Minutes Council meeting 8th February 2017

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 8th February 2017 at 7pm.

 PRESENT: Councillor R Towse (Chairman), Cllrs. S Foote, Mrs R Holliday, K Martin, TW Miller, R Pickersgill, Mrs PC Snow, D Sutton, Mrs D Wiles

ALSO IN ATTENDANCE:  K Newton (In Bloom), B Kendall (Community Hall Trust), 1 member of public, Mrs J Marley (Clerk).

ABSENT:      Cllrs. DJ Bastiman, Mrs E Black, G Edmunds and RI Thompson, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

17/17              APOLOGIES FOR ABSENCE Received & accepted from Cllrs. DJ Bastiman, Mrs E Black, G Edmunds, and RI Thompson (prior commitments).

19/17  MINUTES

19/17.1           Having been previously circulated, it was RESOLVED the minutes of the Council Meeting held on 11th January 2017 be approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER  At 7.03pm, Standing Orders were suspended to allow the Public Open Forum.

20/17  PUBLIC OPEN FORUM

20/17.1           Mr Kendall spoke to agenda item 11.1 in his capacity as chairman of the Community Hall Trustees – he brought to council’s attention various inaccuracies in the planning application including location (Scalby Community Hall) and name of landowner (Community Hall Trust). Two trustees had recently met with the applicant. A meeting of the trustees had been held and a decision made on whether or not to allow the land in question to be used for the purpose described in the planning application – he did not reveal that decision in order to avoid influencing councillor’s comments on the application.

PROCEDURAL MATTER – At 7.09pm, Standing Orders were resumed.

21/17              MATTERS RAISED IN PUBLIC OPEN FORUM – Mr Kendall’s comments noted and would be taken into account when Council considered planning application 16/02277/FL.

With Council’s agreement, the Chairman varied the order of the agenda so that item 11.1 was considered next.

Cllrs. Foote and Mrs Snow left the room for the next item.

22/17              PLANNING APPLICATION 16/02277/FL

22/17.1           [Brought forward] Agenda item 11.1

Taking into account representations made by the Chairman of the Community Hall Trustees, the Council agreed it objected to the application on the grounds 1] the application was full of inaccuracies and 2] the application as submitted would result in the loss of an important area of open space which was used by the community.

Cllrs. Foote and Mrs Snow returned to the room.

24/17.1           County Council:- No report to receive.

24/17.3           In Bloom:- A limited edition print of various scenes in the parish was presented to P. Staveley (President of Newby & Scalby In Bloom) in recognition of his hard work, dedication and commitment through the In Bloom Group to making the Parish look its best. K Newton reported on problems with 1] litter en route to Scalby School (presumed to have been dropped by pupils) and 2] broken glass at the bottom of the children’s slide on Linden Road playground – Police and Borough Council had been made aware

25/17  COUNCILLOR’S REPORTS & UPDATES

25/17.1           Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting.

25/17.2           Received & noted reports from several councillors in respect of highway matters requiring attention – Clerk to pass to relevant authority.

25/17.3           Received & noted report by Cllr. Martin [circulated with agenda] on possible community action initiatives in the parish. Agreed this was something that could be done via the library when it became a community hub on 1st April, Clerk to pass details to relevant people.

26/17  CORRESPONDENCE

26/17.1           Received & noted letter of thanks regarding Christmas Lights Competition [circulated with agenda] from St. Catherine’s Hospice.

26/17.2           Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – none.

27/17  FINANCIAL MATTERS

27/17.1           Resolved the Schedule of Accounts Payable for February 2017 (Schedule 11) be approved.

27/17.2           Received & noted the Internal Auditor’s Report [circulated with agenda] for October-December 2016.

27/17.3           Scalby Library – agreed the Clerk (in consultation with the Chairman) be authorised to enter into agreements with various companies in order to ensure the Council meets its obligations from 1/4/2017 in respect of the building at Scalby Library.

27/17.4           Appointment of Internal Auditor for 2017/18 – agreed Mr R Carey be re-appointed.

27/17.5           Christmas tree and lights at Newlands  – received & noted update by Clerk and Chairman that 1] no complaints had been received regarding the tree being unlit (Minute 9/17.1 refers); 2] there were progressively more of the LED bulbs which didn’t light and replacement bulbs were not available; 3] the cost of the tree was in the region of £450; 4] the cost of a set of replacement lights with a 5 year warranty was £1575. Agreed 1] no tree to be erected for Christmas 2017; 2] to re-consider in January 2018 with a view to permanently stopping provision of a tree.
