Minutes Council meeting 8th March 2017

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 8th March 2017 at 7pm.

 PRESENT: Councillor R Towse (Chairman), Cllrs. S Foote, Mrs R Holliday, K Martin, Mrs PC Snow, RI Thompson, Mrs D Wiles

ALSO IN ATTENDANCE:  1 member of public, Mrs J Marley (Clerk).

ABSENT:      Cllrs. DJ Bastiman, Mrs E Black, G Edmunds, TW Miller, R Pickersgill and D Sutton; County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

34/17              DECLARATIONS OF INTEREST – None.

35/17  MINUTES

35/17.1           Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 8th February 2017 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.04pm, Standing Orders were suspended to allow the Public Open Forum.

36/17  PUBLIC OPEN FORUM

36/17.1           No matters raised.

PROCEDURAL MATTER – At 7.04pm, Standing Orders were resumed.

37/17              MATTERS RAISED IN PUBLIC OPEN FORUM – No matters to consider.

38/17              POLICE REPORT Written report received & noted.  Also noted Cllr. Towse’s report that he was again talking to the Chief Inspector regarding the continuing lack of a report for Newby.

39/17              EXTERNAL REPORTS

39/17.1           County Council:- No report to receive.

39/17.2           Borough Council:-  No report to receive.

39/17.3           In Bloom:- Noted report by Cllr. Towse that the beech hedge near the memorial fountain had been cut back.

40/17  COUNCILLOR’S REPORTS & UPDATES

40/17.1           Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

40/17.2           Received & noted reports from several councillors in respect of highway matters requiring attention – Clerk to pass to relevant authority. Cllr. Martin reported he had been litter picking in Linden Road on several occasions recently and had found plenty of rubbish but no broken glass; he also mentioned the recent clearing of trees and shrubs on the sea cut by the Environment Agency.

41/17.1           Received & noted letter [circulated with agenda] confirming emerging Local Plan (as modified) is considered sound by planning inspector.

41/17.2           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

42/17.1           Resolved to approve the Schedule of Accounts to be paid for March 2017 (Schedule 12) in the sum of £2,429-63.

The following were RECEIVED:

46/17.1           CAP Group – Next meeting 27/4/17 (Cllr. Towse).

46/17.2           NYMNP Coastal Area Parish Forum – Next meeting 4/4/17 (Cllr. Thompson).

46/17.3           Yorkshire Local Councils’ Association – Cllr. Towse reported a long talk had been given on fracking.

46/17.4           Twinning – Cllr. Thompson reported 30 of the 48 members of SANTA were going to Pornic in September. Following the AGM, officers were now Chairman Michele Harriott, Treasurer Peter Harriott, Secretary Shirley Jackson. Several social events were planned for the future. The next meeting was 23/5/17.

46/17.5           Yorkshire Coast & Moors County Area Committee – Next meeting 15/3/17 (Cllr. Thompson).

There being no further business, the Chairman declared the meeting closed at 7.47pm.
