MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 9th November 2016 at 7pm.
PRESENT: Councillor R Towse (Chairman), Cllrs. Mrs E Black, S Foote, Mrs R Holliday, K Martin, TW miller, R Pickersgill, Mrs C Snow, RI Thompson, Mrs D Wiles
ALSO IN ATTENDANCE: Borough Cllr. L Backhouse, 5 trustees of Newby & Scalby Library & Information Centre, P. Staveley (In Bloom), 2 members of public, Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, G Edmunds, D Sutton, County Cllr. A Backhouse, Borough Cllrs. V Inman, A Jenkinson, H Lynskey.
The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

163/16 MINUTES
163/16.1 Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 12th October 2016 be approved as a correct record and signed by the Chairman.
PROCEDURAL MATTER At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.
164/16 PUBLIC OPEN FORUM
164/16.1 BT’s proposed removal of phone box on Scalby High Street – a member of public spoke in support of retention.
PROCEDURAL MATTER – At 7.07pm, Standing Orders were resumed.
165/16 MATTERS RAISED IN PUBLIC OPEN FORUM
165/16.1 Noted the removal of some telephone kiosks in the parish was already on tonight’s agenda. Council agreed to the Chairman’s proposal that agenda item 9.1 be brought forward and considered next.
166/16 PROPOSED REMOVAL OF SOME TELEPHONE KIOSKS IN PARISH
Details of which boxes BT proposed to remove had been circulated with the agenda. Comments on the consultation were being collated by Scarborough Borough Council. Council agreed it did not wish to adopt any of the kiosks. Clerk gave details of strong representations received in respect of the kiosk on Scalby High Street (not South Street as described by BT). Council agreed it would support any application submitted by The Plough/Yew Tree to adopt the kiosk and locate a Public Access Defibrillator within. Clerk to inform Scarborough Borough Council accordingly.
167/16 POLICE REPORT No report to hand. Agreed Cllr. Towse to find out why no report available.
168/16 EXTERNAL REPORTS
168/16.1 County Council:- The Clerk read out a short report from County Cllr. Bastiman which mainly focused on work being done with Scarborough Borough Council to improve secondary education, job skills and job matching.
168/16.2 Borough Council:- Borough Cllr. L. Backhouse reported 1] Scarborough pedestrian precinct being re-paved, 2] Tour de Yorkshire 2017 would be coming to Scarborough, 3] Scarborough Market was being updated, 4] the Council has received an allocation of £1.14M from Government to pay for Disabled Facilities Grants.
168/16.3 In Bloom:- Mr Staveley reported all flower beds had now been planted for winter.

175/16 REPORTS FROM OUTSIDE BODIES

175/16.1 CAP Group –Cllr. Mrs Holliday reported matters discussed included problems with the new community messaging system, and a lack of a visible police presence. Next meeting 27/10/16.
175/16.2 NYMNP Coastal Area Parish Forum – Cllr. Thompson reported matters discussed included broadband “not spots”, the rural broadband project being way way behind and the Community Grant scheme. Next meeting 4/4/17.
175/16.3 Yorkshire Local Councils’ Association – next meeting 2/2/2017 (Cllr. Towse).
175/16.4 Twinning – Cllr. Thompson reported next year’s visit to Pornic was provisionally arranged for 14-19th September; the SANTA Chairman and Secretary were standing down at the AGM in January 2017. Next meeting 22/11/16.
175/16.5 Yorkshire Coast & Moors County Area Committee – next meeting 30/11/16.
