Minutes Council meeting 10th October 2018

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 10th October 2018 at 7pm.

 PRESENT:  Councillor R Towse (Chairman), Cllrs. E Black, S Foote, R Holliday, K Martin, PC Snow, D Sutton, RI Thompson, D Wiles

ALSO IN ATTENDANCE: 1 allotment prizewinner (left 7.01pm), PC277 Lyth and PCSO3684 Broadbent [both left 7.22pm], D Wilkinson (Scalby School) [left 7.54pm], 1 member of public, Mrs J Marley (Clerk).

 ABSENT:       Cllrs. D Bastiman, G Edmunds, TW Miller, R Pickersgill, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

PRESENTATION OF ALLOTMENT PRIZES

Prizes were announced by the Chairman as follows:-

  • Best Allotment – Ken Gill (plots 9 and 10), shield and £25.
  • Most Improved allotment – Mr & Mrs Gibson (plot 12 North), £25.
  • Largest Marrow – weighed in at 101½ lbs. and grown by Gavin Short (plot 71), £25.

Mr Gill was presented with his prize, the other winners are to collect their prizes at a later date.

133/18             APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman, TW Miller, R Pickersgill (all had prior commitments) and Cllr. G Edmunds (work commitment).

134/18             DECLARATIONS OF INTEREST – None.

135/18             MINUTES

135/18.1          Having been previously circulated, the minutes of the Council Meeting held on 12th September 2018 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.01pm, Standing Orders were suspended to allow the Public Open Forum.

136/18             PUBLIC OPEN FORUM No matters raised.

PROCEDURAL MATTER – At 7.01pm, Standing Orders were resumed.

137/18             MATTERS RAISED IN PUBLIC OPEN FORUM None.

138/18             POLICE REPORT Written reports for Newby and Scalby received & noted. The recent rise in burglaries was hopefully at an end as an offender had been given a custodial sentence. There was a general exchange of information regarding other matters of concern.

At this point the Police officers left the meeting.

139/18             EXTERNAL REPORTS

139/18.1          County Council:- No report to receive.

139/18.2          Borough Council:- No report to receive.

139/18.3          In Bloom:- Cllr. Sutton reported plans were in hand for the autumn bulb planting and changing the compost in the beds. No decision had yet been taken about the future of the Garden Gems Competition. Council agreed they would like the competition to continue as it represented the parish whereas the Muck and Magic Awards were for the whole borough. Cllr. Martin reminded council of the valuable work done by Mr Staveley in running the Schools Potato Competition – Council agreed this was very valuable work which they fully supported.

140/18             COUNCILLOR’S REPORTS & UPDATES

140/18.1          Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Cllr. Thompson reported the nursery field hedge [item 2.4 of the report] had been cut on 4th October.

140/18.2          Cllr. Towse reported a meeting with the Chairman of Scalby Village Trust had been arranged for later this month [Minute 132/18 refers].

141/18             CORRESPONDENCE

141/18.1          NYMNP Draft Local Plan Consultation  [councillors on email notified 6/8/18] – agreed no comments.

141/18.2          Request from parishioner for Parish Council to provide a grit salt bin at junction of Newby Farm Road and Hague Avenue – agreed defer to November meeting, Chairman to speak with parishioner.

141/18.3          NYCC consultation on no waiting/limited waiting South Street, Tibby Butts, Hall Park Close & High Street Scalby [details/plans circulated with agenda] – agreed fully support proposals for no waiting on South Street, Tibby Butts and Hall Park Close. Agreed with principle of limited waiting on High Street however times needed to be 0600 to 1800 in order to allow parking by passing trade to shop.

141/18.4          Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency 1] Chairman presented a report by the Responsible Officer explaining that the name of the Clerk/RFO needed adding to the cheque encashment facility with Unity Trust so she could get petty cash reimbursement cheques cashed. Agreed report received and letter of authorisation containing specimen signature of J Marley was signed by Cllrs. Black and Sutton.

142/18             FINANCIAL MATTERS

142/18.1          Resolved the Schedule of Accounts payable for October 2018 (Schedule 7, £5,857-02) be approved. Cllrs. Black and Sutton to do the online authorisations on the Unity Trust accounts within 24 hours.

142/18.2          Discretionary Grants – applications from Scalby Sports Association and Scalby School [circulated with agenda] were received. Agreed 1] Council most disappointed nobody from Scalby Sports Association had attended the meeting – application be deferred to January; 2] Scalby School be awarded £400 and cheque authorised for signature;

142/18.3          Insurance from 1/10/18 – report [circulated with agenda] was received, noted and the action taken formally endorsed by Council as per the report’s recommendation.

142/18.4          Financial Regulations during the transition of Council’s banking arrangements – report [circulated with agenda] was received, noted and the recommendations therein agreed .

146/18.2          NYMNP Coastal Area Parish Forum – next meeting 25/10/18 Ravenscar (Cllr. Thompson).

146/18.3          Yorkshire Local Councils’ Association – Cllr. Towse reported on the meeting of 4/10/18 where a presentation had been given by Neil Irving, head of NYCC Policy & Partnerships. He also reported the Police & Crime Commissioner had still not given a full response regarding the speeding on Cross Lane issue. Next meeting 7/2/19 (Cllr. Towse).

146/18.4          Twinning Association – next meeting 23/10/18 (Cllr. Thompson).
