Minutes Council meeting 12th December 2018

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 12th December 2018 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. E Black, S Foote, R Holliday, K Martin, R Pickersgill,
PC Snow, RI Thompson, D Wiles,

ALSO IN ATTENDANCE: 1 member of public, Mrs J Marley (Clerk).

 ABSENT: Cllrs. D Bastiman, G Edmunds, TW Miller, D Sutton, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

 

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

165/18             DECLARATIONS OF INTEREST – None.

166/18             MINUTES
166/18.1          Having been previously circulated, the minutes of the Council Meeting held on 14th November 2018 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER
At 7.02pm, Standing Orders were suspended to allow the Public Open Forum.

167/18             PUBLIC OPEN FORUM No matters the member of public wished to raise.

168/18             MATTERS RAISED IN PUBLIC OPEN FORUM None.

169/18             POLICE REPORT Written reports for Newby and Scalby received & noted. Concerns expressed regarding the disturbing increase in crimes of violence against the person. Information re. the Community Payback Scheme also noted.

170/18             EXTERNAL REPORTS

170/18.1          County Council:- No report to receive.

170/18.2          Borough Council:- No report to receive.

170/18.3          In Bloom:- The daffodil bulbs had still not been planted at The Croft. Cllrs. Holliday, Martin, Thompson and Towse to plant in near future and Parish Council to pay for the bulbs.

171/18             UPDATES & COUNCILLOR’S REPORTS

171/18.1          Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

171/18.2          Cllr. Pickersgill reported potholes on Hillcrest Avenue, Cllr. Thompson asked if a “Marine Drive Closed” notice could be placed at the Eastborough/Sandside junction so vehicles could turn up Eastborough instead of discovering the Marine Drive was closed when they got to the Luna Park roundabout.

172/18             CORRESPONDENCE

172/18.1          Correspondence received after preparation of the agenda which the Chairman of the meeting deems it necessary to consider as a matter of urgency – none.

173/18             FINANCIAL MATTERS

173/18.1          Resolved the Schedule of Accounts payable for December 2018 (Schedule 9, £3,768-58) be approved. Cllrs. Martin & Wiles to do the online authorisations on the Unity Trust accounts within 24 hours. Cheques signed by Cllrs. Martin & Wiles.

173/18.2          Precept 2019/20 – received RFO’s report [circulated with agenda] and agreed to set a precept of £30,300.

173/18.3          Phone & broadband costs – noted Clerk’s report that a saving of £500 over two years by changing provider had been identified however BT had offered a more cost effective contract. Council agreed to remain with BT on new contract & Clerk authorised to sign the necessary forms.

173/18.4          Received Clerk’s request to bring the date of the June 2019 meeting forward a week (to the 56th) due to staff availability & agreed request be granted.
