Minutes Council Meeting 14th October 2020

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held virtually on the Zoom platform, on Wednesday, 14th October 2020 at 7pm 

PRESENT:  Councillor R Towse (Chairman), Cllrs. S Barnes, D Bastiman (left 7.30pm), E Black, J Fieldhouse, P Harriott, R Holliday, D Langmead, D Sutton, RI Thompson, D Wiles.

ALSO IN ATTENDANCE:  Borough Cllr. Sharma , Mrs J Marley (Clerk).

 ABSENT:       Cllrs. S Foote, R Pickersgill.

94/20               APOLOGIES FOR ABSENCE  Accepted from Rev. Tony Hand Priest in Charge – St Laurence’s Church, Scalby (prior commitment).  The Chairman reminded all present that reasons given for apologies must be genuine & approved by Council. As meetings were being held on zoom (which allowed access by telephone) it had never been easier to attend a meeting so tendering apologies on the grounds of Covid-19 self-isolation was not an acceptable reason for absence.

95/20               DECLARATIONS OF INTEREST:

95/20.1            Received from Cllr Bastiman (non-pecuniary – agenda items 10-12 as he was a substitute member of SBC’s Planning Committee).

96/20               MINUTES

96/20.1            Having been previously circulated, the minutes of the Council Meeting held on 9th September 2020 were approved as a correct record and Cllr. Towse was authorised to sign them.

PROCEDURAL MATTER No suspension of Standing Orders for Public Open Forum as no public present.

97/20               EXTERNAL REPORTS

97/20.1            Police:- The report for Scalby (circulated with agenda) was received & noted. Cllr. Towse reported the Police were holding a virtual meeting 1400-1430 on Wed 28th October and agreed Clerk to circulate details to all councillors on email.

97/20.2            County Council:- Cllr. Bastiman reported 1] the Covid-19 infection rate was less in Scarborough than in Harrogate; 2] the formal invitation from central government for local government reorganisation proposals for York and North Yorkshire had been received – initial outline proposals need to be submitted by the 9 November with full proposals submitted by the 9 December 2020.

97/20.3            Borough Council:-  Cllr. Bastiman reported 1] the unitary proposal by SBC and the other 6 district/borough councils in North Yorkshire were along the lines of an east/west split; 2] a proposed sale of by SBC of agricultural land in the parish was been called in and was for discussion at the Overview and Scrutiny Committee on 21st October. Cllr. Sharma concurred with Cllr. Bastiman’s report. He also referred to a poor response by parish councils to a zoom meeting called in August by SBC to discuss their unitary proposals. Another zoom meeting had been arranged for 6pm on 27th October.

98/20               COUNCILLOR’S REPORTS & UPDATES

98/20.1            Parish Council website [Minute 90/20.5 refers] – noted Clerk reported the domain newbyandscalbyparishcouncil.gov.uk had been purchased and the re-designed website was now live on the new hosting. An email had been sent to all councillors on 7th October regarding their new email addresses (which would come into effect on 15th October).

98/20.2            Reports from Councillors of any highway & footpath or general matters requiring attention – Cllr. Fieldhouse reported 1] the road surface on Hackness Road, Drive and Gardens was atrocious (mainly due to the copious amounts of pothole filling/patching which had taken place over time); 2] a suggestion that the time may be approaching to remove some silt from Foulsyke Pond (Chairman explained this was already on the list of things to be done in the future); 3] the fact that there was at least one goose with Angel Wing at Foulsyke Pond & people were still feeding bread to the birds despite there being notices to the contrary (Chairman explained this was a long-standing problem and it was very difficult to persuade some people not to feed bread to the birds).  Cllr. Harriott asked if it would be possible for SBC to gather some of the autumn leaves before they blocked road gullies and drains. Cllr. Thompson suggested removing the public seat on Cumboots Hill (since the trees were now mature and obscured the view) and put it at the bottom of Hay Brow (where there had once been a seat).

Cllr. Bastiman left the meeting during the above item.

99/20               CORRESPONDENCE

99/20.1            Result of 2020 Allotment and Marrow Competitions. Due to Covid-19 it was not possible to hold a prizegiving ceremony Winners had been notified and each had been given a £25 cheque.

Best Allotment – Ray Wright (plot 25).

Most Improved allotment – J Mills and C Taylor (plot 67).

Largest Marrow – weighed in at 95 lbs. and grown by Gordon Newiss (plot 33 North).

99/20.2            SBC community-led housing consultation with town and parish councils [survey emailed to councillors 23/9/2020 with request to complete and send to Clerk by 13/9/2020]. Only a couple of responses had been received. Councillors generally felt they did not have the under-pinning knowledge needed to give accurate answers to the questions. It was not easy to be able to predict the number and nature of housing needed when much of it was dependent on the availability of jobs. Agreed no comments to be submitted.

99/20.3            SBC Local Plan Review [details emailed to councillors 23/9/2020]. Noted Clerk’s verbal report that SBC had offered to give an online presentation on the review (22nd October from 6pm). Councillors welcomed this offer, Clerk to email councillors with details of meeting.

99/20.4            Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] the external auditor’s unqualified report for 2019/20 was received and it was noted the notice of conclusion of audit was published on the council’s website and displayed on the parish noticeboards; 2]  a parishioner’s letter of thanks for help during the Covid-19 lockdown and enclosing £5 was received & noted.  Cllr. Towse reported he had spoken to the parishioner who was happy for the Council to pass the money on to the local In Bloom group.  Agreed this was a sensible course of action, Clerk to make necessary arrangements; 3] email from Priest in Charge at St Laurence’s Church, Scalby giving apologies for tonight’s meeting. Chairman reported he would be laying a wreath on Council’s behalf regardless of whatever Covid-19 secure arrangements were made for the Remembrance Service. Agreed Clerk to obtain wreath from British Legion and a cheque for £100 to the Poppy Appeal was authorised for signature; 4] email from parishioner request seating be placed in the bus shelter at Proudfoot – agreed Clerk to write acknowledgement to parishioner, find out who owned the shelter and bring the matter back to a future meeting.

100/20             FINANCIAL MATTERS

100/20.1          Resolved the Schedule of Accounts Payable for October 2020 (Sch 7, £6,868.01) be approved. Cllrs. Langmead  and Sutton to do the online authorisations within 24 hours.

100/20.2          PWLB loan application to create premises for office and community hub [Minute 90/20.2 refers] – noted a letter of borrowing approval has been received which is valid until 10th September 2021

100/20.3          Premises – noted that in the light of Minute 100/20.2 and Minute 79/20.4.4 the Clerk/RFO and Chairman are proceeding with the purchase of the identified premises (subject to survey, planning consent, legal advice etc).

104/20             REPORTS FROM OUTSIDE BODIES

The following was RECEIVED:

104/20.1          Yorkshire Local Councils’ Association – Cllr. Towse reported on the meeting held virtually on 1/10/20. A presentation had been given on the future of town and parish councils (particularly relevant given the moves in North Yorkshire for devolution). The branch resolved to press NALC and other government bodes for a change to the Stamp Duty Land Tax Relief rules so that town and parish councils were also eligible.

There being no further business, the Chairman declared the meeting closed at 8.37pm.
