MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 11th January 2017 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. DJ Bastiman, G Edmunds, S Foote, K Martin, R Pickersgill, Mrs PC Snow, RI Thompson
ALSO IN ATTENDANCE: 15 members of public (13 left 7.10pm), Mrs J Marley (Clerk).
ABSENT: Cllrs. Mrs E Black, Mrs R Holliday, TW Miller, and D Sutton, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
1/17 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. Mrs E Black, Mrs R Holliday, TW Miller and Borough Cllr. L Backhouse (prior commitments).
2/17 DECLARATIONS OF INTEREST – None.
3/17 MINUTES
3/17.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 14th December 2016 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER
At 7.02pm, Standing Orders were suspended to allow the Christmas Lights Presentation and Public Open Forum.
4/17 CHRISTMAS LIGHTS COMPETITION
4/17.1 The results of the 2016 Christmas Lights Competition were announced and the prizes presented. These members of the public then left the meeting.
At this point (7.10pm) 13 members of public left the meeting.
5/17 PUBLIC OPEN FORUM
5/17.1 No matters raised.
PROCEDURAL MATTER – At 7.10pm, Standing Orders were resumed.
6/17 MATTERS RAISED IN PUBLIC OPEN FORUM – None.
7/17 POLICE REPORT No written report available. Noted Chairman’s report that he had not written to the ACC and Crime Commissioner as he’d had meetings with Inspector Short and Chief Inspector Stamp regarding the lack of reports & officer attendance. It was intended that the provision of reports would re-commence by April 2017 and, subject to operational commitments, officers would attend meetings after April 2017.

8/17.1 County Council:- There were no questions for County Cllr. Bastiman.
8/17.2 Borough Council:- No report to receive.

9/17 COUNCILLOR’S REPORTS & UPDATES
9/17.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
9/17.2 Received & noted reports from several councillors in respect of highway matters requiring attention – Clerk to pass to relevant authority.
10/17 CORRESPONDENCE
10/17.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – none.
11/17 FINANCIAL MATTERS
11/17.1 Resolved the Schedule of Accounts Payable for January 2017 (Schedule 10) be approved.
11/17.2 Precept for 2017/18 – received & noted the RFO’s report [circulated with agenda]. Recommendation to leave cost per property unchanged accepted and resolved to precept £39,050.
12/17 PLANNING APPLICATIONS NOTIFIED None.

15/17.4 Twinning – Cllr. Thompson reported the committee meeting on 10/1/17 had been making arrangements for the AGM on 19/1/17.

There being no further business, the Chairman declared the meeting closed at 7.30pm.
