NEWBY AND SCALBY TOWN COUNCIL

will be held at

445b Scalby Road, SCALBY

WEDNESDAY, 12th FEBRUARY 2025, AT 7 P.M. 

All councillors are hereby severally summoned and required to attend in order to transact the business on the agenda.

 

MEMBERS OF PUBLIC CAN ATTEND

Please note access arrangements to the meeting have changed.

Town Councillors should use the front door of the building to access the meeting room.

Everyone else will be directed to enter the building via the courtyard entrance at the side.  

[Please note it is anticipated that no more than 27 members of public can be accommodated in accordance with our Fire Risk Assessment]

1.1       To receive and note apologies from councillors who are unable to attend the meeting.

1.2       To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

3.1       To approve and authorise the Chairman to sign the minutes of the Extra Ordinary Meeting of Council held on 19th December 2024 (enclosed).

6.1       Police – To receive & note report for January 2025 incidents covered by Rural Policing Team (emailed to councillors 3/2/25).

6.2       Joint Council Working Group on Fracking – to receive update (enclosed) from this Council’s representative and agree action as appropriate.

 

7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS/ITEMS

7.1       Unlit street lights at bus stop on Field Lane [Minute 171/24.2 refers] – to receive and note report (enclosed).

7.2       To receive reports from Councillors of any highway & footpath matters requiring attention.

 

8          CORRESPONDENCE

8.1       Grit bin Sandhurst Gardens – to receive report (enclosed) & agree action as appropriate.

8.2       Grit bin Chichester Close – to receive report (enclosed) & note action taken.

8.3       To note a vacancy exists in Newby Ward due to the resignation of Bob Kendall & the relevant notice has been posted.

8.4       Dog Control Public Space Protection Order – consultation on amendments (emailed to councillors 4/2/25) to receive and agree comments.

8.5       Working with young people in the community – to receive email (enclosed) and agree action as appropriate.

8.6       To receive & note 1] letter dated 5/2/25 from parishioner alleging Council had mis-interpreted the six months rule in such a manner that councillors who should be disqualified remained in office in order to “block” other potential candidates; 2] Clerk’s response refuting the allegation. (Clerk’s note – both letters already emailed to councillors.)

8.7       Correspondence received after 6/2/25 which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

9.1       To ratify the Schedule of Accounts Payable for January 2025 (Schedule 10 £2,139-09) which were authorised for payment by Cllrs. Smith and Thompson.

9.2       To approve the Schedule of Accounts Payable for February 2025 (Schedule 11).

9.3       To receive report & recommendations (enclosed) on work to replace the fencing and install a lifebelt at Foulsyke Pond.

9.4       Vacancy on Review & Staffing Committee – to resolve to appoint a councillor to the vacancy.

9.5       CCTV policy (enclosed) – to receive report / recommendations & decide action.
