CHURCH BECKS, SCALBY,
on WEDNESDAY, 10th MAY 2017
COMMENCING AT 7 pm
or on completion of the Parish Assembly if that is later

PROCEDURAL MATTER
Councillor Towse in his capacity as retiring Chairman to chair the meeting until the incoming Chairman has completed their Declaration of Acceptance of Office.
1 ELECTION OF CHAIRMAN
1.1 In accordance with Standing Order 12(A) to receive nominations for Chairman of Council for the Year 2017 to 2018.
1.2 To consider all valid nominations received and elect a Chairman of the Council for the Year 2017 to 2018.
2 CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE
In accordance with Section 83(a) of the Local Government Act 1972 to receive the elected Chairman’s properly executed Declaration of Acceptance of Office.
PROCEDURAL MATTER – The incoming Chairman to occupy the chair.
3 APOLOGIES FOR ABSENCE To receive & approve.
4 ELECTION OF VICE CHAIRMAN
4.1 In accordance with Standing Order 12(E) to receive nominations for Vice Chairman of Council for the Year 2017 to 2018.
4.2 To consider all valid nominations received and elect a Vice Chairman of the Council for the Year 2017 to 2018.
5 DECLARATIONS OF INTEREST
To receive any declarations of interest in items on this agenda. (form enclosed)
6 TO APPOINT REPRESENTATIVES TO OUTSIDE BODIES
To agree appointments to outside bodies. [List of expressions of interest as at 3rd May enclosed]
7 MEMBERSHIP OF REVIEW & STAFFING COMMITTEE
To agree committee membership (currently Cllrs. Towse, Thompson, Bastiman & 2 vacancies). [NOTE: Committee’s terms of reference require that Council Chairman and Vice Chairman are members].
8 MINUTES
To approve and sign as a correct record, the minutes of the Council Meeting held on 12th April 2017. (enclosed)

To suspend Standing Orders so as to allow the Public Open Forum.

Matters which members of the public wish to raise.

To agree action as appropriate on matters raised at the Annual Parish Assembly of in the Public Open Forum.

13.1 To receive update [enclosed] from Clerk on highway & footpath or general matters since last meeting.
13.2 To receive reports from Councillors of any highway & footpath or general matters requiring attention [form enclosed].
14 CORRESPONDENCE
14.1 To receive letter from NYCC dated 7/4/17 [enclosed] regarding vacancies for co-opted members on Coast & Moors Area Committee and 1] agree nominations (if any) by this council and 2] authorise Clerk & Chairman or Vice Chairman to collate councillors votes on the ballot paper due to be sent out on 20/7/17 & submit the vote of the majority as this council’s choice.
14.2 Consultation on the Dog Control Public Space Protection Order [survey enclosed] – to agree action as appropriate. (Clerk suggests each councillor completes enclosed survey and returns to Clerk by 21st May for collation and submission).
14.3 Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency
