MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 11th February 2015 at 7pm.
PRESENT: Councillor Mrs G Kendall (Chairman), Cllrs. S Foote, S Gething, R Pickersgill, Mrs C Snow, RI Thompson, R Towse, Mrs D Wiles.
ALSO IN ATTENDANCE: P. taveley (In Bloom), 1 member of public, Mrs J Marley (Clerk).
ABSENT: County Cllr. A. Backhouse, Borough Cllrs. Mrs S Backhouse and A. Jenkinson, Cllrs. D. Bastiman, Mrs E Black, W Black, TW Miller, and B Watson.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.
17/15 APOLOGIES FOR ABSENCE
Received & accepted from Cllr. Bastiman (prior commitment). Cllrs. Mrs E Black and W. Black (visiting relatives abroad), Cllr. Watson (poorly).
18/15 DECLARATIONS OF INTEREST
18/15.1 Cllr. Thompson declared a personal interest in agenda item 9.2 as he was a member of Scalby Village Trust Committee.
19/15 MINUTES
19/15.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 14th January 2015 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.
20/15 PUBLIC OPEN FORUM Matters raised included planning application to demolish NatWest Bank and erect a Sainsbury’s Local (unnecessary removal of highway trees, noise from air conditioning units may affect neighbours, possible traffic problems re. highway access and extended opening hours in a residential area).
PROCEDURAL MATTER – At 7.06pm, Standing Orders were resumed.
21/15 MATTERS RAISED IN PUBLIC OPEN FORUM Comments noted and would be taken into account when considering the planning application. Also noted the garage on Coldyhill Lane corner would be affected as it had a 24 hour shop.
22/15 POLICE REPORT Resolved written report (tabled at meeting) be received. Also noted 1] Cllr. Towse’s report that the item on parking in general had long been a concern of the CAP group and a meeting with the Police and SBC Parking was arranged for early March and 2] that this afternoon there had been parking patrols around Newby Infants School. Concerns expressed regarding the 30% increase in crime on the Newby beat – acknowledged this included areas outside the parish and questioned if it would be possible to get figures which only related to the parish.
23/15 EXTERNAL REPORTS
23/15.1 County Council:- No report to receive.
23/15.2 Borough Council:- No report to receive.
23/15.3 FONSA:- No representative present.
23/15.4 In Bloom:- Mr Staveley reported the group had some new members. SBC Parks did not yet know which areas of grass they would be cutting in the coming year. The In Bloom Raffle now had a first prize of £100.
24/15 COUNCILLOR’S REPORTS & UPDATES
24/15.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. Clerk asked to get an update from NYCC in respect of repairs needed to the southbound VAS sign on Scalby Road.
24/15.2 Received & noted column 20 Hackness Road (dull emitter), various items on Linden Road (all to be passed to NYCC Highways).
25/15 CORRESPONDENCE
25/15.1 Road Liaison Committee meeting (7pm, Cayton, 19/2/2015). Resolved Cllr. Mrs Kendall to attend in place of Cllr. Watson.
25/15.2 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency:- a Discretionary Grant application had been received from Scalby Village Trust on 3rd February and was scheduled to be considered on 8th April. The applicant had been led to believe it may be possible for it to be considered sooner but given no reasons why their application should be considered as an exceptional item. Council resolved to consider the application at the April Council meeting.

30/15.3 NYMNP Coastal Area Parish Forum – no report – next meeting 25/2/15 (Cllrs Thompson and Watson).
30/15.4 North Yorkshire and Cleveland Coastal Forum – no report, next meeting believed to be Sept. 2015 (Cllr. Watson).
30/15.5 Yorkshire Local Councils’ Association – Cllr. Towse reported on a presentation by Robert Peacock of Healthwatch(NY), whose role was to monitor & influence health and social care provision in North Yorkshire.
30/15.6 Twinning Association – Cllr. Mrs Snow reported on the meeting of 10/2/15 where it had been confirmed this year’s visit to Pornic would be 18th to 23rd June. It had also been agreed to hold the AGM on the same night as a fund-raising dinner. Cllr. Thompson reported that in January he had received a letter from the Mayor of Pornic which he had passed to Cllr. Mrs Kendall.
30/15.7 Yorkshire Coast & Moors County Area Committee – next meeting 26/3/15 (Cllr. Thompson).
30/15.8 North York Moors National Park Authority – Cllr. Thompson reported he had attended a recent planning committee meeting. He had no matters of interest in the parish to report.
30/15.9 Any other reports not previously notified – The Chairman reported on a fact-finding meeting she and the Vice Chairman had with representatives from NYCC Library Service – various options had been outlined including working with community groups and volunteers. No decisions had been taken.
31/15 CIRCULATION – None.
