1.1       To receive and note apologies from councillors who are unable to attend the meeting.

1.2       To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

To receive any declarations of interest in items on this agenda.

 

3          MINUTES

3.1       To approve and authorise the Chairman to sign the minutes of the Ordinary Meeting of Council held on 20th November 2024 (enclosed).

5          MATTERS RAISED IN PUBLIC OPEN FORUM

5.1       To agree action as appropriate on matters raised in Public Open Forum.

 

6          EXTERNAL REPORTS

6.1       Police – To receive & note report for November incidents covered by Rural Policing Team (emailed to councillors 2/12/24).

 

7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS

 

7.1       Allotments [Minute 155/24.4 refers] – to note Clerk had emailed and spoken with landlord who hoped to be able to provide a preliminary response to the access track improvements in the near future.

7.2       To receive reports from Councillors of any highway & footpath matters requiring attention.

 

8          CORRESPONDENCE

 

8.1       To receive & note details of proposed Tree Preservation Order 24/00006/TPO at 5 East Park Road, Scalby  [enclosed] and agree action as appropriate.

8.2       Unlit street lights at bus stop on Field Lane – 1] to note a parishioner has complained about these lights; 2] to receive report from Cllr. Bastiman / Clerk as to action taken; 3] to agree action as appropriate.

8.3       Correspondence received after 13/12/24 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

 

FINANCE & GENERAL PURPOSES ISSUES

 

9          FINANCE, REGULATORY & GENERAL MATTERS

(To be tabled at the meeting unless otherwise indicated)

 

9.1       To approve the Schedule of Accounts Payable for December 2024 (Schedule 9).

9.2       To set the precept for 2025/26 [report enclosed].

9.3       Financial Regulations – suspension of FR 3.5 and variation of FR19.2 (both until 15/1/26) [report enclosed] – to agree action as appropriate.

9.4       Internal Audit report (July-October) [enclosed] – to receive & note.

9.5       Internal Audit – to note the current auditor will not be offering a service to this Council for the 25/26 financial year onwards and to agree action as appropriate.

  1. NY/2024/0158 Install floodlights (4 per tennis court), Scalby Tennis Courts, Scalby Road, Scalby. Granted with conditions.
  2. ZF24/01439/HS Erect single storey extension to front, 5 St. Joseph’s Close, Newby. Granted with conditions.
  3. ZF24/01488/HAS Vary condition 1 of ZF23/00821/HS to allow alternative roof design, 56 Hackness Road. Granted with conditions.
  4. ZF24/01489/RG3 Erect prefabricated classroom and boundary fencing, Gallows Close Play Centre Endcliff Crescent Newby. Granted with conditions.
  5. ZF24/01573/HS Erect single storey, front, side and rear extensions with new porch and vehicular access, 530 Scalby Road Scalby. Granted with conditions.
