Minutes Council meeting 6th June 2018

MINUTES OF ORDINARY MEETING OF NEWBY AND SCALBY PARISH COUNCIL
held in the Rickinson Hall, St. Laurence’s Church Rooms, Scalby,
on Wednesday, 6th June 2018 at 7pm.

PRESENT: Councillor R Towse (Chairman), Cllrs. E. Black, K Martin, PC Snow, D Sutton, D Wiles

ALSO IN ATTENDANCE: Mrs J Marley (Clerk).

 ABSENT:       Cllrs. D Bastiman, G Edmunds, S Foote, R Holliday, TW Miller, R Pickersgill, RI Thompson, County Cllr. A Backhouse, Borough Cllrs. L Backhouse, V Inman, A Jenkinson, H Lynskey.

The Chairman reminded those present that filming, photographing or audio recording of the proceedings was allowed – persons wishing to record were asked to notify the Clerk of their intention prior to the start of the meeting. In the interests of encouraging public participation, it was requested that anyone filming did not include members of the public “in shot”.

84/18               APOLOGIES FOR ABSENCE Received & accepted from Cllrs. D Bastiman, S Foote, R Holliday, RI Thompson (prior commitments) and Borough Cllr. Inman (transport problems).

85/18               DECLARATIONS OF INTEREST – Received & accepted from Cllr. Snow (agenda item 9.1, community hall trustee).

86/18               MINUTES

86/18.1            Having been previously circulated, the minutes of the Council Meeting held on 9th May 2018 were approved as a correct record and signed by the Chairman.

PROCEDURAL MATTER No suspension of Standing Orders as no public present.

89/18               POLICE REPORT Written reports for Newby and Scalby received & noted.

90/18.1            County Council:- No report to receive.

90/18.2            Borough Council:-  No report to receive.

90/18.3            In Bloom:- Cllr. Sutton reported litter picking continued on Saturday mornings. Some bulbs were being re-located. A review of the replacement plants needed for the beds was well underway. The Plant Sale on 19th May had been well attended despite the earlier start time due to the royal wedding and had raised over £2,200. Three of the Tour de Yorkshire bikes had been left on display until after the visit from Pornic.

91/18               COMMUNITY GOVERNOR TO NEWBY PRIMARY SCHOOL [Minute 70/18.1 refers]

91/18.1           Cllr. Sutton expressed an interest. Clerk to give him contact details so he could get more information on what was involved. Cllr. Sutton to inform Clerk of his decision by 30th June.

92/18               COUNCILLOR’S REPORTS & UPDATES

92/18.1            Received & noted update [circulated with agenda] from Clerk on highway, footpath and other general matters since last meeting. [Note – Cllr. Snow had made a declaration of interest in item 2.4 of this report]. Regarding item 2.2 of the report, a copy of the reply received today from Mr Goodwill was given to all councillors. Members were appalled and astounded at his suggestion that a possible solution to the problem of the Post Office not accepting unbagged cash was for the Clerk to pocket any cash received and write out a personal cheque in favour of the Council. They noted the Clerk was equally horrified at the suggestion and would not be a party to it. It was agreed the Clerk reply to Mr Goodwill expressing Council’s horror at the suggestion and its disappointment with his discouraging reply (copy to the YLCA who were putting an article in the next White Rose Update).

93/18               CORRESPONDENCE

93/18.1            Draft minutes of 2018 Parish Assembly [circulated with agenda] – confirmed as an accurate record.

93/18.2            NYCC’s 7 Area Committees [email circulated with agenda] – noted these had been replaced by 6 Area Constituency Committees.

93/18.3            Correspondence received after preparation of the agenda which the Chairman of the meeting deemed it necessary to consider as a matter of urgency – 1] the Chairman reported on recent complaints he had receive from several residents of Hay Brow Close regarding the unusual colour the front of one of the properties had been painted. He had made enquires of SBC Planning department but it was unlikely any remedy lay in their direction. 2] the Chairman reported there had been a distinct lack of action by 95 Alive in respect of speed referrals and he had referred the matter to the Police and Crime Commissioner.

94/18               FINANCIAL MATTERS

94/18.1            Resolved the Schedule of Accounts payable for June 2018 (Schedule 3) [tabled at meeting] in the sum of £5,461-47 be approved. Noted Cllr. Snow was the only councillor present who was a cheque signatory. Chairman’s offer to get other councillor signature from Cllr. Foote or Thompson was accepted.

94/18.2            Long term planning – Chairman explained he considered it prudent that the Parish Council considered the way forward, including office accommodation as the lack of permanent office premises was undesirable. It was agreed that the ideal was somewhere which allowed for office premises with facilities for meetings, storage & parking but all possibilities should be looked at. At such times as a councillor became aware of any potential premises they should make the Chairman and Clerk aware so that the matter could be considered by the Council as a whole.

98/18.1            CAP Group – next meeting 26/7/18 (Cllr. Towse).

98/18.2            NYMNP Coastal Area Parish Forum – last meeting 24/4/18 but no report as Cllr. Thompson absent.

98/18.3            Yorkshire Local Councils’ Association – last meeting 31/5/18. Cllr. Towse reported issues raised had included 1] problems with the 95 Alive service, 2] planning notices still displayed on lamp posts etc many months after a planning decision had been made, 3] the Post Office’s proposals to stop taken unbagged cash.

98/18.4            Twinning Association – no report due to absence of Cllr. Thompson.

98/18.5            Yorkshire Coast & Moors County Area Committee – last meeting  21/3/18. Committee has now been disbanded (Minute 92/18.2 refers).

99/18               CIRCULATION – None.

There being no further business, the Chairman declared the meeting closed at 8.15pm.
