MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 10th January 2018 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. G Edmunds, S Foote, R Holliday, K Martin, TW Miller, R Pickersgill, PC Snow, D Sutton, RI Thompson, D Wiles
ALSO IN ATTENDANCE: Borough Cllr. L Backhouse, 8 Christmas Light prizewinners (left 7.08pm), 2 grant applicants (left 7.26pm), K. Newton (In Bloom) (left 7.35pm), 1 member of public (left 7.40pm), Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, E Black, County Cllr. A Backhouse, Borough Cllrs. V Inman,
A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
1/18 APOLOGIES FOR ABSENCE Received & accepted from Cllr. D Bastiman (health), Borough Cllr. A Jenkinson (prior commitment).
2/18 DECLARATIONS OF INTEREST – None at this point in meeting but see Minute 11/18.1 for late declaration by Cllr. Edmunds.
3/18 MINUTES
3/18.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 13th December 2017 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER At 7.03pm, Standing Orders were suspended to allow the Christmas Lights Presentation and Public Open Forum.
4/18 CHRISTMAS LIGHTS COMPETITION
4/18.1 The results of the 2017 Christmas Lights Competition were announced and the prizes presented. These members of the public then left the meeting.
At this point (7.08pm) 8 members of public left the meeting.
5/18 PUBLIC OPEN FORUM
5/18.1 Scalby School started early and pupils could be seen walking to school from 7.45am when it was still dark. A long list of faults, mainly in respect of unlit signs, crossing and other highway problems, was given.
PROCEDURAL MATTER – At 7.15pm, Standing Orders were resumed.
6/18 MATTERS RAISED IN PUBLIC OPEN FORUM – Council asked the member of public to forward their list of faults to the Clerk who would then refer the matter to the relevant department.
7/18 POLICE REPORT Written reports for Newby and Scalby received & noted.
8/18 DISCRETIONARY GRANTS Two applications were considered [forms tabled on pink paper at meeting as they contained personal information].
8/18.1 Wreyfield Rainbows requesting £400 to assist with costs of annual insurance payable to Guiding Association. Agreed £400 be granted & cheque authorised for signature.
8/18.2 42nd Scarborough (St. Mark’s Scouts) requesting £450 to assist with costs of constructing a new entrance (including ramp) to scout hut. Agreed £450 be granted and cheque authorised for signature.
At this point (7.26pm) the grant applicants left the meeting.
9/18 EXTERNAL REPORTS
9/18.1 County Council:- No report to receive.
9/18.2 Borough Council:- Cllr. L Backhouse reported the Mayor elect for 2018/19 was Cllr. Plant, Deputy Cllr. Cluer. He had also received complaints about the state of the road at Dunwell Avenue which he had referred to Highways.
9/18.3 In Bloom:- K. Newton reported the prize presentation to the Rugby Club for its Memorial Garden was to take place at 2pm on 13th January and all were invited. Cllr. Towse would try to attend but he already had a commitment on that date.
At this point, K Newton left the meeting.
10/18 COUNCILLOR’S REPORTS & UPDATES
10/18.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.
10/18.2 Various highway problems submitted – Clerk to pursue as appropriate.
At this point (7.40pm) the member of public left the meeting.
11/18 CORRESPONDENCE
11/18.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] SBC had recently been asked to hold the balance of funds (about £900) from the defunct Scalby & Newby Resident’s Association. It wished to offer these funds to the Parish Council for use within the parish. [Cllr. Edmunds declared an interest at this point as he was a member of Scalby Cricket Club, see Minute 2/18]. Council agreed to accept the funds and pass them in full to Scalby Cricket/Football Club to assist with its renewal of the pavilion roof. 2] Tour de Yorkshire Business Roadshow to be held at Scarborough TEC (Filey Rd) 15/1/18 from 1700 – all invited.
12/18 FINANCIAL MATTERS
12/18.1 Resolved the Schedule of Accounts payable for January 2018 (Schedule 10) in the sum of £4,888-18 [tabled at meeting] be approved.
12/18.2 Precept 2018/19 – received RFO’s report and agreed to set a precept of £29,050.
12/18.3 Twinning (to agree funding for wine at civic reception for 2018 visit from Pornic) – deferred to February meeting.
