MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held virtually on the Zoom platform, on Wednesday, 8th July 2020 at 7pm
PRESENT: Councillor R Towse (Chairman), Cllrs. P Harriott, R Holliday, D Langmead, D Sutton, RI Thompson, D Wiles.
ALSO IN ATTENDANCE Mrs J Marley (Clerk).
ABSENT: Cllrs. D Bastiman, E Black, S Foote, R Pickersgill.
The meeting was called to order at 7.05pm.
60/20 APOLOGIES FOR ABSENCE Received & accepted from Cllrs. Foote & Pickersgill (no internet).

62/20 MINUTES
62/20.1 Having been previously circulated, the minutes of the Council Meeting held on 11th March and 3rd June 2020 were approved as a correct record and Cllr. Towse was authorised to sign them.
PROCEDURAL MATTER No suspension of Standing Orders as no public present.
63/20 POLICE REPORT Summary of Scalby reports for April to June inclusive (circulated with agenda) received & noted.
64/20 EXTERNAL REPORTS
64/20.1 County Council:- No report to receive.
64/20.2 Borough Council:- No report to receive.
64/20.3 In Bloom:- Cllr. Towse reported more volunteers were needed and a request would be going on the Parish Council’s Facebook page.
65/20 COUNCILLOR’S REPORTS & UPDATES
65/20.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting – this included the theft of the public seat on Stony Lane/North Street corner and the greatly increased number of emails and phone calls she had dealt with during lockdown.
65/20.2 Reports from Councillors of any highway & footpath or general matters requiring attention – Cllr. Thompson reported potholes on Stony Lane between Scalby Road and North Street. Clerk to contact Highways.
65/20.3 Community Engagement [Minute 56/20.5 refers] Cllr. Towse reported T. Boden and her army of helpers (including Cllr. Holliday) had delivered 4,500 newsletters and questionnaires to each property in the parish; posts had gone on social media about speeding and overhanging hedges.
66/20 CORRESPONDENCE
66/20.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] email from Scalby Toilets Trust that the toilets in Scalby High Street remain closed due to the pandemic; 2] letter from the Crime Commissioner regarding the AJ1 Road Safety Fund offering grants for items to improve road safety – Cllr. Towse suggested this would be a good source of funding for obtaining vehicle activated speed signs within the parish – councillors agreed, Cllr. Towse to investigate and submit a bid on Council’s behalf if it looked to be viable.
67/20 FINANCIAL MATTERS
67/20.1 Resolved the Schedule of Accounts Payable for July 2020 (Sch 4, £3,389.87) be £4,025.74) be approved. Cllrs. Langmead and Sutton to do the online authorisations within 24 hours.
67/20.2 Internal Auditor’s report for 2019/20 Schedules 10-12 and financial year end [circulated with agenda] was received & noted.
67/20.3 Casual Vacancies – noted there are two vacancies (1 in Newby Ward and 1 in Scalby Ward); the first notices would be posted later this week. If elections are not requested then the notices inviting applications for co-option would go up during August with a view to filling the vacancies at the Council meeting on 9th September. In light of the vacancies and Covid-19, Standing Order 7 was suspended till further notice.

71/20.3 Yorkshire Local Councils’ Association – Cllr. Towse reported on a virtual meeting on 30/6/20 which had been poorly attended. It was hoped the next meeting would be a talk on the Parish/Town Council of the future.
71/20.4 Twinning Association – no matters to report.
71/20.5 Any other reports not previously notified – none.
