7          UPDATES ON VARIOUS MATTERS & COUNCILLOR’S REPORTS

7.1       To receive reports from Councillors of any highway & footpath or other matters requiring attention.

8          CORRESPONDENCE

8.1       Letter of resignation from Cllr. Pickersgill – to receive and note.

8.2       Vacancy in office of Councillor for Newby Ward – to note that due to Cllr. Pickersgill’s resignation, a formal notice of vacancy was displayed on noticeboards and website on 20th October.

8.3       Diversion of bridleway at Cumboots [Minute 44/20.1 refers] [Plan of proposed amended diversion emailed to councillors 1/11/2020]  To agree comments.

8.4       Code of Conduct consultation [emailed to councillors 26/10/20]  to receive & agree action/comments as appropriate.

8.5       SBC Local Plan Review report [emailed to councillors 23/9/20] – following online presentation on 22/10/20 to agree action/comments as receive & agree action as appropriate.

8.6       Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency.

FINANCE & GENERAL PURPOSES ISSUES

9          FINANCE, REGULATORY & GENERAL MATTERS

9.1       To approve the Schedule of Accounts Payable for November 2020 (Schedule 8).

9.2       Model Agreement 2021/22 – to accept the £5,349.96 offered by SBC.

9.3       Internal Audit 2020/21 April-September – to receive & note auditor’s report [emailed to councillors 1/11/20].

9.4       Premises – to receive any updates from Chairman/Clerk & agree action as appropriate.

9.5       Community engagement – to consider & approve extension to 3/12/2021 of contract with T. Boden in order to help with creation/integration of community hub and volunteer co-ordination etc.

9.6       Christopher Keld Charity – to agree who is to replace Cllr. Pickersgill (appointment is to 31/1/2023).

ENVIRONMENT AND DEVELOPMENT ISSUES

10        PLANNING APPLICATIONS & APPEALS NOTIFIED:-

  1. 20/00989/FL Installation of dropped kerb and new gated entrance to parking and turning area at1 Derwent Close Newby (to note an appeal against refusal has been submitted);
  2. 20/02143/HS Erect first floor side extension over existing ground floor extension at 16 The Green, Newby (to confirm comments of “no objections” submitted under delegated powers);
  3. 20/02144/HS Erect 2no. two storey side extensions and new single garage at 1 Dunwell Avenue, Newby (to confirm comments of “no objections” submitted under delegated powers);
  4. 20/02179/FL Change of use of shop and tearoom (use class E) to parish council meeting room and offices (sui generis) at 445B Scalby Road, Scalby (to agree not to submit comments since the Parish Council is the applicant);
  5. NYM/2020/0836/FL Erect 20metre high lattice tower with antennae and dishes, ground based equipment and fencing together with creation of access track at field to the north of Keld Runnels Rd, Scalby Nabs (to agree comments).

11        PLANNING DECISIONS/WITHDRAWALS:- to receive & note

  1. 20/01150/FLA Variation of Condition 1 to Decision 19/00109/FL to allow repositioning of plots 5 & 6 and associated retaining wall, land at Lady Edith’s Drive Scarborough. Granted with conditions.
  2. 20/01711/HS Construction of car port with first floor extension above to side of dwelling at7 Willow Garth Newby. Granted with conditions.
  3. 20/01826/HS. Install Juliet balcony at 7 Wynbrook Court, North St, Scalby. Granted with conditions.
