  REPORTS FROM OUTSIDE BODIES

The following were RECEIVED:

95/14.1           CAP Group – no report, next meeting 29/7/2014.

95/14.2           Road Liaison Committee – Cllr. Watson reported on the meeting of 16/5/14 which had been attended by Robert Goodwill MP. Various road matters had been talked about, many of which may not continue after the 2015 general election.

95/14.3           NYMNP Coastal Area Forum – no report, next meeting 23/7/14.

95/14.4           North Yorkshire and Cleveland Coastal Forum – no report, next meeting likely to be Sept. 2014.

95/14.5           Yorkshire Local Councils’ Association – Cllr. Towse reported on a presentation by NYNET – high speed broadband was being rolled out and the current aim was to get 77% of the population with a 25Mb speed and 100% with 2Mb speed. Various other matters had been discussed including the impact on town and parish councils of NYCC’s decision to withdraw funding for amenity grass cutting from 1/4/2015.

95/14.6           Twinning Association –  On Cllr. Thompson’s behalf, the Clerk reported he had attended a recent meeting at which arrangements for this month’s visit had been finalised. The Chairman reminded all present to attend the Civic Reception at the Community Hall on Friday 20th June at 1pm.

95/14.7           Yorkshire Coast & Moors County Area Committee – no report, next meeting 9/7/14.

95/14.8           North York Moors National Park Authority – On Cllr. Thompson’s behalf, the Clerk reported he had attended planning, audit and finance meetings.

95/14.9           CPRE – Cllr. Mrs Kendall reported there had been no recent meeting.

95/14.10         Any other reports not previously notified – none.

96/14  CIRCULATION – None.

There being no further business on the agenda, the Chairman declared the meeting closed at 8.10pm.
