MINUTES OF AN EXTRAORDINARY MEETING OF NEWBY AND SCALBY TOWN COUNCIL
held in the Main Hall, Council Offices, 445b Scalby Road,
on Monday 4th March 2024 at 3.30pm.
PRESENT: Councillors R Thompson (Chairman), D Bastiman, R Holliday, B Kendall, B Marley, D Pickersgill (left 3.40pm), J Smith.
ALSO IN ATTENDANCE: Mrs J Marley (Clerk to Council).
ABSENT: Cllrs. S Barnes, S Foote, J Shepherd
50/24 NON-ATTENDANCE OF COUNCILLORS
50/24.1 Apologies received & noted from Cllrs. S Foote, J Shepherd. Cllr. Pickersgill explained he would have to leave the meeting due to another commitment at 4pm.
50/24.2 Resolved the reasons for absence given by Cllrs Foote (personal) and Shepherd (prior commitment) be accepted..
51/24 DECLARATIONS OF INTEREST: received & noted from Cllr. Bastiman in agenda item 4 (grants) – non-pecuniary interest as he was a member of North Yorkshire Council.
52/24 EXCLUSION OF PRESS AND PUBLIC
At 15.33pm it was resolved that in accordance with section 1 of the Public Bodies (Admission to Meetings) Act 1960 the press and public be excluded from the meeting for the next item of business on the grounds it related to personnel/staffing, financial or legal matters.
53/24 CONFIDENTIAL BUSINESS
53/24.1 Cllr. Pickersgill left the meeting during this item. The Clerk gave a verbal update in respect of the ongoing employment matters, upon which advice had been sought from the Council’s external HR advisor. Further questions in the matter had been raised with the Council’s legal advisors and advice was awaited.
53/24.2 Following the Maoni report and repayment of a grant [Minute 28/24.1 refers] the RFO had looked in detail at all the other grants known to have been received by Council. A report with findings and recommendations (emailed to councillors 2/3/24) was received & noted. Resolved that recommendations A to C inclusive be carried. In accordance with his declaration of interest, Cllr. Bastiman did not take part in the vote on the next two items. Resolved that recommendations D2 and E2 be carried.
There being no further business, the Chairman declared the meeting closed at 4.45pm.
