Minutes Council meeting 8th January 2020

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 8th January 2020 at 7pm.

PRESENT:

Councillor R Towse (Chairman), Cllrs. S Foote, R Holliday, D Sutton, R Thompson.

ALSO IN ATTENDANCE
17 members of public for Christmas Lights Prizegiving (left 7.18pm), V. Aston (Director of Proudfoot Group) and T Boden (both left 7.18pm), Mrs J Marley (Clerk).

ABSENT: Cllrs. D Bastiman, E Black, G Edmunds, P Harriott, D Langmead, R Pickersgill, PC Snow, D Wiles, County Cllr. A Backhouse, Borough Cllrs. N Heritage, H Lynskey, E Murphy, SC Sharma.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

1/20 APOLOGIES FOR ABSENCE Received & accepted from Cllr. Bastiman (prior commitment), Cllrs. Black, Pickersgill and Snow (health), Cllrs. Edmunds, Langmead & Wiles (work commitments), Cllr. Harriott (family commitment).

2/20 DECLARATIONS OF INTEREST

2/20.1 Received from 1] Cllr Foote – personal – agenda item 11 as he was a member of Scalby & Newby Village Trust and 2] Cllr. Thompson – personal – agenda item 11 as he was an executive member of Scalby & Newby Village Trust.

3/20 MINUTES
3/20.1 Having been previously circulated, the minutes of the Council Meeting held on 10th December 2019 were approved as a correct record and signed by the Chairman.

3/20.2 Having been previously circulated the minutes of a meeting of the Outreach Committee on 18th December 2019 were proposed as a true record by Cllr. Thompson and it was resolved they be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER
At 7.02pm, Standing Orders were suspended to allow the Prize Giving and Public Open Forum.

4/20 CHRISTMAS LIGHTS COMPETITION

The results of the 2019 Christmas Lights Competition were announced and the prizes (jointly sponsored by the Proudfoot Group and the Parish Council) were presented by Val Aston and Cllr. Towse. Photographs were taken by Tina. Boden.

At this point (7.18pm) 17 members of public, Val Aston and Tina Boden left the meeting.

10/20 COUNCILLOR’S REPORTS & UPDATES

10/20.1 Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

10/20.2 Reports from Councillors of any highway & footpath or general matters requiring attention – 1] Cllr. Towse reported that yesterday a resident had reported the grit bin had been removed from the top of Pornic Avenue. Enquiries showed it had been removed by NYCC Highways as it didn’t meet their criteria. Council agreed to buy a replacement bin with salt at a cost of £125 from NYCC, Clerk to action. 2] Cllr. Towse showed photographs of a new fence which he believed to be over the permitted maximum height that had been erected on the boundary of a property on Lady Edith’s Park. It was felt to be another example of the slow but steady increase in the instances of over-height boundary treatments abutting the highway. Council agreed to refer matter to SBC Planning with a request for enforcement.

11/20 CORRESPONDENCE

11/20.1 Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] Noted email from parishioner reporting the cold calling zone on Ridge Green [Minute 129/19.1 refers] had been very successful. 2] Noted email from parishioner to say how lovely the Christmas lights on the tree at Stony Lane corner looked. 3] Noted email from Cllr. Bastiman requesting this Council considers supporting Burniston Parish Council in its quest to have some form of barrier to prevent jet skis being offloaded in the area near the old corner café on north bay – agreed Council in full support, Clerk to contact SBC ward councillor (Cllr. Broadbent) and SBC Flood Engineer.

12/20 FINANCIAL MATTERS

12/20.1 Resolved the Schedule of Accounts Payable for January 2020 (Schedule 10, £2,260.52) be approved. Cllrs. Holliday & Thompson to do the online authorisations on the Unity Trust accounts within 24 hours. Unity cheque signed by Cllrs. Holliday & Sutton.

12/20.2 Precept for 2020/21 – received RFO’s report [circulated with agenda] and agreed to set a precept of £54,100.

12/20.3 Victoria Fountain (High Street/Low Street corner, Scalby). Received & noted Clerk’s report that fountain needed repair as one of the plinth panels had moved. Prices for repair (£395+VAT) and cleaning (£720+VAT) had been obtained from a firm of professional stone and memorial masons. Agreed both quotes be accepted and Clerk to make necessary arrangements.

19/20 PREMISES [Minute 191/19 refers] Cllr. Towse reported social media accounts on Facebook, Instagram and Twitter were now operational. A meeting was to be held later this month to discuss updating the Parish Council’s website. He also reminded members of the need for them to be available for the Community Engagement Day planned for 21st March.

There being no further business, the Chairman declared the meeting closed at 8.05pm.
